COUNCIL MEETING
REGULAR SESSION -8:00 P.M.-City Hall October 26,1965
The City Council met in regular session with the meeting called
to order by Mayor Stadshaug.Councilmen present were:Gordon
Ebbert,Otto Skaug,Jack Eng,Forrest Hardin,Monte Holm,and
John Jones.
The minutes of the last regular Council meeting of October 12,
1965,were approved by the Council as written.
BILLS were audited by the Council.Motion by Skaug,seconded
by Eng,that the bills be approved and warrants written.
Motion carried.
CURRENT EXPENSE -Total Amount Paid $1,132.43

FUTURE SPECIAL BILLS
A letter from Pat Nevins,Public Works Director,stating
that E. M.Gostovich Construction Company has satisfact
orily completed the work of installing the sanitary
interceptor sewer and alterations to the Wheeler Road
Lift Station and recommending acceptance of the work
done under this contract,was read.He further stated
that the company has been paid in full with the exception
of the 10%retainage which would be paid at the end of
the 30-day lien period.

REQUEST FOR FREE PARKING DURING CRAZY DAYS -RETAIL TRADES COMMITTEE
Mr.Ohland and Mr.O'Dell appeared on behalf of the Retail
Trades Committee requesting a blanket approval for the
covering of parking meters for Crazy Days three times a
year.
Motion by Skaug,seconded by Hardin,that the Council
approve the request for free parking for Friday and
Saturday,October 15th and 16th,but that any similar
request in the future should be made to the Council
again.Motion carried.

Mr.Nevins'recommendation.Motion carried.
Warrants No. 9856 through 9912 have been approved for payment
this 26th day of October,1965.
A.W.C.REGIONAL MEETING -REPORT BY MAYOR
Mayor Stadshaug explained that the main subject at the
meeting was the proposed initiative for cities to
share in the state sales tax.The Association of
Washington Cities intends to hire a public relations
firm to handle the promotion and development of the
initiative.They plan to secure about 350,000 signa
tures which would be about three times the actual
number needed.The Mayor requested that the Council
assist with the program as much as possible.He said
that further information would be obtained at a later
date.
Mr.Hardin asked how much the city's share would amount
to. Mr.Waggener,City Manager,stated that the city's
share would amount to 10%of the total sales tax.
John Jones pointed out that this would be equal to about
8%of the total city budget.Mr.Waggener stated that
it would be more than that actually when considering
the general fund only.
Mr.Ebbert asked what share of the tax the city is now
receiving.Mr.Waggener answered none.
The Mayor explained that this might mean an increase
in the sales tax from the present 4.2%.The initiative
would be voted on a year from this coming November.He
urged the Councilmen to attend the AWC meetings and to
assist with the drive to procure signatures for the
initiative.
CORRESPONDENCE -IRRIGATION AND REHABILITATION DISTRICT
A letter from Charles T.Schillberg,Attorney for the
Irrigation and Rehabilitation District,expressing
the District's willingness to participate in the
building of a ramp designed for heavy boats and in-
boards in Cascade Valley Park was read.The Directors
did,however,ask that the plans and specifications
of the ramp be approved by them before they actually pay
in the $2,500 they are willing to contribute.
John Jones asked when this project was to commence and
what amount had actually been budgeted.Mr.Jones
was told that the project had been scheduled for next
spring and that $2,500 had been budgeted toward it
in the 1966 Budget.
Mayor Stadshaug complimented the Irrigation and Rehab
ilitation District for its willingness to participate
in the project.He felt that the Council should have
no objections to submitting the plans and specifications
to the District Directors for their approval prior
to building the ramp.
Mr.Holm asked what the ramp would be constructed of.
Mr.Waggener indicated that a concrete plank type
construction similar to one used by the Game Department
is being considered.It would consist of sections
which could be moved if necessary,but that it would
not be likely the ramp would be moved from place to
place.

The Mayor requested that Mr.Waggener be instructed
to accept the offer from the Irrigation and Rehabilita
tion District,also thanking them for their assistance.
REQUEST TO CALL BIDS -FOUR DOOR SEDAN
\1 A letter from the City Manager requesting authorization
to call for bids in accordance with the specifications
for the replacement of the four-door sedan through
the 1966 Budget,was read.
Mr.Waggener explained to the Council that this item
is to be purchased through the 1966 Budget and that
with the bid call four weeks away,he does not antici
pate a delivery date until after the first of the year.
It was pointed out that the request was for a better
quality car than normally purchased because of the
amount of out-of-town travel and the increase in trade-
in value.
Motion by Holm,seconded by Skaug,authorizing a call
for bids with the specifications as submitted for the
18th of November.
INSURANCE CLAIM -ELTON HENDERSON,57 3 S.GRAND DRIVE
The Council noted receipt of the claim presented for
damages when the sewer backed up into his house
causing extensive damage.They requested that the
City Manager forward the claim to the insurance company.
ANNUAL TRAFFIC INVENTORY -19 64 DATA
Chief Bjork presented the 1965 Annual Traffic Inventory
to the Council.The cover letter in the report
explained that the analysis relates to the traffice
conditions as they exist today.The recommendations
in the analysis should be implemented with all poss
ible speed to meet the needs existing in the city today.
It was explained that this is a biennial program for
assisting cities and states in administering and
improving their traffic safety and management activi
ties. The objective is to prevent traffic accidents.
There were some 348 cities participating in our pop
ulation group.
It was suggested that a Mayor's Safety Committee be
formed with interested community groups included.
Mr.Michael Larkin of Security Associates suggested
that the juvenile traffic offenders court officials
would be a good core for the Mayor's Safety Committee.
CORRESPONDENCE -C.J.PICKETT
A letter from Mr. C. J.Pickett,owner of Westlake Marina,
opposing the development of the Cascade Valley overnight
camping facility,was read.
It was felt that the additional facilities would bring
more business to the community as a whole.The purpose
of the facility is to attract more tourists not be
benefit the city.
Mayor Stadshaug indicated that Mr.Dave Sparks also
opposed the project.It was noted,however,that
Mr. Sparks'facilities are not located on the lake.

It was mentioned that some service groups have indicated
an interest in a tree planting project in the camping
area in Cascade Valley Park.
Mr.Holm indicated that he is still against the project,
but felt that if the city was going to go ahead with
the project that the charges should be commensurate
with those for the other camping areas.
Mr.Hardin felt that this new camping area would just
compliment the other businesses and he also felt the
charge should be in accordance with Mr.Pickett's.
Mr.Eng felt that with the location of the other
camping grounds and marinas that there should not be
much of a problem.
Mayor Stadshaug thanked the members of the audience for
attending the meeting.
