COUNCIL MEETING
REGULAR SESSION -8:00 P.M.-City Hall November 9,1965
The City Council met in regular session with the meeting called
to order by Mayor Stadshaug.Councilmen present were:Gordon
Ebbert,Otto Skaug,Jack Eng,Forrest Hardin,Monte Holm,and
John Jones.
The minutes of the last regular Council meeting of October 26,
1965,were approved by the Council as written.
The Mayor welcomed the members of the audience to the meeting.
BILLS were audited by the Council.Motion by Hardin,seconded
by Skaug, that the bills be approved and warrants written.
Motion carried.

RESOLUTION NO.378 -FINAL ASSESSMENT ROLL -LID #20

Resolution No. 378 fixing the date for and place of
hearing upon the assessment roll of Local Improvement
District No. 20 and directing the City Clerk to give
notice of the hearing and of the time and place thereof,
was read.
Motion by Hardin,seconded by Eng, that the resolution
be adopted.Motion carried.
RESOLUTION NO.3 79 -TRANSFER OF FUNDS -WATER AND SEWER
Resolution No. 379 authorizing the transfer of $11,000
from unappropriated excess revenues under Code 30.70
"Miscellaneous"within the City of Moses Lake Water and
Sewer Fund to Budget Item 30.3.7 of the 1965 Budget
entitled,"Capital Outlay Not Specified",was read.
Mr.Waggener,City Manager,explained that some of the
money in this code had been used for a water line not
previously budgeted for and that some of it had also
been used for the Pronto project.He further explained
that the Water and Sewer Fund in general had been
reimbursed,but that the money had not gone back into
Budget Item 30.3.7,"Capital Outlay Not Specified".

Mr.Hardin asked if this had been taken into account
in the 1966 Budget.Mr.Waggener stated that it had.
Motion by Eng,seconded by Skaug,that the resolution
be adopted.Motion carried.
RESOLUTION NO.380 -ACCEPTING EASEMENT FROM AERONAUTICAL
MACHINISTS,INC.
Resolution No. 380 accepting the conveyance of real
estate to the City of Moses Lake,Washington for
public roadway purposes from the Aeronautical
Machinists,Inc.,was read.
The Mayor asked if this was the last of the easements
necessary for the Stratford Road project.
Mr.Waggener indicated that it was not,but only enough
property to allow the installation of a fire hydrant on
the Aero Mechanics property.
Motion by Holm,seconded by Hardin,that the resolution
be adopted.Motion carried.
REQUEST TO CALL BIDS -PICKUP TRUCKS AND DUMP TRUCK

A letter from Public Works Director Pat Nevins
requesting permission to call for bids on two 1/2
ton pickups and one five cubic yard dump truck in
accordance with the accompanying notice and specific
ations was read.
Motion by Eng,seconded by Holm,that Mr.Nevins1
request to call for bids be granted.Motion carried.
REFERRAL FROM PLANNING COMMISSION -RECOMMENDED PERMIT FOR
MOSES LAKE GRANGE
iqO^A letter from Building and Planning Director Merle W.
Hoeft stating that the Planning Commission recommended
in the true spirit and intent of the Zoning Ordinance,
with the provisions of Section 310.20 being applied,
that the request be approved subject to provisions
that City Codes and Ordinances be complied with,was
read.
Mr.Hardin after looking at the area stated that he
concurs with the Planning Commission's request.
Mr.Hoeft presented a zoning map of the area,a
triangular piece of land between the railroad tracks
and West Broadway.He said that this is a unique
circumstance in that the Planning Commission has
approved this subject to compliance with City Codes
and Ordinances.He further stated that there are
three fuel tanks in the area which the Grange would
be willing to bury within a reasonable length of time.
Mr.Hoeft felt that since the property is located in
the "HS",highway service zone,and the ordinance makes no
provision for screening if the Grange should wish to use
the property for storage at a later date,that there should
be a stipulation in the approval for provision of screening
in that event.He also indicated that it would be desirable
to obtain a ten foot easement on the Locust Lane side of
the property when the scale is moved as a result of the
construction of the new building.The scale now sits
in what would be the easement.

Mr.Schwab of the Grange stated that he would not want
to commit the Grange at this time for either the burying
of the tanks or the granting of the ten foot easement,
but that he could see no reason why the grange would
not grant the easement.
The existing tanks would have about a twenty year life.
New tanks would cost approximately $10,000 and would
provide from 40,000 to 50,000 gallons of underground
storage.It was noted that the Grange is now losing
some seven or eight thousand gallons a year due to
evaporation with the tanks above ground.
Fire Chief Otto Jensen stated that the Fire Department
had worked with the Grange on the condition of the
storage tanks and that there had been some improvements
made in regard to venting the tanks and providing a
retaining dike.The dike,however,with the construction
of the four lanes on West Broadway had been removed and
this does present a problem with the increased speed
limit and possibility of collision.
Mr.Hardin felt that there should be some kind of time
limit for the construction of the underground tanks.
Motion by Skaug to table the matter,motion died for lack
of a second.
Mr.Waggener reminded the Council that the tanks as they
presently exist are considered non-conforming and could
not be expanded or improved to prolong their life.
It was asked when the Grange wanted to start construction.
Mr.Schwab and Mr.Hicks indicated that they wanted to
start construction immediately.
It was suggested that possibly a five year limit on the
construction of the underground tanks would be reasonable.
The representatives from the Grange felt that this would
be an equitable solution.
Motion by Holm,seconded by Jones,that the recommendation
from the Planning Commission be approved with the stipula
tion that a ten foot dedication be provided along Locust
Lane,that the tanks be buried within a five year period,
and that screening in accordance with the "CM"zoning as
provided in the Zoning Ordinance be required in the event
that some part of the property be used for sales,storage,
or some similar use in the future.Motion carried.
REFERRAL FROM PLANNING COMMISSION -RECOMMENDED APPROVAL OF
UTILITY BUILDING FOR MR.C.A.ALLEN
A letter from Building and Planning Director Merle W.
Hoeft stating that the Planning Commission recommends that
in keeping with the spirit and intent of zoning,that
permission be granted to Mr. Allen to construct his proposed
building in accordance with the applicable ordinances of
the city.
Mr.Hoeft stated that Mr.Allen wishes to build this wood
frame structure covered with aluminum siding to store
his car,truck and miscellaneous farm machinery which
he uses on his one and one-half acres.Mr.Allen's
property is located between Highway 17 and East Broadway.

Mr.Hoeft said that the Zoning Ordinance provides for
construction of structures similar to those adjacent in
this particular zone which is light industrial.He further
stated that since there are no plans for the area in the
immediate future and no other structures in the immediate
vicinity that the Commission felt that this was in the
true spirit and intent of the zoning.
Motion by Hardin,seconded by Skaug, that the recommendation
of the Planning Commission be approved.Motion carried.
MOVIE -"NO TIME FOR UGLINESS"
Architect Wayne Singleton presented a film sponsored
by the American Institute of Architects.The Mayor
thanked Mr.Singleton and Mr.Vernier for providing
the film for the Council's viewing.
