1966 02 211073 COUNCIL MEETING REGULAR SESSION -8:00 P.M.-City Hall February 21,1966 The City Council met in regular session with the meeting called to order by Mayor Stadshaug.Councilmen present were:Gordon Ebbert,Monte Holm,Otto Skaug,Jack Eng,Forrest Hardin,and John Jones. The minutes of the last regular Council meeting of February 8, 1966,were approved by the Council as written. BILLS were audited by the Council.Motion by Hardin,seconded by Ebbert,that the bills be approved and warrants written. Motion carried. For professional services in connection with resident engineering services for the Sewage Treatment Plant extension in accordance with the agreement between Stevens and Thompson and the City of Moses Lake.Invoice Period: January 1,1966 through January 31,1966.$1,250.95 Motion by Skaug,seconded by Eng,that the special bills from the 1965 Water and Sewer Bond Construction Fund be paid.Motion carried. GOB #9 CONSTRUCTION FUND Alfred Teufel Nursery Library groundcover materials $160.90 Motion by Holm,seconded by Eng,that the special bill from GOB #9 Construction Fund be paid.Motion carried. Warrants No.10,508 through 10,569 for $8,391.75 have been approved for payment this 21st day of February,1966. VOTING BOOTHS AND BALLOT BOXES -REQUEST TO TRANSFER OWNERSHIP A letter from City Manager Chester L.Waggener requesting \Q^that the ownership of 32 voting booths and 18 ballot boxes belonging to the city be transferred to Grant County,as they have no further value to the city,was read.He noted that all elections are conducted by the County Auditor and will be canvassed by the county canvassing board. _, February 21,1966 1074 It was noted that the value of these items at the time of purchase,approximately ten years ago,was probably $1,000 Motion by Holm,seconded by Hardin,that the request to transfer ownership of the voting booths and ballot boxes be granted.Motion carried. GASOLINE -REQUEST TO CALL BIDS FOR ANNUAL SUPPLY /o// It was explained that this would be for a joint bid between the City of Moses Lake and the Moses Lake School District to provide gasoline for the period from April 1st of this year to the 31st of March,1967.A savings of about 2C per gallon has been realized by the City in the past by calling for bids on a joint basis. Motion by Hardin,seconded by Jones,that the request to call for bids for the annual supply of gasoline be granted. Motion carried. CASCADE PARK -INSTALLATION OF SPRINKLER SYSTEM A letter from Public Works Director Pat Nevins requesting permission to design and install a sprinkling system and minimum road surfacing to control dust in Cascade Park was read.Mr.Nevins noted in his letter that the Parks and Recreation Director indicated approximately $6,900 is available for the work. It was noted that a portion of the $6,900 was from the 1965 Budget and that it would be necessary for the Council to adopt a resolution to make these funds available from last year's budget.A total of $5,000 has been budgeted in the 1966 Budget for this project. Motion by Ebbert,seconded by Jones,that the Public Works Director's request to use only the $5,000 budgeted in 1966 for the project be granted.Motion carried. Mr.Jones asked what was to be done about the boat ramp. He noted that the end of the ramp was just above the water. Mr.Nevins indicated that additional concrete sections of ramp can be attached to the permanent ramp to lengthen it. These additional sections would be portable to be used during the winter when the water level is lower than usual. It was also noted that the increased level of the lake during the summer months would make it more than sufficient for a satisfactory launching area. NOLLS VISTA WATER TANK -REQUEST TO CALL BIDS -INTERIOR COATING jDOcf'A letter from Public Works Director Pat Nevins requesting permission to call for bids on the resurfacing of the interior of the Crestview water storage tank,was read.He indicated that this item has been provided for in the 1966 Budget.Mr.Nevins further requested that the bid opening be set for 2:30 P.M.on the 16th of March. The Public Works Director indicated that he had contacted the paint manufacturer furnishing the paint for the water tanks as there have been problems with streaking on the exterior paint in the past.He said that they suggest a brush or roller application to eliminate the problem,but that they could give no guarantee on the results.It is for this reason that there has been no request made to call for bids on the painting of the exterior of the tank.However,Mr. & ' 1075 February 21, 1966 Nevins did indicate that he would like to negiotiate with the contractor awarded the bid on the painting of the exterior of the tank.It has been some ten years since the Crestview tank has been painted. Motion by Hardin,seconded by Eng,that the Council approve the request to call for bids on the resurfacing of the interior of the Crestview water storage tank.Motion carried. REQUEST FOR LETTER TRANSFERRING CERTIFICATION OF MOSES LAKE MUNICIPAL AIRPORT <J A letter from Dan B.Dunn,Secretary of the Port of Moses Lake,requesting that the City Council request the FAA to transfer the certification and licensing from the present City Airport to the one at Larson when the jurisdiction of the military is relinquished,was read. Mayor Stadshaug explained to the Council that the FAA would not certify two fields so close together. Mr.Waggener indicated that the Port District would like to have their application ready to submit by March 1st and this is why they are making this request now,even though it may seem somewhat premature.
