1966 03 22u 1082 COUNCIL MEETING REGULAR SESSION -8:00 P.M.-City Hall March 22,1966 The City Council met in regular session with the meeting called to order by Mayor Stadshaug.Councilmen present were:Gordon Ebbert,Monte Holm,Otto Skaug,Jack Eng,Eorrest Hardin,and John Jones. The minutes of the last regular Council meeting of March 8,1966, were approved by the Council as written. Councilman Holm introduced his brother Mr.Oscar Holm;Mayor Stadshaug welcomed Mr.Holm,the members of the Frontier Junior High Civics Class,and the members of the audience to the meeting. BILLS were audited by the Council.Motion by Hardin,seconded by Holm,that the bills be approved and warrants written. CURRENT EXPENSE -Total Amount Paid $1,518.76 EQUIPMENT RENTAL -Total Amount Paid 78.34 LIBRARY -Total Amount Paid 3,357.90 PARK AND RECREATION -Total Amount Paid 567.81 STREET -Total Amount Paid 9 6 2.90 FIREMEN'S PENSION -Total Amount Paid 336.00 WATER AND SEWER -Total Amount Paid 201.60 TOTAL $7,023.31 Warrants No.10,642 through 10,701 for $7,023.31 have been approved for payment this 22nd day of March,1966. CONSIDERATION OF BIDS -GASOLINE A letter from Finance Director Donn Kaynor outlining the bids for furnishing gasoline to the Moses Lake School District and the City of Moses Lake,was read. The bids were as follows: Shell Oil Company .1922 Continental Oil Company .1183 Texaco,Inc..20 American Oil Company .2033 Mobile Oil Company .214 Standard Oil Company of California .2185 Union Oil Company of California .23 It was noted that Continental Oil Company neglected to add $.075 State Tax to its bid,thereby,making the low bid $.1922 from the Shell Oil Company.The Moses Lake School District accepted the low bid of Shell Oil Company at their regular Board meeting on Monday,March 21st. Motion by Holm,seconded by Jones,that the Council accept the low bid of Shell Oil Company.Motion carried. CONSIDERATION OF BIDS -WATER TANK PROTECTIVE COATING A letter from Pat Nevins,Public Works Director,recommending that the contract be awarded to the Jeffery Painting Company for $8,299.53,which was $1,599.47 below the Engineer's esti mate,was read.It was noted that the bid of H. B.Painters, Inc. of Kennewick was disqualified as it was not delivered until the day after the bid opening.Mr.Nevins requested permission to return the disqualified bid. Motion by Skaug,seconded by Eng, that the Council accept the low bid of Jeffery Painting Company and authorize Mr. Nevins to return the disqualified bid from H. B.Painters, Inc.of Kennewick.Motion carried. 1083 March 22,1966 RESOLUTION NO.389 -STREET MAINTENANCE POLICY City Manager Chester L.Waggener explained to the Council ^that the resolution adopting a street maintenance policy for the City of Moses Lake,Washington is in accordance with the policy followed in the past three or four years. This would give the city a formal policy for its street maint enance plans. Motion by Eng,seconded by Hardin,that the Council adopt the resolution.Motion carried. ORDINANCE -HOUSING CODE -REFFERAL FROM PLANNING COMMISSION 2 A letter from Merle W.Hoeft,Building and Planning Director, indicating the Planning Commission members'unanimous recom mendation to adopt the Housing Code as submitted, was read. Mr.Hoeft made a slide presentation showing various homes in the community which would be affected by the Housing Code and examples of the efforts of home owners in some areas to improve the character of their neighborhoods. Mr.Hoeft pointed out that the Housing Code is an imple mentation of the recommendations made by Clark,Coleman, and Rupeiks, Inc. in the final "701"Program report. Mr. Hoeft also noted that the code is in accordance with the program for the elimination of substandard housing in Moses Lake as prepared by the citizens sub-committee on housing and urban renewal of the Moses Lake Planning Commission. In the report from this committee three procedures were recommended which could be used to strengthen the program. 1.Co-ordination with the local welfare offices to limit rental payments only to those families that occupy homes which meet minimum standards. 2.Once a substandard home has been vacated,basic ser vices should not be resumed until the purchaser provides thebuyer or renter with a certificate,certifying to the existence or non-existence of any code violations. 3.The adoption of a requirement that before any property is sold the owner provide the purchaser with a certi ficate,certifying to the existence of non-existence of any code violations. The rate of dilapidated or substandard homes in Moses Lake is 3.6%as compared to the 3.8%figure for the State of Washington. Mr.Hoeft explained that the Building Code is rather general with the Housing Code being a little more specific about the general minimum requirements to make a dwelling fit for habitation. In answer to a question by Councilman Ebbert,Mr.Hoeft explained to the Council that the Housing Code as proposed in the ordinance was prepared by the International Con ference of Building Officials of which the city is a member.The code was written under the auspices of the Housing and Home Finance Agency.It was also noted that similar codes have been adopted by the cities of Seattle, Tacoma,and Pasco,with several other cities in the process of adopting such a code. March 22,1966 1084 Motion by Ebbert,seconded by Holm,that the matter be tabled for further study.Motion carried. Motion by Skaug,seconded by Jones,that the item be recon sidered.Motion carried. Motion by Hardin,seconded by Skaug,that they defer action on the ordinance adopting the Housing Code to allow for further study.Motion carried. MELVA ADDITION NO.3 -FINAL APPROVAL A letter from Merle Hoeft,Building and Planning Director, stating that the Planning Commission recommends approval of the plat contingent upon the City Engineer's requirements being satisfactorily complied with,was read. Mr.Nevins indicated that the Engineer's requirements had been complied with. Mr.Hoeft presented a copy of the plat which is located on Wapato and Interlake to the Council members.It was indicated that the area would be used for the construction of a service station. Motion by Hardin,seconded by Eng, that the Council accept and approve Melva Addition No.3.Motion carried. DOGWOOD PARK -REQUEST TO PURCHASE A letter from City Manager Chester L. Waggener,requesting authorization to secure an appraisal for the Dogwood Park site and offering it for sale by bid, with the provision that the south half remain open for public use until December 31, 1968, was read. Mr.Waggener felt that it would be desirable to offer the park for sale at this time with the hope that the revenue from the sale could be matched with state or federal recreation funds enabling the city to double the money actually obtained from the sale. A letter from Mr. L. G.Connelly,President of Tri-State Stores accompanied the letter from Mr.Waggener.Mr. Connelly requests that the Council consider offering the park for sale in order that his firm could extend their facilities.Mr.Connelly felt that in view of the fact that McCosh Park is so close that the closing of this park would not be critical. A letter from Mr.Brigl was also submitted.Mr.Brigl polled the members of the Park and Recreation Commission by telephone concerning the sale included retaining half of the park for public use,putting the revenue from the sale in an acquisition and development fund, and reserve the right to accept or reject bids. It was noted that the cost of maintenance for such a small park is high and that with the proximity of McCosh Park the smaller park could be closed,thereby,eliminating costly maintenance.The retention of part of the park for use until 1968 was due to the heavy use and tree growth which provides shade,this would give the trees at McCosh Park time to develop a little more. Motion by Holm,seconded by Ebbert,that the Council authorize Mr.Waggener to secure an appraisal and offer the property for sale by bid.Motion carried. 1085 March 22,1966 It was noted that the Park and Recreation Commission would be meeting on the following Monday evening and would be able to discuss the matter including the use of the revenue from the sale a little more fully. GOVERNOR'S FORUM ON URBAN AFFAIRS -REMINDER Mayor Stadshaug reminded the members of the Council of the meeting in Spokane tomorrow,March 23rd at 7:30 P.M. Mr.Waggener,Mr.Ebbert,and Mayor Stadshaug will be attending. PROVISION FOR TAX ON PETROLEUM HEATING FUELS Motion by Skaug,seconded by Hardin,that the Council reconsider the motion to table the ordinance providing for tax on petroleum heating fuels.Motion carried. Motion by Skaug,seconded by Holm,that the Council not adopt the proposed ordinance placing a utility tax on oil and fuel dealers.Motion carried. Meeting adjourned.
