1966 04 261092 COUNCIL MEETING REGULAR SESSION - 8:00 P.M. -City Hall April 26, 1966 The City Council met in regular session with the meeting called to order by Mayor Stadshaug.Councilmen present:Gordon Ebbert, Monte Holm,Otto Skaug,Jack Eng,and Forrest Hardin.Councilman Jones was absent. The minutes of the last regular Council meeting of April 14,1966, were approved by the Council as written. BILLS were audited by the Council.Motion by Hardin,seconded by Skaug,that the bills be approved and warrants written. Motion carried. CURRENT EXPENSE -Total Amount Paid $823.96 EQUIPMENT RENTAL -Total Amount Paid 671.78 LIBRARY -Total Amount Paid 8.54 PARK AND RECREATION -Total Amount Paid 3,891.04 STREET -Total Amount Paid 808.31 WATER AND SEWER -Total Amount Paid 7,869.96 SANITATION -Total Amount Paid 145.00 FIREMEN'S PENSION -Total Amount Paid 15.00 TOTAL $14,233.59 SPECIAL BILLS The following special bill was read: GOB #9 CONSTRUCTION Lad Irrigation Company Miscellaneous materials for the Library sprinkler system.$229.97 Motion by Holm,seconded by Hardin,that the special bill from GOB #9 Construction be paid.Motion carried. Warrants No.10,814 through 10,833 for $14,463.56 have been approved for payment this 26th day of April, 1966. ORDINANCE AMENDING ORDINANCE NO. 513 -WATER AND SEWER RATES A letter from City Manager Chester L.Waggener was read. Mr.Waggener pointed out to the Council that the provision establishing a 25 per cent surcharge for water and sewer service to defray the additional expense incurred in ser vicing customers located outside the corporate limits of the City was omitted in Ordinance No.513 adopted in 1964. He further explained that the proposed amendment is intended to correct that oversight. An ordinance amending Ordinance No.513 which is entitled "An ordinance relating to the municipal water system of the City of Moses Lake,Washington,regulating the use of the water therefrom,providing for the sale of the same,fixing the price thereof,providing a method of collecting charges therefor,and fixing the method of collecting for the use of facilities and furnishing of services by the sewer system and sewerage disposal plant of the City of Moses Lake,and providing penalties for the violation thereof and repealing Ordinances 32,179,402 and all other ordinances or parts of ordinances in conflict herewith",was read by title only. Mr.Ebbert asked if there was a need for the provision at this time.Mr.Waggener explained to the Council that it would be needed in the near future because of the extension 1093 April 26,1966 of the water line across Highway 17 to the Lake Bowl. He mentioned that we do furnish water to the college,which is outside the corporate limits,however,the ordinance provides that the surcharge should not be imposed upon any municipal corporation or governmental agency. Motion by Hardin,seconded by Skaug, that the Council accept the first reading of the ordinance.Motion carried. RESOLUTION NO.393 -AMENDING BASIC COMPENSATION PLAN A letter from City Manager Chester L.Waggener,requesting that a new position of "Chief of Party" be established in the Engineering Department, was read. Mr.Waggener explained in his letter the difficulty the department has had in obtaining experienced men for the engineering aide positions, often employing men for training. It is felt that it would be vitally important to employ one person with previous engineering experience capable of supervising the work of the survey crews and who can handle construction inspections while in the process of surveying for construction projects. He mentioned that with Jim Caruso,the Senior Engineering Aide,leaving for the service,that his position could be filled with a person in the "Chief of Party"category. It was asked what the senior engineering aide position is now paying. Mr.Waggener indicated that he was receiving $467 per month. It is felt that the difference between the $467 per month and the starting salary of $530 for the "Chief of Party"would help in hiring experienced men. Motion by Holm,seconded by Ebbert,that Resolution No. 393 amending the basic compensation plan for employment in the municipal service of the City of Moses Lake, be adopted. Motion carried. RESOLUTION NO.394 -JUNIOR WOMEN'S CLUB -ACCEPTING GIFT lO^U?A letter from Park and Recreation Director Clemens Brigl, stating that a check for $10.00 had been received from the Junior Women's Club to be used for landscaping of the Library grounds, was read. Mr. Brigl requested that a resolution accepting this money be adopted. Motion by Hardin,seconded by Eng,that the resolution be adopted.Motion carried. KNOLLS-VISTA WATER TANK -QUOTATION FOR PAINTING EXTERIOR r$A letter from Public Works Director Pat Nevins was read. Mr.Nevins stated that at the City's request Mr.Jeffrey submitted two quotations for repainting the exterior of the Crestview water tank.The two quotations were for application of an enamel paint and an aluminum-base paint. Mr.Nevins felt that because of the reflective qualities of the aluminum paint that it would be better suited for this particular use. He recommended that the Council accept the quotation for aluminum base paint at $1,345.00 plus sales tax,this would be with the under standing that minor streaking may occur. He further stated that the quotation can be considered a change order and covered under the original contract. Motion by Hardin,seconded by Ebbert, that the Council accept the bid of the Jeffrey Paint Company to paint the exterior of the Crestview water tank for $1,345.00.Motion carried. - _ 1094 April 26,1966 AWC CONFERENCE ATTENDANCE Mayor Stadshaug reminded the Councilmen of the AWC Con ference in Yakima May 11th through 13th.He again urged as many as possible to attend. RESOLUTION NO.395 -COMMENDING MERLE W.HOEFT Resolution No.395 commending Merle W.Hoeft for his service to the City of Moses Lake,was read.The resolu tion expressed the Council's appreciation and gratitude for his competence and for his unselfish devotion to his responsibilities as Building and Planning Director.
