COUNCIL MEETING
SPECIAL SESSION -8:00 P.M.-City Hall July 5,1966
The City Council met in special session with the meeting called
to order by Mayor Stadshaug.Councilmen present:Gordon Ebbert,
Monte Holm,Jack Eng,and John Jones.Councilman Skaug and
Councilman Hardin were absent.
PUBLIC HEARING -PROPOSED LID NO.22 -WHEELER ROAD IMPROVEMENTS
<\>Public Works Director Pat Nevins presented the assessment
roll and map to the Council.He explained that Wheeler
Road would be considered a primary arterial consisting
of two twelve foot lanes.The roadway would be fifty-
seven feet wide at the intersection of Wheeler Road and
Pioneer Way with a six foot median strip allowing for a
left turn lane.At the intersection of Wheeler Road and
Fig Street the roadway would narrow to fifty-one feet.
The purpose of narrowing the roadway to fifty-one feet
was for economy sake.
Mr.Nevins showed numerous transparencies and slides of
the area and the construction details of the project.He
indicated that sidewalks,curbs,and gutters would be
installed.The total cost of the project is estimated at
$181,820,with the LID share being $51,072.00 (forty per
cent)and the City's share of sixty percent being approxi
mately $130,748.00.
It was noted that the City and Bureau of Reclamation own
a considerable amount of property along the proposed LID.
Mr.Nevins indicated that this would amount to approximately
$9,000 to $10,000 of the LID share,actually making the
property owners share,excluding the City and Bureau about
$42,000.00
The Public Works Director explained that existing driveways
would be replaced in their existing condition (mainly gravel),
but if the property owners wish to stand the additional
expense they could be replaced with paved driveways.He
also mentioned that it would be advantageous for any property
not on the city sanitary sewer to connect at this time,as
it would be considerably less expense than to wait and have
to cut through the roadway at a later date.
Mayor Stadshaug opened the meeting to comments from the
members of the audience.
Mr.Christy representing United Buckingham Freight Company
indicated that his company is very much interested in the
project at this time, if the City would make an effort to
improve the drainage problem they have with their property
when constructing this project.
Mr.Burgett of the Basin Motel stated that at the present
time he is against the project.He will submit a written
protest to the Council as soon as possible.
As there were no further comments from the floor the Mayor
asked that the written protests be read.Protests from
the following property owners affected by the LID were read:
Pablo Rodriquez and Gerordo Garcia of Terrace Avenue:Thomas
Watson,518 W.Wheeler Road;and Uecker Brothers Motors,

owners of the Moses Lake Tractor Company site on Wheeler
Road.A letter from United Buckingham Freight Lines support
ing the proposed improvement if their request for improved drain
age be considered,was read.They asked that an appointment be
set with the City Engineer to ascertain that such provisions
have been made. They indicated that if they cannot be assured
that the proposed improvement would properly look into their
drainage problem,then they would object and protest to
Resolution 396 and request a new resolution be passed with
proper allowances protecting the property owners affected.
Motion by Eng,seconded by Holm,that the public hearing be
closed.Motion carried.
It was indicated that the property owners have thirty days
from the date of passage of the ordinance to file written
protests on the LID,however,it was requested that all
protests be in prior to the next Council meeting on Tuesday,
July 12th,in order to give the Council some idea as to
whether or not they should give approval to the project.
Mr.Stansbery, Cascade Natural Gas, indicated his company's
approval of the project.
