COUNCIL MEETING
REGULAR SESSION -8:00 P.M.-City Hall September 13,1966
The City Council met in regular session with the meeting called
to order by Mayor Stadshaug.Councilmen present:Gordon Ebbert,
Monte Holm,Otto Skaug,Jack Eng,and John Jones.Councilman
Hardin was absent.
The minutes of the last regular Council Meeting of August 23,
1966,were approved by the Council as written.
BILLS were audited by the Council.Motion by Skaug,seconded by
Eng,that the bills be approved and warrants written.
Motion carried.

A letter from Public Works Director Pat Nevins was read.
He stated that no liens had been filed against McAtee
and Heathe,Inc.and that the releases have been received
from the Tax Commission and Department of Labor and
Industries.Mr.Nevins recommended release of the
retainage in the amount of $731.87,$686.09 of which was
from the Street Fund.
Motion by Holm,seconded by Skaug,that the Council
authorize the release of the retainage on the sealcoating
project done by McAtee and Heathe,Inc.Motion carried.

RESOLUTION NO.4 01 -EASEMENT FROM U.S.BUREAU OF RECLAMATION
WHEELER ROAD
Resolution No.401 accepting an easement offered by the
United States (Bureau of Reclamation)for the purpose
of widening the Wheeler Road right-of-way from Pioneer
Way to Secondary State Highway No. 17,was read by
title only.
Motion by Holm,seconded by Jones,that the resolution
be adopted.Motion carried.
RESOLUTION NO.4 02 -AUTHORIZING CONVEYANCE OF REAL PROPERTY
DOGWOOD PARK
Resolution No.402 authorizing the conveyance of real
,Q property (portion of Dogwood Park between Broadway and
the-alley between Third Avenue and Broadway)to Tri-
State Stores,Inc.,a Washington Corporation,was read
by title only.
Motion by Eng,seconded by Skaug,that the resolution
be adopted.Motion carried.
ORDINANCE NO.553 -PROVIDING CONVEYANCE OF REAL PROPERTY
DOGWOOD PARK

Ordinance No.553 providing for the conveyance of certain
lands of the City of Moses Lake pursuant to the Resol
ution heretofore entered,was read by title only.
Motion by Skaug,seconded by Holm,that the second
reading of the ordinance be waived and the ordinance
be adopted.Motion carried.
PRELIMINARY STUDY -INDUSTRIAL WASTES FACILITIES

Mr.Hal Murray of Stevens and Thompson presented his
company's report which was made in accordance with the
provision of the agreement made with the City of Moses
Lake on December 14,1965.He pointed out that they
had obtained data,made engineering studies,and pre
pared preliminary plans for industrial waste collection
and treatment facilities to serve future industries
and anticipated growth of present industry within the
service area of the City of Moses Lake.The report
contains suggestions and plans for existing industrial
waste facilities,future industrial wastes,industrial
waste treatment methods,proposed facilities,and
expansion of existing facilities.Mr.Murray presented
each member of the Council with a copy of the report
and suggested that he would be available at a later
date for questions after the Council had had some time
to study the report.
ORDINANCE NO.554 REDUCING SPEED ON WHEELER ROAD DURING CON
STRUCTION
Ordinance No. 554 fixing the maximum speed on a portion
of Wheeler Road within the City of Moses Lake until the
completion of roadway improvements and declaring an
emergency was read by title only.
Motion by Holm,seconded by Skaug,that the ordinance be
declared an emergency and adopted at its first reading.
Motion carried.

Mayor Stadshaug thanked the press and Engineering Department for
their consideration in publishing a copy of alternate routes
during the Wheeler Road construction.
