COUNCIL MEETING
REGULAR SESSION -8:00 P.M.-City Hall September 27,1966
The City Council met in regular session with the meeting called
to order by Mayor Stadshaug.Councilmen present:Gordon Ebbert,
Monte Holm,Otto Skaug,and Jack Eng.Councilman Hardin and
Councilman Jones were absent.
The minutes of the last regular Council meeting of September 13,
1966,were approved by the Council as written.
Mayor Stadshaug welcomed Mr.Crain of the Herald,Mr.Stern from
the Child Guidance Center,Mr.Stansbury of Cascade Natural Gas,
and Mr.Gibbs,Superintendent of Schools,to the meeting.
BILLS were audited by the Council.Motion by Eng,seconded by
Skaug,that the bills be approved and warrants written.
Motion carried.

LIBRARY -Total Amount Paid 273.52

RESOLUTION NO.4 03 -TRANSFERRING FUNDS -POLICE DEPARTMENT
o\t>Resolution No.403 authorizing the transfer of $800.00
from Budget Code 10.3.3 -Capital Outlay Unspecified to
13.3.1 -Police Equipment was read.
Mr.Waggener explained to the Council that the purpose of
this transfer was to enable the Police Department to pur
chase some recording equipment to use during interrogations
In the past the members of the department have had to use
their own equipment for this purpose.A Supreme Court
decision requiring use of recording equipment during
interrogations was recently announced,therefore,it is
felt that it should be purchased immediately instead of
in the 1967 Budget.This item has not been included in
the 1967 Budget.
Motion by Holm,seconded by Ebbert,that the Council adopt
Resolution No.403.Motion carried.
196 7 BUDGET -OCTOBER 3RD HEARING
City Manager Chester L.Waggener explained to the visitors
in the audience that the budget has already been made
available to the public.The proposed budget has been
reviewed by the Council and the necessary changes and
adjustments made.Mr.Waggener pointed out that the
State Statutes set forth the date of October 3rd for
the Budget hearing.

INITIATIVE 226
City Manager Chester L.Waggener pointed out the rapidly //-r"
increasing expenditures necessary each year for basic ~C^
maintenance and services.He mentioned that the City
could increase its revenue by increasing the utility tax
from 5% to 15%,however,this would be equal to only 2/3
of the revenue which would be available through the
passage of Initiative 226.He indicated that if a tax
.increase was necessary,it would only amount to approximately
2£on each $5.00 expenditure.He mentioned that the City
has been forced to cut back on its services and that any
further cut back would certainly not be desirable.
Councilman Skaug indicated that a committee had been set
up to organize the publicity for Initiative 226.He said
that a speakers bureau is being set up and that numerous
f brochures and other information would be available.He
stressed how important it is to inform everyone of the
benefits the City would receive with the increased revenue
from 226.The emphasis on this campaign will be during the
last two weeks in October.
,SFWAGE TREATMENT PLANT INDUSTRIAL STUDY -DISCUSSION

Mr.Hal Murray of Stevens,Thompson,Runyan,and Ries,
Inc.was present to answer any questions the Councilmen
might have on the report which he presented to the
Council at its September 13th meeting.
The members of the Council had several questions concerning
the lagoon and sprinkler system for future industrial
wastes.He indicated that using aerated lagoons of about
three acres 8-10 feet in depth would be necessary to treat
the waste load from Pronto Foods.This facility would
consist of earthen dikes from the excavation to form
the lagoon.Mr.Murray indicated that there would be no
run-off from this operation even if freezing should occur.
The proposed area for the site of such an operation would
be in the general vicinity of the old City Airport.Several
questions about odor were raised.The residents of the
Skyline Acres area are very concerned about any odors
as they live only 1/2 to 1 mile from the proposed site.
Mr.Murray assured the Council that odors would be
eliminated.He did say that in this area that there were
no aerated lagoons for plants with caustic potato wastes
but that in the future this was forth coming.This
particular method of waste treatment has been very
successful in treating pea and pulp wastes without odor.
Mayor Stadshaug thanked Mr.Murray for his presentation.
GRANT COUNTY AIRPORT DEDICATION
Mayor Stadshaug reminded the members of the Council and
visitors of the Grant County Airport Dedication which
has been set for October 8th.He urged everyone,part
icularly the members of the Council to attend.He did
suggest that the Community should make an effort to be
at its best appearance wise and that some cleanup is
indicated.
