1967 03 28I u 1172 COUNCIL MEETING REGULAR SESSION - 8 o'clock PM -City Hall March 28,1967 The City Council met in regular session with the meeting called to order by Mayor Stadshaug.Councilmen present were:Gordon Ebbert,Monte Holm, Otto Skaug,Jack Eng,Forrest Hardin and Mayor Stadshaug.Councilman John Jones was absent. Minutes of the previous meeting were approved as written. Regular bills were approved and motion was made by Jack Eng,second by Forrest Hardin to draw warrants .Passed unanimously. BILLS Total Amount Paid GENERAL $7,126.24 EQUIPMENT RENTAL 1,602.00 PARK 6 08.08 STREET 1,845.29 FIREMEN'S PENSION FUND 329.00 WATER AND SEWER 5,576.55 SPECIAL BILLS WATER AND SEWER City of Moses Lake -LID 22 Payment of Wheeler Road Improvements 2,696.89 STREET City of Moses Lake -LID 22 Wheeler Road Improvements 1,348.45 EQUIPMENT RENTAL City of Moses Lake -LID 22 1,348.45 Wheeler Road Improvements GENERAL City of Moses Lake -LID 22 Principal on LID 22 Assessment 22-37 6,320,73 A letter was read from Charles Davenport,Finance Director,stating that the prepayment period where payments can be made without interest on Local Improvement District No.22 ends April 5,1967,and recommending that the Council approve the special bills represented by the aforementioned purchase Orders Motion by Mayor Stadshaug,second by Jack Eng,to accept the recommendation of Mr.Davenport in his letter to council and approve the special bills.Passed unanimously. Warrants No.12441 through 12499 in the amount of $17,087.16 were approved for payment. CONSIDERATION OF BIDS -GASOLINE A letter was read from the City Manager recommending that the award for gasoline be made to Shell Oil Company.A joint bid was entered by the City of Moses Lake and Moses Lake School District No.161 .The bid of Shell Oil Company was .1921 per gallon. Motion by Holm,second by Hardin to accept the bid of Shell Oil Company. Passed unanimously. 1173 March 28,1967 MUTUAL AID AGREEMENT -PORT OF MOSES LAKE A letter was read from the City Manager requesting authorization from the City Council for the City Clerk and City Manager to execute a mutual aid agreement between the City of Moses Lake and The Port of Moses Lake Fire Departments for the purpose of securing to each the benefits of mutual aid in fire prevention,in the protection of life and property from fire and in firefighting. Motion by Forrest Hardin that the City Manager be instructed to sign this agreement.Second by Otto Skaug.Passed unanimously. FIRE DEPARTMENT -HOME INSPECTION PROGRAM Fire Chief Otto Jensen stated that the Fire Department wished to keep the Council informed on programs being carried out.Since 196 0 a com prehensive fire prevention program has been in effect in Moses Lake regarding the business district and business occupancies and the fire loss last year included only one loss of $25 00.00,bearing out the importance of the fire prevention program.54% of the fires are in the residential area.29%are miscellaneous -storage buildings,car fires, etc.The total loss from all fires was $13,000.Ten hours during the work week over a four month period will be spent going to individual homes and asking for permission to conduct an inspection of the premises.In formation folders will be left with the householder giving information on various ways to handle different types of materials that could be called hazardous .The Firemen will be in uniform and will call in pairs.
