1967 04 11COUNCIL MEETING REGULAR SESSION - 8 o'clock PM -City Hall April 11,1967 1174 The City Council met in regular session with the meeting called to order by Mayor Stadshaug.Councilmen present were:Gordon Ebbert,Monte Holm, Otto Skaug,Jack Eng,Forrest Hardin and Mayor Stadshaug.Councilman John Jones was absent. Minutes of the previous meeting were approved as written. Regular bills were approved and motion was made by Forrest Hardin,second by Jack Eng to draw warrants and pay the bills.Passed unanimously. BILLS Total Amount Paid GENERAL FUND $2,935.95 EQUIPMENT RENTAL 364.55 LIBRARY 1,244.15 PARK 1,354.68 STREET 3,130.51 WATER AND SEWER 1,645.73 SANITATION 4,682.85 Warrants No.12500 through 12563 in the amount of $15,358.42 were approved for payment. RESOLUTION No.429 ACCEPTING CASH GIFT FROM MOSES LAKE IRRIGATION AND REHABILITATION DISTRICT Resolution No.42 9 was read in its entirety.The Resolution accepted a gift of One Thousand Six Hundred Twenty-Seven and 00/100 Dollars ($1,62 7.00)from the Moses Lake Irrigation and Rehabilitation District to be used for constructing boat launching ramps at Montlake Park. The amount is the actual cost by contract to have the boat launching ramp constructed. Mayor Stadshaug commented that the Moses Lake Irrigation and Re habilitation District has provided launching ramps in Cascade Park and Montlake Park as well as the Alder Street dock.He expressed appreciation for the gifts for use of boaters in the community. Motion by Gordon Ebbert,second by Monte Holm to adopt Resolution No.42 9 and accept the cash gift from the Moses Lake Irrigation and Rehabilitation District in the amount of $1,62 7.00.Passed unanimously. ORDINANCE No.562 -LID no.22 -INSTALLMENT NOTE Ordinance No.562 was read by title only.This Ordinance provides for the issuance of an installment note payable from the Local Improvement Fund,District No.22 of the City and for the sale thereof to the Firemen's Relief and Pension Fund,the proceeds to be used to pay the revenue warrants payable from the LID Fund,District No.22, now held by the Firemen's Relief and Pension Fund.The Ordinance contains an emergency clause,waiving Section 23 of Ordinance 3 79 and providing for its passage after only one reading. RETAIL TRADES COMMITTEE -REQUEST TO BARRICADE STREET A letter from Logan O.Beam,Manager of the Moses Lake Chamber of Commerce,was read requesting permission on behalf of the Chairman of the Chamberls Retail Trade Committee,to cover parking meters through the business community for the forthcoming Crazy Days promotion on May 12 and 13,1967;and for permission to barricade the area between Ash and Alder Streets on Third Avenue for the sidewalk sale promotion on Friday,July 28,1967. Motion by Forrest Hardin,second by Otto Skaug,to grant the requests. Passed unanimously.It was requested that the fire lane be kept open for protection. MONTLAKE AND CASCADE PARK RESTROOMS -REQUEST TO CALL BIDS A letter from W.R.Skeels,Park and Recreation Director,was read requesting permission to call for bids on comfort stations for Cascade Park and Montlake Park.Mr.Skeels presented sketches of the comfort stations which have been on loan from the State Parks Department. Minor changes in use of meterials might be made.Mr.Skeels expressed the hope that bids could be called for during the first week in May.The comfort stations would include showers in Cascade Park.Montlake Park comfort stations would be the standard type.Councilman Ebbert suggested it might be a good idea to provide heat in the winter as they would be used by hunters . Motion by Monte Holm,second by Gordon Ebbert,to call for bids for comfort stations to be constructed in Cascade Park and MQntlake Park. Passed unanimously./ CENSUS REPORT Mr.Waggener explained that the returns are not complete on the census as there are many call backs to be made before there will be a final tabulation.'
