1967 05 231181 COUNCIL MEETING REGULAR SESSION - 8 o'clock PM -City Hall May 23,1967 The City Council met in regular session with the meeting called to order by Mayor Stadshaug.Councilmen present were:Gordon Ebbert,Monte Holm, Otto Skaug, Jack Eng,John Jones and Mayor Stadshaug.Councilmen Hardin was absent. Minutes of the previous meeting were approved as written. Regular bills were approved by a motion by Jack Eng,second by Otto Skaug. Passed unanimously. Second by Jack Eng.Passed unanimously. .s Warrants No.12706 through 12750 in the amount of $18,834.82 were approved for payment.r RESOLUTION No.431 -RECOGNIZING TRI-ANNIVERSARY OF SEABEES Resolution No.431,recognizing the unusual and distinctive tri- anniversary (Seabees 25th anniversary on March 5,1967;United States Civil Engineer Corps celebrated its 100th birthday on March 2, 1967;and Naval Facilities Engineering Command which celebrates its 125th anniversary on August 31,19670)of the three elements of the Armed Forces during their 1967 anniversary was read.Motion by Mayor Stadshaug,second by Gordon Ebbert to adopt Resolution No.431 . Passed unanimously. May 23,1967 1182 RESOLUTION No.432 -TRANSFER OF FUNDS -FIRE DEPARTMENT ;o/0 Resolution No.432 transferring $5 00.00 from 10.3.2 Unappropriated Contingency to 14.3 .4 Communication was read.This transfer is necessary because an extension of the Fire Department's radio re ceiving and transmitting station must be installed within the Police Department which will cost $176.00 and an expenditure of $324.00 is necessary to install an automatic telephone tape recorder for receiving emergency messages in order to upgrade the recording of emergency messages due to the addition of the ambulance service.These expenditures were not anticipated at the time of the preparation of the budget. Motion by Mayor Stadshaug,second by Gordon Ebbert to adopt Resolution No.432.Passed unanimously. MOSES LAKE PILOTS ASSOCIATION -AGREEMENT )0& This Agreement is between the City of Moses Lake and the Moses Lake Pilots Association,providing for rental of ground to the Pilots Association for installation of aviation gasoline pumps and ground storage tanks on a portion of land.The term of the agreement runs from May 23,1967 to December 31, 1972,the City Reserving the right to cancel upon ninety days written notice of intent. The City Manager explained that the gas tax will be paid in advance as it is placed in the tanks .Also that the Pilots are asking for enough land to put in pumps and underground storage tanks .Should they ask for a larger tract of land they would pay rental on a larger area . Motion by Gordon Ebbert to authorize the City Manager to execute the Agreement. Second by Monte Holm.Passed unanimously. ONE-HALF CENT ARTERIAL FUND -INFORMATION A letter from the State Aid Engineer was read by the Council stating that it is no longer necessary to match the i£gas tax on arterial streets with 25% of funds from some other source.The funds are restricted in use by the provisions of the Legislative Act to construct,improve and repair arterial streets .It is requested that the final cost of each Arterial Street Project be transmitted to the District State Aid Engineer for use in completing the records for the use of the 2<r cf gas tax allocated to construction on arterial streets.It is still necessary to prepare a prospectus statement for the proposed arterial street project and obtain approval from the District Office of the Department of Highways .It can also be used for acquisition of right-of-ways . ENGINEERING TECHNICIAN CERTIFICATION A letter from Pat Nevins,Public Works Director,was read stating that Wayne George has recently been certified as an Engineering Technician in the Institute for the Certification of Engineering Technicians .This organization is sponsored by the National Society of Professional Engineers and a minimum of seven years of engineering experience working under a professional engineer is required for qualification.By attaining this accomplishment,Mr.George has up graded his status,plus that of the City Engineering Division. Mayor Stadshaug presented the certificate to Mr.George and commented that this agains points up the proficiency of the employees of the City of Moses Lake.He mentioned that members of the engineering staff made a point of advising him that Mr. George had assisted on the Wheeler Road project and had done a good job on behalf of the Engineering Department. 1183 May 23,1967 PLANNING COMMISSION -RESIGNATION A letter from David H.Kehl was read submitting his resignation from the Planning Commission on which he has served for the past eight years.Mr.Kehl is moving outside the City limits.Mayor Stadshaug said that his move outside the City leaves no alternative but to accept the resignation. Mayor Stadshaug expressed appreciation for the eight years Mr.Kehl has served on the Planning Commission as a valued member of that body.Mr.Kehl served on the Planning Commission during the complete re-draft of the zoning ordinance.The Mayor asked that a letter be sent to Mr.Kehl. DEMOLITION OF DANGEROUS BUILDINGS 0^ A letter from John Taylor,Chief Building Inspector,was read listing the addresses of hazardous buildings in the community and the names of the owners of the buildings . All have been notified of an impending complaint and of the hearing set with the building official on the evening of May 26 between 7 and 9 PM in the Council Chambers of City Hall ex cept Mrs .Scudder and Oscar Dike who failed to receive their letters . The meeting on the 26th is to determine who will cooperate with the Building Department in correcting or eliminating their building deficiencies and who will require legal action to accomplish the required corrections . Mr.Taylor said that two letters were received back indicating that we will be getting cooperation in any direction that is necessary to comply with the City Ordinance.Some buildings could be possibly renovated into dwelling units .It was suggested that if they are moved or demolished the owners should contact the County Assessor so that taxes on the property can be reduced. ASSOCIATION OF WASHINGTON CITIES -ANNUAL CONFERENCE Mayor Stadshaug reminded the Council that the annual conference of the Association of Washington Cities will be conducted at the Seattle Center on June 21 through 23rd.Three rooms have been reserved for council members wishing to attend. Deeds on the water and sewer system at the former Larson Air Force Base were discussed.Mr.Waggener has been assured that the deeds will arrive this week. / o?lp Mayor Stadshaug welcomed Mr.and Mrs.Richard Teats to the meeting.
