1967 06 131184 COUNCIL MEETING REGULAR SESSION - 8 o'clock PM -City Hall June 13,1967 The City Council met in regular session with the meeting called to order by Mayor Stadshaug.Councilmen present were:Gordon Ebbert, Monte Holm, Otto Skaug, Jack Eng, Mayor Stadshaug,Forrest Hardin.Councilman John Jones was absent. Minutes of the previous meeting were approved as written. Regular bills were approved by a motion by Jack Eng,second by Otto Skaug. Passed unanimously. Warrants No.12 752 through 12 861 in the amount of $67,613.99 were approved for payment. CHARGES FOR CAMPING -CASCADE PARK A letter was read from William R.Skeels,Park and Recreation Director, recommending that the city charge $2 .00 per night for the use of all overnight camping units at Cascade Park,to be collected from tenters, pickup campers and trailers,this charge being compatible with charges in other camp grounds,both private and public. Grand opening of the area is scheduled for the July 4th weekend,with 12 trailer sites,12 pickup camper units and several locations for tents. Electricity will be lacking this summer as it is impossible for the PUD to get the necessary transformer to install the underground lines.Mr. Skeels also said that within the next two years individual coin metered electrical outlets for trailers and pickup campers will be installed.There will also be a sewage dump station for trailers.An ;employee will be assigned to Cascade Park to collect the fees each morning and from all overnighters and to maintain the area. Mr.Ebbert felt that we should not shoot for the maximum price until we can furnish all facilities .It was the opinion of Mr.Holm that we should charge more than the private operator. Motion by Monte Holm,second by Gordon Ebbert,to accept the charges. There was discussion on the amount of space available to campers .It is anticipated that it will expand but there is a wait and see what happens thought at the present time.Passed unimously. Mayor Stadshaug commented on the tremendous amount of work that has been done in Cascade Park by the City people and the Job Corps . V June 13,1967 1186 ASSOCIATION OF WASHINGTON CITIES -ELECTION OF VOTING DELEGATES Mr.Waggener explained that each city in the State is entitled to two voting delegates and that this can be anyone attending the convention at the option of the council.Mayor Stadshaug and Councilman Ebbert are attending from the Council.Mr.Waggener,Mr.Skeels and Mr.Richey are attending from the City. Motion by Forrest Hardin,second by Jack Eng that Mayor Stadshaug and Gordon Ebbert be appointed the voting delegates .Passed unanimously. LARSON AIR FORCE BASE UTILITIES - STATUS REPORT Mr. Waggener stated that the deeds sent to the City by the Department of Health,Education and Welfare contained a recapture clause that was not acceptable to the City but he has been assured by Mr.Sommers of the Department of Health,Education and Welfare that this clause will be omitted by the Department and that new deeds are being prepared and will be sent by July 1. RANCH AND HOME -REQUEST FOR ZONING CHANGE //9a Mr.W.S.Dress of the firm of Ranch and Home appeared before the Council requesting permission to store merchandise on the lot adjoining the Ranch and Home Store.He stated that this lot is at the present time a mass of weeds and he felt the sight of merchandise would be more acceptable. Mayor Stadshaug asked if he had appeared before the Planning Commission. The City Manager stated that this action would normally come before the Planning Commission first and then before the Council.The next Planning Commission meeting will be on the 22nd.Mr.Dress was asked to get the petition forms back in order that it may be placed on the Planning Commission agenda.
