1967 06 271187 M COUNCIL MEETING REGULAR SESSION - 8 o'clock PM -City Hall June 27,1967 The City Council met in regular session with the meeting called to order by Mayor Stadshaug.Councilmen present were:Gordon Ebbert,Monte Holm,Otto Skaug,Jack Eng,Mayor Stadshaug,Forrest Hardin and John Jones. Minutes of the previous meeting were approved as written. Regular bills were approved by a motion by Forrest Hardin,second by Jack Eng.Passed unanimously. Warrants No.12862 through 12942 in the amount of $10,850.06 were : approved. MOSES LAKE TV -REQUESTED TRANSFER OF FRANCHISE A letter was read from Mr.Clifton W.Collins requesting formal approval of the assignment of the community antenna television franchise for Moses Lake TV,Inc.,to National Trans-Video Inc.,of Dallas,Texas.He stated that this corporation is acquiring the CATV systems in Moses Lake,Ephrata and Othello and it is necessary that an ordinance be passed consenting to the transfer of the franchise.Mr.Collins pointed out the urgency of the passage of the Ordinance as the transaction is scheduled for June 30.It is required that evidence be furnished that the transaction has taken place by this date.Mr.Collins intro duced Mr.G.R.Gamble,Secretary-Treasurer of National Trans-Video,Inc., who stated that the acquisition of this system will give the Company 63,000 subscribers and will be in operation in 14 states.He stated that the present assets of the company are in excess of seven million dollars.It is antici pated that they will pass the 75,000 mark this year in subscribers and will be about the fourth largest in the United States. June 27,1967 1188 Councilmen questioned Mr.Gamble regarding the number of subscribers in the Moses Lake area and whether or not it was planned to raise the rates.He said there were approximately 2,000 subscribers in this area and they do not plan to raise the rates . The Ordinance approving transfer of community antenna television franchise was read. Motion by Forrest Hardin to declare an emergency and pass the Ordinance at this meeting.Second by John Jones.Passed unanimously. CLAIM OF DAMAGES -ANN KING Mayor Stadshaug asked that the minutes show that the claim of Ann King has been submitted. Mr.Skaug asked if anything has been done to relieve the status of the condition. Mr.Waggener said that you can have accidents on anything.That there were no accidents on this slide where it has been used properly.That he sees nothing wrong with it. LARSON WATER SYSTEM -REQUEST TO CALL BIDS FOR METERS /}(*(, A letter was read from Pat Nevins,Public Works Director,stating that the City will very shortly take over the water and sewer utility at Larson Air Force Base.Water meters will be required for each building in accordance with the present City policy and requesting authorization to publish the call for bids on June 30,1967 and July 7,1967.The opening of bids would be at 2:15 PM,PDST on July 10,1967. The Council would accept or reject the bids on July 11,1967 . Mr.Nevins stated that the meters would be installed and paid for on installation. The College has tenatively been offered an option to pay back over a ten year period for their meters .This would have to be a part of the bond issue for repayment. Motion by Monte Holm that the request be granted.Second by Mr.Eng.Passed unanimously. BUDGET CALENDAR /o/c Mr.Waggener stated that this calendar was included for information of the Council. CITY RECREATIONAL PARTICIPATION WITH TOB CORPS PROGRAMS Mr.William Skeels,Park and Recreation Director,reported on the activities scheduled for recreation of the Boy and Girl Job Corps people who are brought into the City with no place to go and no money.One of the first things done in accordance with the National Program set out by OEO was to try to teach every boy and girl in the Job Corps Program how to keep themselves alive in the water.Aprogram of two weeks intensive training has been undertaken to teach them to swim. Mr.Skeels said that he and Chief Bjork met with the Job Corps people and have scheduled activities at the Base and at Central School for dancing,roller skating, ping pong, pool, juke box,TV room and a place where they can come on a night out.The first of these meetings was last Friday and there will be another next Saturday.He said about 120 participate in these programs . 1189 June 27,1967 The swim lessons are four sessions for 50.boys.Next Saturday there will be 240 in two periods.He said that the City would realize $500.00 return for two weeks of swimming lessons for the boys .This is figured on a .25 per day for each boy.The normal fees for pool rental are $7.50 an hour or pool attendance,whichever is greater.From 9 -10 on week nights there will be swim parties for the boys.Once or twice a month on Friday or Saturday from 9-11 will be swimming for boys and girls together.Concern was felt that there were no positive steps taken to alleviate some of the town problems.The Job Corps people will help us in town to keep from being flooded with a lot of kids. Mr.Skeel felt that the fee structure needs to be re-evaluated to require a regular flat rate for use of the pool and life guards,with payment to be made at City Hall. Mayor Stadshaug commended Mr.Skeels for the steps he has taken to provide programs and activities for these groups and assistance in problems brought about by the presence of kids in town. DEEDS FOR WATER AND SEWER SYSTEM AT LARSON AIR FORCE BASE Mayor Stadshaug stated that he had been assured that the deeds,would be received in the mail on Wednesday.On the basis of this information the meeting was recessed until 7:30 PM Thursday evening,June 29.
