1967 06 291190 COUNCIL MEETING RECESSED REGULAR SESSION -City Hall June 29,1967 The City Council met in special session with the meeting called to order by Mayor Stadshaug.Councilmen present were:Gordon Ebbert,Monte Holm,Otto Skaug,Jack Eng,Mayor Stadshaug and John Jones.Forrest Hardin was absent. RESOLUTION No.433 -AUTHORIZING ACQUISITION OF WATER AND SEWER SYSTEM Resolution No.433 authorizing the acquisition of water and sewer utilities at former Larson Air Force Base,Washington,was read authorizing the City Manager to execute the escrow agreement between the USA and the City of Moses Lake concerning the sale and purchase of the water system located at former Larson Air Force Base,to accept from the USA a quit claim deed for the water system,to execute a promissory note in the amount of $210,000 on the part of the City for payment to USA,to execute a quit claim deed from the City to the USA conveying the water system at Larson Air Force Base to be placed in escrow in the event the City fails to pay the sum of $210,000, to accept a quit claim deed from the USA to the City conveying the Larson Air Force Base sewer system on a 100%grant basis,and to pay appraisal and survey costs as well as to institute proceedings for the issuance of water and sewer revenue bonds for the purpose of funding the purchase of the water system and making capital expenditures required or deemed necessary for the improvement or extension of the water and sewer systems at Larson Air Force Base. Motion by Gordon Ebbert to accept the Resolution No.433 .Second by Monte Holm. SPECIAL BILLS WATER AND SEWER John D.Swift and Company $960.00 Survey of sewer system at former LAFB John D.Swift and Company 528.00 Survey of water system at former LAFB Department of Health,Education and Welfare 1,650.00 Surplus Properties Utilization 5 0 Fulton Street San Francisco,California» Appraisal of sewer system at former LAFB Department of Health,Education and Welfare 1,650.00 Surplus Properties Utilization 5 0 Fulton Street San Francisco,California Appraisal of water system at former LAFB Motion by Mayor Stadshaug that the special bills from the Water and Sewer Fund be paid.Second by Eng.Passed unanimously. 1191 June 29,1967 ORDINANCE No.565 -ESTABLISHING RATE STRUCTURES FOR WATER AND SEWER SYSTEMS AT LARSON AIR FORCE BASE / Ordinance No.565 was read by title only.This ordinance relates to the water and sewer system acquired by the City at former Larson Air Force Base,regulating the use of water therefrom,providing for sale of the same, fixing the price thereof,providing a method of collecting charges therefor,and fixing the method of collecting for the use of facilities and furnishing of services by the sewer system and sewerage disposal plant,and providing penalties for the violation thereof. The City Manager commented that we expect to be in business by July 1, and that the water and sewer department will be able to install meters now . Motion by John Jones to adopt Ordinance No.565.Second by Otto Skaug. Passed unanimously. /ORDINANCE No.566 -PROVIDING CONNECTION CHARGES AND REGULATIONS FOR USE OF WATER AND SEWER SYSTEMS AT LARSON AIR FORCE BASE Ordinance No.566 was read by title only.This Ordinance relates to the water and sewer system acquired by the City at former Larson Air Force Base providing for connections charges thereto,regulations for the use thereof, and providing penalties for violation. The City Manager commented that the connection fee schedule as established is a break even rate structure as we see it.That we will deviate slightly from this schedule.We will be going into larger lines in most instances and our costs will probably be the same as this .We would propose to operate on almost a cost plus basis .The intent of this charge is to break even and not be out any out of pocket expenses .These charges are the same as for the City of Moses Lake.All of the work will be done by our own crews . Motion by Mayor Stadshaug to adopt the Ordinance.Second by Monte Holm. Passed unanimously. ORDINANCE No.567 AMENDING THE BUDGET FOR WATER AND SEWER AT LARSON AIF FORCE BASE Ordinance No.567 was read by title only.This Ordinance provides for adopting a budget for capital outlay and maintenance and operation for sewer and water utilities located at the former Larson Air Force Base,Washington;increasing revenue items within the 1967 water-sewer fund;providing for expenditures therefrom and declaring an emergency. Moved by Gordon Ebbert to adopt the Ordinance No.567 .Second by John Jones . Passed unanimously. REQUEST TO REMOVE AND REPAIR PUMP No.28 AT LARSON AIR FORCE BASE A letter from Pat Nevins,Public Works Director,was read stating that Well No.28 located at former Larson Air Force Base has been shut down for the past several months because of need of repair of the pump.Quotations have been received from Columbia Basin Machine and Shinn Irrigation for the repair of the well.Mr.Nevins requested authorization,because of the emergency nature of the situation,to enter into a contract with the low bidder.The cost of the repair will be slightly under $5 ,000 . 00 . The City Manager stated that the pump at Well No. 22 is also in need of repair and that both pumps cannot be out of operation so it is imperative that the pump at Well No.2 8 be repaired immediately. Motion by Otto Skaug to authorize Mr.Nevins to enter into a contract with the low bidder for repair of the pump at Well No.28.Second by Gordon Ebbert. Passed unanimously. June 29,1967 1192 REQUEST TO PURCHASE PICKUP FOR WATER AND SEWER SYSTEM Aletter from Pat Nevins,Public Works Director,was read requesting j^ authorization to obtain quotations for one pickup truck and enter into an agreement with the lowest responsible bidder.This additional truck is needed because the men of the water and sewer division of the Public Works Department will start installing water meters at former Larson Air Force Base.Additional personnel will be hired for this new responsibility and their assignment will be primarily concerned with maintenance and operation of the water and sewer system at the Base. Mr.Nevins plans to obtain bids from all four local dealers in the form of quotations and treat them as formal bids . Moved by Monte Holm that the request be granted as long as quotations are received from all dealers.Second by Otto Skaug.Passed unanimously. Meeting adjourned. ATTEST:
