COUNCIL MEETING
REGULAR SESSION - 8 o'clock PM -City Hall July 11,1967
The City Council met in regular session with the meeting called to order by
Mayor Stadshaug.Councilmen present were:Gordon Ebbert,Monte Holm,
Otto Skaug,Jack Eng,Mayor Stadshaug,Forrest Hardin and John Jones .
Minutes of the regular session of June 27 and the recessed regular session
of June 29 were approved as written.
Regular bills were approved by a motion by Forrest Hardin,second by
John Jones .Passed unanimously.

A letter from William Skeels,Park and Recreation Director,itemizing
the amount of work satisfactorily completed by Lawrence Vance on the

This computation showed that $18,400.00 has been paid to Mr.Vance.
The total bid was in the amount of $22 ,136.00.
Motion by Monte Holm to pay the special bills for the comfort stations .
Second by Forrest Hardin.Passed unanimously.

REMARKS BY AUDITOR FOR STATE OF WASHINGTON
Mayor Stadshaug asked that inasmuch as the remarks had been delivered with
the agenda earlier and that all councilmen had had an opportunity to read them,
the minutes show that the remarks were submitted to the council.
ORDINANCE No.568 AMENDING ORDINANCE No.198 BY ADJUSTING LICENSE FEES
Ordinance No.568 amending Ordinance No.198 by adjusting license fees of
amusement devices or games of skill was read for the first time,by title only.
Mayor Stadshaug commented that this ordinance had been considered at a recent
study session.
Motion by Otto Skaug,second by Jack Eng,that the first reading of the Ordinance
adjusting license fees on amusement devices or games of skill be recorded.Passed
unanimously.
ORDINANCE No.569 AMENDING ORDINANCE No.206 BY ADJUSTING LICENSE FEES
Ordinance No.569 adjusting license fees on amusement devices or musical devices
was read by title only.This Ordinance,too,had been considered at a recent
study session.
Motion by Mayor Stadshaug,second by Monte Holm,to accept the first reading
of Ordinance No.569.Passed unanimously.
ELECTION CALENDAR .
A detailed city election calendar for 1967,prepared by A.Ludlow Kramer,Secretary
of State,was noted.

A letter from Charles Davenport,City Clerk,was read stating that in compliance
with the provisions of Chapter 109,Laws of 1961 (RCW 29.21.017)positions
for nomination of councilmen to be voted upon at the city primary election to be
held on September 19,1967 are designated as follows:

Motion by Mayor Stadshaug to concur with the recommendation of the City Clerk.

REQUEST TO AWARD BIDS -WATER METERS
A letter was read from Pat Nevins,Public Works Director,stating that no bids were
received from any of the water meter companies and the city can now legally
negotiate with interested suppliers .
Two quotations have been received which meet the specifications -these were from
Badger Meter Company and Hersey-Sparling Meter Company.Mr.Nevins stated
that a large majority of the smaller meters installed inside the city limits are

manufactured by Badger Meter Company and that maintenance has been almost nil
on these meters.All the compound meters at the base are Hersey-Sparling,and
are recommended by almost everyone in the industry.They also have a preventive
maintenance plan which the other companies do not have at this time.The larger
compound meters are a specialized piece of equipment which our people are
unable to repair and the maintenance plan will fill this void.
Mayor Stadshaug asked about maintenance of the Badger Meter Company's meters.
Mr.Nevins felt that this would not be a problem.They can use their specialized
equipment and test the meters right at the pit.Installation of meters is urgent.
Motion by Forrest Hardin that the request to negotiate for purchase of water
meters with Badger Meter Company and Hersey-Sparling Meter Company be
granted.Second by Monte Holm.Passed unanimously.
MOSES LAKE SKY DIVER"S CLUB
Mr.M.L.Bertram,Secretary of the Moses Lake Sky Diver's Club was present
to discuss the possibility of scheduling a show for August 5 and 6.Mr.John
Calbom,City Attorney,advised Mr.Bertram that he had discussed the matter of
insurance with the City's insurance carrier,Mr.Ray Norman of Rogers and Norman
Insurance Company in Seattle,and he felt that the matter was pretty well resolved.
Mr.Waggener had indicated that proof of insurance would be required and a hold
haimlessaqreement would need to be signed by the Sky Diver's Club.This agreement
has been prepared and is ready for signatures.Mr.Norman suggest that we have
a comprehensive liability certificate from the Sky Divers to show that they have
insurance which would protect the prople using the ground or observers of the
sky diving activities.This would also include damage to property.It was
recommended by John Calbom that the Sky Diver's furnish insurance in the amount
of $25 0,000 for one injury or $5 00,000 for more than one perspn injured or death,
and property damage insurance in the amount of $25,000.Mr.Bertram felt that
the Club could live with this kind of coverage and could provide it.Mr.Calbom
said that certain risks are presented to the insurance company and they would like
a policy on that exposure.
Motion by Forrest Hardin that the request be granted with the provision that they
furnish $25,000 liability and property damage,$25 0,000 for one injury or $5 00,000
for more than one person injured or death.Second by Otto Skaug.Passed unanimously.
