1967 08 08COUNCIL MEETING REGULAR SESSION - 8 o'clock PM -City Hall August 8,1967 1200 The City Council met in regular session with the meeting called to order by Mayor pro-tem Otto Skaug.Councilmen present were:Gordon Ebbert,Monte Holm,Jack Eng,Otto Skaug,E.Lindell and John Jones.Mayor Stadshaug was absent. Minutes of the regular session of July 25 were approved as written. Regular bills were approved by a motion by Jack Eng,second by John Jones . Passed unanimously. BILLS TOTAL AMOUNT PAID GENERAL FUND EQUIPMENT RENTAL LIBRARY PARK STREET WATER AND SEWER SANITATION $25,496.99 There were no special bills . Warrants No.13,070 through 13,133 in the amount of $25,496.99 were approved for payment. PROFESSIONAL CENTER -REQUEST FOR SPECIAL PERMIT A letter written by Selden Jones,Chairman of the Planning Commission, was read stating that a public hearing was held for consideration of a request from the Professional Center,Inc.,to construct an additional professional office building at 1038 West Ivy Street.Mr.Jones stated that there were no objections to the request for a special permit and that the Planning Commission recommends to the City Council that the special permit be granted. Moved by Monte Holm that the special permit be granted.Second by John Jones .Ernest Lindell asked to be excused from voting since he is involved in the Professional Center.Passed by the majority. REQUEST TO CALL FOR BIDS -COMMUNICATIONS EQUIPMENT -PUBLIC WORKS $2 136 88 460 .17 536 35 2 739 .79 3 ,160 .39 15 956 .32 507 .09 A letter from Pat Nevins,Public Works Director,was read stating that after a full months experience of operating the new utilities at Larson Air Force Base it has become increasingly important to establish radio communication between the base station in Moses Lake and the maintenance crew on the base.The citizens band radio system in operation at the present time was established a number of years ago and some days it is impossible to reach all areas within the city limits due to interference,and the problem is compounded for base communication.There are very few days during which good communication is established. For these reasons permission is requested to call for bids on FM radio equipment which would include the base station and antenna at the main tenance shop,remote unit at the engineering office,mobile units for the Public Works Superintendent and Water Foreman.It is felt the mobile unit for the Sewer Division can be delayed until next year.The bids would 1201 August 8,1967 be published on August 11 and 14th,and opened at 2:15PM on Wednesday,August 16.1967.The City Council would then accept or reject them on August 22 at 8 PM.It is anticipated that the cost would be reduced because transistorized units are not requested. Councilman Ebbert expressed the opinion that it might be better to obtain equipment for the Sewer Department at the same time in order to get a better price as it would only cost approximately $5 00.00 more for this equipment.Mr.Nevins said that as the housing units fill up and there is more activity at the lift station and treatment plant,equipment for the Sewer Department would become more of a necessity but as it is now this depart ment has a man out there twice a day. The City Manager said that an effort is being made to make no expenditures for Larson utilities operation that are not absolutely necessary during this first year of operation. Motion by Monte Holm to call for bids for FM radio equipment for the Public Works Department.Second by Jack Eng.Passed unanimously. APPOINTMENT TO PARK AND RECREATION COMMISSION A letter from Mayor Stadshaug was read requesting confirmation of the appointment of Mrs.Mary Swenson to serve onthe Park and Recreation Commission for the City of Moses Lake -term to expire June 1,1971. Councilman Jones said he knew of no one that would do a better job than Mrs .Swenson and moved that the request of the Mayor to confirm her appointment to the Park and Recreation Commission be granted.Second by Jack Eng.Passed unanimously. Mayor pro-tem Otto Skaug said that Mrs.Swenson"s interest in the community is outstanding and he is sure that she can fulfill it to the highest degree. AIRPORT INSURANCE RE:SKYDIVER'S MEET A letter was read from the City Manager stating that the Moses Lake Sky Diver's Club last week announced cancellation of their scheduled meet because they felt costs were prohibitive for them to provide adequate insurance coverages to protect the City of Moses Lake as a named insured on their insurance policy.Mr.Waggener referred to the exclusions noted in the first paragraph,page 2 of a letter from Mr.Ray Norman,representing Rogers and Norman Insurance carriers for the City of Moses Lake.Mr. Norman stated that public liability insurance should be submitted to the City of Moses Lake with limits that are at least as high as the limits carried by the City. Mr.Waggener further stated that the Sky Divers,individually,had insurance policies and it was their assumption that this would protect the City.] The City could not subject itself to this type of meet without adequate coverage. Councilman Jones expressed the opinion that perhaps in future years we could do something to encourage these people to have their meets here and the way to go about it would be to have some service club endorse and promote the meet and pay for the insurance and other costs .It was suggested that we contact the Manager of the Chamber of Commerce and see if we can promote this idea so that in the future we do not have to say "No"but help them to come in and do a good job.Mayor pro-tem Skaug felt that the matter could best be pursued with the Chamber of Commerce and that it might be that such information can be released to August 8,1967 1202 let him know of our thinking at this meeting.The insurance underwriter makes it plain that we cannot do this under the present set up. Mr.Calbom said that if a claim should arise out of this type of activity it would undoubtedly result in increased insurance premiums to the City. The group sponsoring the event could provide insurance coverage.Gordon Ebbert recommended that a copy of the letter from Ray Norman be sent to the local representative of the Club so that he can see our position in relation to the insurance.Mr.Waggener said that he would send a letter to the Chamber of Commerce and to Mr.Bertram.
