COUNCIL MEETING
REGULAR SESSION -8 o'clock PM -City Hall October 2,1967
The City Council met in regular session with the meeting called to order by
Mayor Stadshaug.Councilmen present were: Gordon Ebbert#Monte Holm,
Jack Eng,Otto Skaug,Ernest Lindell,Harold Stadshaug and John Jones.
Minutes of the meeting of September 26th were approved as written.
Motion by Otto Skaug that warrants be drawn and the regular bills be paid.
Second by Jack Eng.Passed unanimously.

Motion by John Jones,second by Otto Skaug to pay the special bills.
Passed unanimously.
Warrants No.13350 to 13386 in the amount of $7,489.11 approved for payment
PUBLIC HEARING ON 1968 BUDGET
101°Mayor Stadshaug opened the public hearing on the 1968 budget.Mr.
Waggener made the presentation of the budget,noting items which were
corrected.He commented that Moses Lake is one of the.few cities in the
State spending less than 50%of the budget for salaries,but that we are
climbing close to the 50%figure now.One of the reasons is the proposed addition
of personnel -one person in the water and sewer department,one in equipment
rental division,two in the Fire Department and one in the Police Department.
Across the board salaries increases has not been recommended but salary
adjustments are provided for all employees as the result of detailed salary
study with other communities and with this community.Also,for the first
time,provision is made for overtime pay for non supervisory people in
Public Works and the Park Department.Holiday pay is figured on the
basis of time and one-half.The provision for holiday pay applies to
the Police and Fire Departments whose personnel are required to be on a
regular shift on holidays.It is proposed that holiday workers be paid straight
time and not time and one-half.
There were no comments from visitors to the meeting regarding the budget.
The Councilmen were asked for comments .Mr.Skaug wanted to know if the-
rifle range could be used as a pistol range and whether or not hunters could
use the range.The City Manager felt that there would be no problem and could
probably be arranged through an organization or through the Police Department.

The insurance might be a problem,however.
Motion by Jack Eng,second by Monte Holm to close the Public Hearing
Passed unanimously.
ORDINANCE No.572 ADOPTING 1968 BUDGET
Ordinance No.572 was read by its title only "An Ordinance adopting
the budget for the City of Moses Lake,Washington,for the year of 1968
and levying taxes,for municipal purposes,according to the assessed
valuation as determined in the year 1967 ."
Motion by Monte Holm to adopt the 1968 budget.Second by John Jones.
Passed unanimously.
RESOLUTION No.438 ACCEPTING $5 00.00 CASH GIFT FROM ROTARY CLUB
/o -Resolution No.438 was read in its entirety.This Resolution accepts
a cash gift from the Moses Lake Rotary Club to be used in the landscaping
of the area around the Alder Street boat dock and appropriates the cash gift
of $5 00.00 for that purpose.
Motion by Mayor Stadshaug that the Resolution be adopted.Second by
Jack Eng.Passed unanimously.
RESOLUTION No. 439 ACCEPTING CONVEYANCE OF REAL ESTATE FROM YOUTH .j'(C
BASEBALL,Inc.
A letter was read from Glen Stiltner,President of Youth Baseball,Inc.,
in which he stated that it was voted unanimously to donate the land
between West Broadway and Peninsula Park to the City of Moses Lake for
use as a park and recreation area.He pledged that Youth Baseball,Inc.,
will work with the Park and Recreation Department in its development.
Mr.William Skeels,Park and Recreation Director,presented a sketch
of the 8.9 acre site and gave thoughts on the future development of the
area .He sait that the site could be used for four different types of ball
and that it is hoped that it can be lighted.The rest of the area could be
used as a play field.
An access to the area was discussed and it was felt that Russell Street
might be extended to West Broadway.
Mrs.Richard Kelly,Secretary of Youth Baseball,Inc.,presented the
deed from The Sheridan County Young Men's Christian Association,a non
profit Wyoming Corporation,to Youth Baseball,Inc.,and asked that the
covenant contained in this deed be incorporated into the deed from Moses
Lake Youth Baseball,Inc.,to the City of Moses Lake.This has been done
by reference to the covenant,which is that the land is to be used for
educational,recreational and playground purposes available to the public
for such uses,but if said premises are not used for such purposes for a
period of two years,then the premises shall thereupon revert unto the Grantor

of real estate to the City of Moses Lake from Youth Baseball,Inc.,Second
by Ernest Lindell.Passed unanimously.
ASSOCIATION OF WASHINGTON CITIES LEGISLATIVE MEETING -OCTOBER 10
Councilmen were reminded of the District Meeting to be held in Soap Lake
on October 10 starting with dinner at 6 o'clock PM at Don's Restaurant with
the meeting to begin at 7 o'clock at the City Hall.

John Jones asked the status of Ordinance No.571 which was to be read for
the second time at this meeting.Mr.Waggener explained that Mr.Calbom,
City Attorney,was on vacation and could not be reached for discussion on
this item and it was decided to discuss it at the meeting on October 24.
