COUNCIL MEETING
REGULAR SESSION - 8 o"clock PM -City Hall October 24,1967
The City Council met in regular session with the meeting called to order by
Mayor Stadshaug.Councilmen present were:Gordon Ebbert,Monte Holm,
Jack Eng,Otto Skaug,Ernest Lindell,Harold Stadshaug and John Jones.
Minutes of the meeting of October 2 ,1967 were approved as written.

CORRESPONDENCE FROM WAITS MOTEL /O^*/
A letter was read from the City Manager stating that the Planning
Commission is currently reviewing the zoning ordinance and suggesting
that this item be referred to Lhem for their consideration and study and
recommendation.
Mr.Dennis Hopkins'letter to the City Council was read in which he
discussed the noise that was prevalent during the tenancy of A-Z
Rentals in the building next to the motel.He asked that consideration
be given to an existing business before issuing a business license
to an extremely noisy operation.
Mr.Ebbert asked if this were the only noise complaint we have had.
Mr.Waggener said that this came as a result of the operation of the
lawn mower rental and repair shop which has now closed and moved.
Mr.Hopkins'concern was for the next occupant of the building.

Motion by Stadshaug that the item be referred to the Planning
Commission for their consideration and recommendation,and that
this be considered as a separate amendment to the ordinance.Second
by Jones .Passed unanimously.
Mr.Waggener will advise Mr.Hopkins of the decision of the council.
PROPOSAL -PURCHASE OF WATER AND SEWER REVENUE BONDS
p.0 Aletter was read from Mr.Willard B.Vadman of Wm.P.Harper
and Son and Company enclosing a check in the amount of $6,3 00
to be held pending delivery of 'Water and Sewer Revenue Bonds
of the City of Moses Lake of a total par value of $315,000,bearing
date of November 1,1967,or such other date as mutually agreed,
to be issued in negotiable coupon form in denominations of $5 ,000
with principal and semi-annual interest payable at the office of the
City Treasurer in Moses Lake,Washington,with bonds maturing • '
November 1 each year as follows:
1986 $85,000 1988 $95,000
1987 90,000 1989 45,000
and bearing interest at the rate of 5s%and agreeing to pay $97.50
and accrued interest for each $100 par value of such bonds.
The bid is subject to several conditions listed in the letter.
Mayor Stadshaug asked the Councilmen if they were willing to accept
the bid of Mr.Vadman's Company with the effective rate of 5 .373 .
Mr.Jones felt that it might be higher if we wait as it is still anyone's
guess as to where the market is going.
Motion by Mayor Stadshaug that the bid presented by Willard B.
Vadman of Wm.P.Harper and Son and Company be accepted.Second
by Monte Holm.Passed unanimously.

AGREEMENT FOR WATER AND SEWER METERS -MENS TOB CORPS
A letter was read from the City Manager requesting authorization
from the City Council for the City Clerk and himself to execute a
contract with the Bureau of Reclamation providing for payment by
the United States government for water meters installed at the Columbia
Basin Job Corps Center and for furnishing of water and sewer service.
The Center has made application for meter installations in accordance
with this proposed contract and the meters have been installed.The
contract further provides that the Center will pay the City of Moses
Lake for installation of the meters over a 12 month period commencing July 1,1967
Motion by Jack Eng to grant the request of the City Manager and to
authorize him and the City Clerk to execute the contract for water and
sewer service to the Columbia Basin Job Corps Center.Passed unanimously.

ORDINANCE -ZONE CHANGE - R3 to PI -FIRST READING
A letter from David M.Richey,City Planner,was read stating that
the zone change request to rezone the property located adjacent to
the Peninsula School which was recently presented to the City of
Moses Lake by the Moses Lake Youth Baseball,Inc.,from R3 (Multi
ple family)to P-l (public zone)is referred to the City Council with the
recommendation for its final approval on the basis that this is in keeping
with the comprehensive plan and best interests of the citizens of Moses
Lake.

The Ordinance amending Ordinance No.433 by rezoning the
real estate involved was read by title only.
Motion by Gordon Ebbert to accept the first reading of the
Ordinance and set the public hearing for November 14.Second
by Jack Eng.Passed unanimously.
Mr.Ebbert asked how this would affect the Milwaukee Railroad
property.Mr.Waggener said that they would like to work with
the railroad people and develop the land for beautification purposes
only.
ORDINANCE -FIRE PROTECTION CHARGES -LAFB -FIRST READING

A letter was read from the City Manager proposing changes in
Section 7 of Ordinance No.565 relating to fire protection charges
for the water and sewer system at the former Larson Air Force Base.
One change reserves the right for the City to deactivate hydrants
located in open areas and provides for a waiver of hydrant rental
charges in the event the hydrants are deactivated;another amends
the flat rate monthly charge for fire protection lines running directly
to buildings when used solely for furnishing water to sprinkler
deluge or other fire protection devices and provides for water flow
alarms on all fire protection sprinkler installations.The other change
provides for clarification of charges for water supplied to underground
tanks from which water is then pumped for fire protection service by
providing that such water service shall be metered and payment made
in accordance with the established rate for commercial accounts .
Mr.Waggener noted that the had had occasion to meet with Mr.Owen
and Fire Chief Ribail and it was found that one building exists that
contains a 2s inch line and he asked that this Ordinance include a
charge of $11.50 for this 2i inch line.
Motion to accept the first reading of the ordinance and that the change
be incorporated into the ordinance to include the charge for a 2i inch
line at $11.50 .Second by Skaug .Passed unanimously .
ORDINANCE No.571 -RELATING TO INTOXICATING LIQUOR IN CITY PARKS
The City Manager commented that it has been five weeks since this
item first appeared on the agenda . He had asked Chief Bjork to appear
before the council and comment on the ordinance.
Mr.Bjork said that this is the same ordinance that the State has on all
State Parks . It is a regulation passed by the Parks Commission and
prohibits possession or consumption of intoxicating beverages and that
it is a good Ordinance at any time.There is a possibility that the
schools will want to be included in this ordinance.Mr. Glendenning,
Assistant Superintendent of Schools,is very interested in the School
Board studying this problem.This will help them in policing their pro
perty around some of the buildings and parking lots at their night
functions . He said he would like to see action on this ordinance
delayed until it can be studied by the school and the City Attorney.
Councilmen wanted to know how this would effect people in trailers
in City Parks and State Parks . Mr. Bjork said that the trailer is the
camper's home and that he would have the right to have liquor in
his trailer.
Mr. Skaug moved that any action be delayed on the part of the council
until our part is understood and that we meet in concert with the other
people interested in the ordinance.Second by Monte Holm.Passed
unanimously.

RESOLUTION No.440 TRANSFERRING FUND -POLICE DEPARTMENT
lo/o A Resolution transferring $1200 from 10.3.2 Unappropriated
Contingency (Capital Outlay)to 13.2.12 Prinsoner's Meals
(Maintenance and operation)in the amount of $1200 was read.
Chief Bjork explained that this transfer was necessary because
of the increase in the number of prisoners and because more
people prefer to serve a jail sentence rather than pay a fine and
because of that some must be sent to the County jail and their
costs are a little higher.
Motion by Ebbert to accept the Resolution.Second by Ernest
Lindell.Passed unanimously.
RESOLUTION No.441 - RECOMMENDING FEASIBILITY STUDY OF HIGHWAY
y|K A resolution recommending that the Washington State Highway
Department make a feasibility study of a more direct state highway
connection between the central Wahluke Slope and the central
Royal Slope and the area north of the Saddle Mountains and the
Tri Cities was read.This road would connect with the existing
Vernita Bridge.The Moses Lake Chamber of Commerce Board of
Directors adopted a similar resolution at their noon meeting today,
and the Mayor and City Manager thought it was important enough to
include in the agenda for this meeting.
Motion by Monte Holm to adopt the Resolution.Second by Otto
Skaug.Passed unanimously.—i
John Jones questioned whether endorsement of this Resolution would
be taken to mean that we are endorsing this highway as against some
other highway.He felt that this was a quick decision on an important
matter.He said he would rather endorse the Odessa road.He did not
object to saying it is a good idea to include it in a study.
Mr.Waggener said that the Chamber of Commerce Board feels
that the development of this highway is for the benefit of everyone
in the area and by giving support to this project we could gain support
from them on one of our projects .
The Mayor noted that a letter had been received signed by various residents of
q\the Peninsula area requesting permission to keep horses.This letter was
\referred to the Planning Commission as they are in the process of this particular
study.
Mr.James Kern,reporter for the Columbia Basin Herald was welcomed by
members of the council.
Mayor Stadshaug urged everyone to vote on November 7 .
P^The Mayor told the Council and visitors that Moses Lake will be the host city
\0 for the District Association of Washington Cities seminarin 1968.
