COUNCIL MEETING
REGULAR SESSION - 8 o'clock Pm -City Hall November 28,1967
The City Council met in regular session with the meeting called to order
by Mayor Jones.Councilmen present were:Gordon Ebbert,Monte Holm,
Jack Eng,Otto Skaug,Ernest Lindell,Michael Boyle and Mayor Jones.
Minutes of the meeting of November 14 were approved as written.

Motion by Jack Eng,second by Otto Skaug to pay the regular bills and
draw warrants .Passed unanimously .
Warrants No.13565 through 13612 in the amount of $16,849.87 were approved
for payment.
RESOLUTION No.446 TRANSFERRING FUNDS -ELECTION EXPENSES
Resolution No.446 was read in its entirety.This Resolution provides
for the transfer of $1400 from Administrative Unappropriated Contingency
(Capital Outlay)to Administrative Election and Census (Maintenance
and Operation).The transfer is necessary due to the increased cost of election
conducted by the County Auditor for City Council positions.The principal
item of expense was for the employment of election officials.
Motion by Otto Skaug,second by Jack Eng to adopt the Resolution.
Passed unanimously.

RESOLUTION No.447 -STATEWIDE CITY EMPLOYEES RETIREMENT SYSTEM
Resolution No.447 was read by title only.The City Manager explained
that this action is required each year by the City Council to reaffirm
its position as to the method of contribution to the Statewide City
Employees Retirement System and this resolution provides that the City
elects to contribute amounts estimated actuarially necessary to match
at retirement the accumulated normal requirements of those members
who will ultimately retire for service or disability.
Moved by Monte Holm,second by Gordon Ebbert to adopt the Resolution.
Passed unanimously.
ASSOCIATION OF WASHINGTON CITIES -SCHOOL FOR NEW COUNCILMEN
The Association's one dav school for newly elected Mayors,Councilmen
and Commissioners for E asternWashington cities will be held on
Tuesday,December 12 at the City Hall in Moses Lake.Attending
from Moses Lake will be:Monte Holm,Otto Skaug,Jack Eng,John
Jones and Michael Boyle.

JOB CORPS WORK AGREEMENT
Aletter was read from B.Pease,Jr.,Center Director for the 1^
Men's Job Corps,requesting cooperation in development of
an on the job training program through the City Engineer's
office to train Corpsmen in such areas as basic engineering aide,
chainman,equipment operator,etc.The City Manager stated
that the City was interested in an hold harmless agreement for
any accident to a corpsman as the result of his activities while
working with the City's crews .City Attorney John Calbom drafted the
agreement and it has been agreed on.Pat Nevins commented
that he felt the cooperation would benefit both parties to the
agreement.Six or eight boys would be involved in the program.
Motion by Monte Holm,second by Ernest Lindell,to approve
the agreement with the Men's Job Corps for vocational training
by working with the City Engineer's office.Passed unanimously.
REQUEST TO CALL BIDS -WATER PIPE AND FITTINGS
A letter was read requesting permission to call for bids on water
main pipe and connections,the bids to be opened at 2:15 PM
December 7 and presented to Council on December 12th.This
water main is an extension of the water main on West Broadway
from Lee Street to Interlake Drive.Mr.Nevins said that 7
different companies would receive the specifications .It is the
desire of the Public Works Department to complete the installation
of this pipe before the widening of West Broadway is begun.City
crews will be used for much of the work.Depending on the weather
the work will begin soon after the first of the year and it is hoped
that it will be completed by April 1 .
Motion by Otto Skaug that Mr.Nevins be given permission to call
for bids and to use city crews to install the line.Second by
Monte Holm.Passed unanimously.
INVITATION TO CITY CHRISTMAS PARTY
Cliff Wanzer,Chairman of the Christmas Party Committee,was present
to invite the Councilmen and their wives to attend the annual Christmas
party to be held on Saturday,December 9th at the Moose Lodge Hall.
