REGULAR SESSION - 8 o'clock PM -City Hall December 26,1967
The City Council met in regular session with the meeting called to order by
Mayor Jones.Councilman present were:Gordon Ebbert,Monte Holm,Jack
Eng,Otto Skaug,Ernest Lindell,Michael Boyle and Mayor Jones.
Minutes of the meeting of December 12 were approved as written.

ORDINANCE No.576 -CHANGING ZONE FROM R1S to HS -2nd READING
PUBLIC HEARING
Ordinance No.576 amending Ordinance No.433 entitled "The
Comprehensive Zoning Ordinance of the City of Moses Lake
by rezoning real estate hereafter described,"was read by title only.
Mayor Jones opened the public hearing by asking for comments from
the citizens attending the meeting.There were none.Whereupon
the hearing was closed to the public and turned over to the City
Council.The zone change request is for an area located at the vj
Northeast Corner of Wapato and Broadway and consists of 100
feet by 350 feet of Milwaukee Railroad property.
Moved by Gordon Ebbert to adopt the Ordinance.Second by Ernest
Lindell.Passed unanimously.
ORDINANCE ADOPTING 1967 EDITION -UNIFORM PLUMBING CODE
\0 2>^The Ordinance was read by title only. A letter was read from the
Public Works Director,Pat Nevins,stating that the Chief Building
Inspector,John Taylor,had met with local representatives of the
plumbing profession and as a result felt our Plumbing Code should
be up-dated.Mr.Taylor was present at the meeting and explained that our
present Plumbing Code is the 1961 Edition,and in order to keep up
with the plumbing industry it is imperative that we adopt the current
1967 Edition.The Plumbing Code is up-dated every three years.
The 1964 Code was not adopted by the City of Moses Lake.He
noted the fee schedule is more in line with the fees charged by
cities in the surrounding area according to a survey made about
one and one-half years ago by the former Building Inspector.The
fee schedule is intended to cover the inspection costs.The Plumbing
Code does not prohibit anyone from installing their own plumbing
and in which instance the Inspector does help out by pointing out
the requirements of the Code.The average plumbing permit for a
dwelling would amount to Eight or Nine Dollars.
Motion by Otto Skaug to adopt the first reading of this Ordinance.

RESOLUTION No.450 -TRANSFERRING MONIES INTO THE 1967 WATER-
SEWER REVENUE BOND REDEMPTION FUND AND 1967 WATER-SEWER /O/O
REVENUE BOND RESERVE FUND
This Resolution is a transfer of monies from one account to another
required by the Bond Issue provided by Ordinance No.573.The
accrued interest earned in the amount of $1,929 .38 was due to the
bonds being dated November 1,1967 and the actual delivery taking
place on December 13,1967 thus making approximately six
weeks of accrued interest on the coupons for which the City received
—'credit.The balance of $1,378.06 is the amount required to meet the
obligation as contained in Ordinance No.573 .
Motion by Otto Skaug to adopt the Resolution.Second by Ernest
Lindell.Passed unanimously.
.,CASCADE GAS UTILITIES TAX - REQUEST TO REFUND OVERPAYMENT^:/*&
t—i A letter was read from Charles Davenport,Finance Director,that for
££[.several years the City has been receiving as part of the utility tax
02 imposed upon Cascade Natural Gas Corporation,a utility tax passed
on to the United Concrete Pipe Corporation,located outside the City
limits.Chester L.Waggener,City Manager,commented that the
corporate limits,as indicated on City maps,erroneously showed the
plant located inside the City limits,and the refund was in order.The
State Auditor's Office was contacted pertaining,to the refund of improper
collection of taxes.The reply indicated that their examiners would not
question the validity of such a payment regardless of the time involved
provided it had been authorized by Council action.The utility tax
refund amounts to $3,097.26 from June 1,1962 through October 31,
1967.The check would be remitted to Cascade Natural Gas Corporation
and,in turn,repaid to the United Concrete Pipe Corporation.
Moved by Monte Holm to authorize the City Treasurer to issue a check
for the amount of the erroneously collected taxes .Second by Jack
Eng.Passed unanimously.
REQUEST TO CALL BIDS -WEST BROADWAY WATER LINE
A letter from Pat Nevins,Public Works Director,was read stating that
a thorough analysis of the installation of a 10 inch water main along
West Broadway was made after receiving a very favorable bid on pipe
materials,and since the Water Division will have a continuing heavy
work schedule during the next year,it is proposed that a contract be
,let for installation of the 10 inch main and gate valves;the City crew
to install all fire hydrants and smaller lateral lines,and request author
ization to publish the call for bids on December 29,1967 and January 5,
1968.
The Public Works Director indicated that they would like to reserve the
right to recommend rejection of the bid if too high and allow the City
crew to perform the work instead.
Motion by Gordon Ebbert to grant the request to call for bids.Second by
Monte Holm.Passed unanimously.

REQUEST TO CALL BIDS -CULVERTS FOR CASCADE PARK ROADWAY
A letter was read from Pat Nevins requesting authorization from the
City Council to call for bids for furnishing corrugated metal culvert
pipe and end sections necessary for Cascade Park Road development.
It is proposed to open the bids at 2:15 PM,January 17,1968.This bid
call would be for culverts only,not labor.
William Skeels,Park and Recreation Director,explained that the
Men's Job Corps has offered their services as a learning project in
building this roadway and plan to start in approximately six weeks and
estimate completion in approximately four weeks .The Public Works
Department designed the roadbed and they,along with the Park Depart
ment,will supervise the project.
Motion by Monte Holm to grant the authorization to call for bids for
corrugated pipe for the Cascade Park road development.Second by
Gordon Ebbert.Passed unanimously .
PIANNING COMMISSION VACANCY
Mayor Jones noted that a vacancy exists on the Planning Commission
since Dave Kehl resigned when he moved outside the City limits .
Marvin Whitney has been contacted to complete Dave Kehl's unfinished
term of office,and would the Council favorably accept him to fill this
position.A motion by Monte Holm,second by Ernest Lindell,that Mayor
Jones appointment of Marvin Whitney be confirmed.Passed unanimously
