1968 04 091258 COUNCIL MEETING -REGULAR SESSION April 9,1968 8 o'clock PM -City Hall The City Council met in regular session with the meeting called to order by Mayor Jones .Councilmen present were:Gordon Ebbert,Monte Holm, Jack Eng,Otto Skaug,Ernest Lindell,Michael Boyle and Mayor Jones. Moved by John Jones to accept the minutes of the previous meeting as written. Second by Otto Skaug.Passed unanimously. BILLS TOTAL AMOUNT PAID GENERAL $6,344.78 LIBRARY 591.59 PARK AND RECREATION 1,271.94 STREET 5,641.10 EQUIPMENT RENTAL 16 ,825 .34 WATER AND SEWER 7,7 79.31 SANITATION 21.00 Motion by Jack Eng to pay the regular bills.Second by Dr.Lindell.Passed unanimously. SPECIAL BILLS WATER AND SEWER FUND Leonard Plumbing Company $5,750.08 P.O.Box 417 Moses Lake,Washington Contract 67-05-Division Street Lift Station Clark F.Cass $73.67 P.O.Box 396 Moses Lake,Washington Contract 68-01-West Broadway Water Main Motion by Monte Holm to pay the special bills .Second by Michael Boyl. Passed unanimously. Warrants No.382 through 476 were approved for payment in the amount of $44,298.81 DIVISION STREET LIFT STATION -AC CEPTANCE OF COMPLETED PROTECT Letter from Pat Nevins recommending acceptance of the work on the Division Street Lift Station by Leonard Plumbing Company and payment to the contractor in the amount of $5,750.08 and beginning the thirty day lien period. Jack Eng commented that it was pretty messy around the area and that it should be cleaned up.He was assured that this would be done. Motion by Jack Eng to accept this project as completed.Second by Otto Skaug.Passed unanimously. 1259 April 9,1968 WEST BROADWAY WATER LINE -ACCEPTANCE OF COMPLETED PROTECT A letter was read from Pat Nevins,Public Works Director,recommending acceptance of the work on Contract 68-01 -West Broadway Water Main and payment to the contractor in the amount of $73 .67 and beginning the thirty day lien period. Motion by Monte Holm to accept completion of the project.Second by Dr.Lindell.Passed unanimously. ORDINANCE AMENDING MUNICIPAL CODE REGARDING WATER AND SEWER A letter from City Manager Chester L.Waggener was read suggesting that the Council accept the first reading of the Ordinance if it is acceptable.This Ordinance proposes to amend the existing water and sewer connection ordinance by adding a new section relating to un authorized use and by amending the schedule for reimbursement for connection to city installed lines. Resolution No.181 established a definite policy for reimbursement to private platters for future connections to water lines installed by them. This Ordinance proposes that the same policy for reimbursement be made applicable for water lines installed at City expense . Motion by Gordon Ebbert to accept the first reading of this Ordinance. Second by Monte Holm.Passed unanimously. COMMENTS PERTAINING TO 1967 AUDIT OF CITY OF MOSES LAKE iall?Mr.Charles Davenport,Finance Director-City Clerk,expressed his appreciation to the staff for making such a good audit possible. Mr.Davenport said that to follow the recommendation of the Auditor to remove the assessment on property acquired by foreclosure from the outstanding assessment rolls would cost the City money inasmuch as this money is invested at a higher rate of interest the way it is handled now. Mr.Davenport stated that the recommendation that $10.00 Change Fund for camping fees be authorized by Resolution of the Council and a warrant should be drawn is based on a bulletin put in use in 1913 .That the examiner had to follow the recommendation. The recommendation to make a thorough search of all cases appealed to Superior Court during recent years and move for dismissal of all appeals in which the appellant failed to proceed with the appeal within the time and manner provided in the statute will be followed through within the next month or two. Mayor Jones thanked Mr.Davenport and commented that he was proud to read the Auditor's comments and is pleased with it. REQUEST FOR WAIVER OF ENCROACHMENT A letter was read from Chester L.Waggener,City Manager,stating that the Waiver of Encroachment concerns the building on Broadway occupied by Ebberts Machine Shop.The property is in the process of being sold and it is important as a part of the sales transaction that assurance be given by the City of Moses Lake stipulating that the building would not have to be moved because of the encroachment. Motion by Otto Skaug to authorize the City Manager to sign the Waiver of Encroachment.Second by Jack Eng .Passed unanimously . April 9,1968 1260 ASSOCIATION OF WASHINGTON CITIES ANNUAL CONVENTION A poll was taken of the Councilmen to determine how many will attend the annual Association of Washington Cities convention in Spokane on May 14, 15,16 and 17 . It was determined that only Gordon Ebbert will be able to attend and on the dates of May 15,16 and 17 .He was designated as the voting delegate as a member of the Council.Motion by John Jones,second by Otto Skaug that Mr.Ebbert and Chester L.Waggener will be the voting delegates unless another councilman can go and,in that event, the names can be changed.Passed unanimously. Mayor Jones extended a welcome to visitors to the meeting.He noted that Mr.Ernest Field was present and had discussed the matter of the editorial in the Columbia Basin Herald on the evening of April 8,1968 with him and he felt Mr.Field might have something to say.Mayor Jones'comment on the editorial was that he felt the choice of words for the headline was unfortunate but that Mr.Smith's intentions were good.Mr.Jones welcomed comments from Mr.Field, either privately to the councilmen after the meeting or publicly.He noted that the comments made publicly would be a matter of public record. Mr.Fields asked that a portion of an aditorial in the Moses Lake High School newspaper "Warhoop"concerning reactions of a few students to the proposal that a Community Center be built which the high school students would share with members of the Moses Lake Job Corps people be read. This was done. Mr.Fields said there are no job opportunities in Moses Lake for negroes. That they are welcome outside of town but not in town.He would like some action.That what has happened in Detroit could happen in Moses Lake.There are problems in the City of Moses Lake and they want to be heard.He asked why we don't attempt to propose a committee to investigate the situation in Moses Lake.He said he would like to hear from the Council. Mary Jones commented that Mr.Fields had taken a paragraph out of an articla and he would imagine if Mr.Fields had read the article through he would probably feel that the people who had made the comments were very low as those were pretty ridiculous statement.(He was speaking of the article in the "Warhoop"). He stated that the editorial in the Moses Lake paper was written to catch the eye.The first two paragraphs ask questions .Then the rest of the editorial is spent in saying some very nice things about Martin Luther King.If there is ill feeling it is because people did not get past the first two paragraphs .He stated that he would like very much to know if things are going on that make it impossible for people to be hired.He cited that primary civil rights measures are passed on a national basis .He said that everyone has worked quite hard with them in an effort to bring about a good working relationship with those people. Last summer's problem was not a colored problem.It was because a group of strangers between 16 and 18 came in from out of town 200 in a group and were placed in the city park unsupervised.Any 200 kids that age turned loose in a park unsupervised would create 600 problems in five or six hours .That is the nature of kids that age.It had nothing to do with people being for or against the Job Corps .The administrators did not recognize that this is a small town and it could not absorb that kind of a load with our limited recreational facilities . We are trying to work out some kind of a solution so it will not happen this summer.He said that the Council could not assure him that everybody in Moses Lake is a saint. 1261 April 9,1968 Mr.Fields cited incidents of being called names,but the biggest problem in Moses Lake,he said,is that negroes never opened their mouths until tonight.He said that if Tri-State burns you will know. He said that negroes are turned away from the Employment Qffice. Otto Skaug commented on the interest Mr.Rae,Manager of the Employment Security Department in Moses Lake,had in the welfare of the negroes in the community and knew of his efforts to help them. Mr.Eng said that he could not make everybody call him "Mister".,' The efforts he has made to employ negroes through working with General Jackson were recalled.So far no one has completed the training he has offered.If Mr.Fields finds someone who wants to work he would train them.If people do the best they can they will find a way. Mayor Jones felt the matter should be taken under advisement.It is important to be kept appraised of the times and do some investigating He thanked Mr.Fields for coming. Meeting adjourned.
