1968 05 14COUNCIL MEETING REGULAR SESSION -8:00 PM City Hall May 14,1968 1268 The City Council met in regular session with the meeting called to order by Mayor pro tern Gordon M.Ebbert.Present were:Monte Holm,Otto Skaug,Jack Eng,Gordon Ebbert and Michael Boyle.Absent were:Ernest V.Lindell and John E.Jones. Minutes of the meeting of April 23 were approved as written. BILLS TOTAL AMOUNT PAID General $5,213.17 Library 6,008.91 Park and Recreation 1,323.26 Street 4,85 8.95 Equipment Rental 2,448.67 Water and Sewer 3,529.02 Sanitation 4,410.07 Motion by Monte Holm to pay the bills and draw warrants .Second by Jack Eng.Passed unanimously. SPECIAL BILLS WATER FUND Clark F.Cass $1,130.41 P.O.Box 397 Moses Lake,Washington Release retainage contract 68-01 West Broadway Water Main Motion by Jack Eng to pay the bill.Second by Michael Boyle.Passed unanimously.Warrants No.571 through 667 were approved for payment. WATER AND SEWER REVENUE BOND CONSTRUCTION FUND McAtee and Heathe $810.69 P.O.Box 656 Moses Lake,Washington Replace paving over new water mains on Falcon Drive and Lindberg Lane. Motion by Monte Holm to pay the bill.Second by Otto Skaug.Passed unanimously. RESOLUTION -ACCEPTING DEED FROM AERONAUTICAL MACHINISTS,Inc. Resolution No.454 accepting the Quit Claim Deed dated May 1,1968 from the Aeronautical Machinists,Inc.,for a ten foot strip along the length of the property for the construction of a sidewalk was read by title only. Motion by Otto Skaug,second by Jack Eng to adopt the Resolution. Passed unanimously. 1269 May 14,1968 ORDINANCE -ZONE CHANGE,CI to Ml -FIRST READING CjO Aletter was read from the City Manager stating that the ordinance was drafted to change the zone classification for the Plat of Neppel, Block E from C-l to M-l and suggesting that the public hearing be held before the Council on the next regular meeting date of May 28, to be held concurrently with the second reading of the ordinance. The ordinance was read in its entirety.Motion by Otto Skaug,second by Michael Boyle to accept the first reading of this ordinance and to set the Public Hearing for May 28.Passed unanimously. ORDINANCE No.583 -INTER-RACIAL COMMISSION FOR HUMAN RIGHTS FIRST READING np.Ordinance No.583 establishing an inter-racial commission for human /P rights for the City of Moses Lake and adding Chapter 1.09 to the City of Moses Lake Municipal Code was read in its entirety. Mayor pro-tern Ebbert asked for comments from visitors on the Ordinance and there were none. Monte Holm said that he felt it was a very good ordinance and is needed in Moses Lake.Motion by Monte Holm to adopt the ordinance on its first reading.Second by Michael Boyle.Passed unanimously.Mr.Holm suggested that the meetings be open to the public. ORDINANCE No.581 AMENDING HS ZONE -SECOND READING ,6/Ordinance No.581 was read by title only.This ordinance amendsPOrdinanceNo.433 (zoning ordinance)by adding a new subsection to the Highway Service Zone classification permitting additional uses by special permit after public hearing and authorizing conditions as a part of the special permit.This amendment was brought about by the request of T & E Trailer Sales request for a change of zone classification. Mr.Skaug commented that one business in the immediate area had recently purchased a parcel of land from the Milwaukee Railroad. Motion by Monte Holm to accept the second reading of this Ordinance and to adopt the same.Second by Michael Boyle.Passed unanimously. ORDINANCE No.582 ZONE CHANGE - R1S to HS -SECOND READING |tyO Ordinance No.582 was read by title only.Mayor pro tern Ebbert opened the public hearing on this ordinance.He reminded visitors of the procedure to be followed.There were no comments from either the visitors or the council.The Public hearing was closed. Motion by Michael Boyle,second by Jack Eng to accept the second reading of Ordinance No.582 and to adoptthe same. Passed /\ unanimously.'-»-' May 14,1968 1270 INSURANCE CLAIM -EVELYN SPERRY A letter was read from City Manager Chester L.Waggener stating that the claim of Evelyn Sperry had been forwarded to the City's insurance agency for processing. The Council noted receipt of the claim. ^DISCUSSION ON INTER-RACIAL COMMISSION FOR HUMAN RIGHTS U */C The Mayor pro tern noted the presence of the Rev.Freeman and Ernest Fields and asked for their comments on the ordinance just passed. Mr.Fields felt it is a step in the right direction and tendered his apologies to the Council for his previous comments to the Council. He listed the things he would like to see done in Moses Lake which he felt could be done through community action. The Rev.Charles Freeman commented that Mr.Field's apologetic statement to the Council nullified a lot of things he was going to say.He said he wanted to make his position in Wheeler known and that they would like to have the Council's help in whatever vane is taken as far as the progress of Wheeler is concerned.He stated he was in favor of the Inter-Racial Commission for Human Rights . Mr.Ebbert thanked him for his comments . PIONEER WAY AND STRATFORD ROAD -CONSTRUCTION SCHEDULE The four projects involved during 1968 are: 1 .Stratford Road from Valley Road to State Highway 11G 2 .Pioneer Way from State Highway 11G to Hill Avenue 3 .State Highway 11G from Pioneer Way to Interstate 90 4 .Broadway Avenue from Lee Street to Interstate 90 All four jobs will be let under one contract.A tentative schedule for advertising for bids is June 10 -bids to be opened on June 26 and construction to start aproximately July 1 .This schedule will depend on the time required to obtain additional right of way from School District No.161 and the time required for the PUD to complete electrical design for the intersection of 11G and Pioneer Way.
