COUNCIL MEETING -REGULAR SESSION June 25,1968
8 o'clock PM -City Hall
The City Council met in regular session with the meeting called to order by
Mayor John E.Jones.Present were:Monte Holm,Otto Skaug,Jack Eng,
Gordon Ebbert,Michael Boyle and John Jones.Dr.Lindell was also present.
The meeting was called to order by Mayor Jones.
Mayor Jones greeted Mr.Ray Wagner and Jack Randall as visitors to the
meeting.
Minutes of the meeting of June 11 were approved as submitted by a motion
of Otto Skaug,second by Jack Eng.Passed unanimously.

Motion by Monte Holm to pay the regular bills.Second by Jack Eng.Passed
unanimously.
Warrants No.816 through 906 were approved for payment in the amount of
$13,224.47.
STREET VACATION -VISTA VILLAGE ADDITION -PUBLIC HEARING
)0fo I The City Manager pointed out the area on the map that is being
considered for vacation.He stated that the land actually belongs to
the Moses Lake S hool District and is not necessary for their purposes.
He also said that from a traffic viewpoint the City is not anxious to
have another street coming out at that point.It was proposed by the
School District that the street be allowed to continue through to the
West in the event it needs to be an assist to their property.
The Public Hearing was declared open to the public by Mayor Jones.No
one was present who wished to discuss this item and there were no
written protests.
Mr.Waggener explained that it had come before the Planning Commission
and they recommended that it be passed on to Council for vacation pro
ceedings .
Motion to close the Public Hearing by Jack Eng.Second by Michael Boyle.

STREET VACATION -VISTA VILLAGE ADDITION -ORDINANCE
Ordinance No.585 was read in its entirety.Mr.Waggener
explained that the Ordinance could be passed with one reading
inasmuch as the Public Hearing had been set on the 28th of May
and,in effect,most everybody was on notice that we were going
to do this and there were no objections from the public.

Motion by Monte Holm to adopt Ordinance No.585 on this first
reading.Second by Otto Skaug.Passed unanimously.
RESOLUTION -ACCESS RIGHTS -CLOVER LANE
Resolution No.459 conveying access rights by quit claim deed to the ^—
State ofWashington,Department of Highways between Clover Lane and /O^
Secondary State Highway No.11G (SR17)Jet.PSH No.18 to Ephrata Wye
between Highway Engineers Stations 847 + 42 .8 and 847+90.03 was read.
A copy of the construction drawing was shown by Mr.Nevins,Public
Works Director.
Motion by Gordon Ebbert to adopt Resolution No.459 .Second by
Dr.Lindell.Passed unanimously.
1970 BLOCK CENSUS INFORMATION

A letter was read from the City Manager stating that 1970 population and
housing census data can be provided by the Washington Urban Data
Center if they are contracted with to do this work by July 1,1968.
Planning Consultant Val Rupeiks advises that the City of Moses Lake
.sJ should take advantage of this service.The fee for the service would be
One Thousand ($1,000)Dollars or less.Mr.Waggener requested authoriza
tion from the Council to contract with the Urban Data Center of the University
of Washington for this statistical information so that it could be included as
an item in the 1970 budget.
He further explained that a great deal of information could be compiled for the
City as a result of this study.
After much discussion pro and con as to the value of such a census,a vote
was taken.Motion by Holm to accept the proposal of the Urban Data Center.
Second by Gordon Ebbert.Yes votes:Ebbert,Holm,Jones,Boyle and Eng.
No votes:Skaug.Abstaining:Lindell.
APPOINTMENT TO INTER-RACIAL COMMISSION FOR HUMAN RIGHTS
Mayor Jones said that Larry Peterson had discussed appointment to the
Inter-Racial Commission with Mrs.Janie Shelby.She has agreed that
she would like to serve on the Commission.Mayor Jones expressed the
Opinion that she would be a fine addition to the Commission and requested
confirmation of the appointment by the City Council.
Motion by Skaug to confirm the appointment of Mrs .Shelby to the
Inter-Racial Commission for Human Rights.Second by Eng.Passed
unanimously.

GARBAGE CONTRACT
A letter from the City Manager was read requesting authorization from
the City Council to call for bids for a renewal of contract for garbage
collection in the City of Moses Lake in order to assure the citizens the
best possible contract.
He stated that although he had asked both Mr.Dietrich and Mr.Fuller for
detailed information regarding the cost of operation of the garbage service
it had not been forthcoming and he felt it needed this information in order
to justify negotiating for the contract.
The alternatives to calling for bids would be to negotiate a tentative
proposal or take over the garbage as a department of the city government.
Motion by Monte Holm to authorize the City Manager to call for bids for
garbage service.Second by Michael Boyle.Mr.Wattener said that bid
specifications would be prepared and it would be discussed with the
council before being made public.
Passed unanimously.
