The Council met in regular session the meeting was called to order by Mayor Boyle,councilmen present were:Frank Holmes,Alex Law,Russell Stark,John Dietsen,Wm.Hilderbrand,Merle West and Fred Krueger.
The minutes ož the previous meeting of Dec 9,1998 were read,stand approved as readBillswereread.The motion by Law seconded by Holmes bills be paid and warrantsdrawn.Motion carried.

STATE HI-WAY AGREEMENT:was explained by city engineer Chet Waggener,stated thatDukeJonesoftheStateHidiaywantsaninformalagreementonit.Engineer'srecommendationtoacceptproposalformaintenanceonfrontageroadsandover cross-ing.The motion by Stark seconded by Hilderbrand to accept the proposal with therevisionthatthedesignatedcitymaintenanceareaontheoldHiway10beeliminatedfromthisagreement.Motion carried.
CHICAGOBRIDGE&IRON:City engineer Chet Waggener gave report on the meeting withtheCChicagoBridge&Iron on the repairs of the two standpipes,they stated thattherewasnothingwrongwiththematerialsandwould1îkepartialpayment.Noactiontaken.
ALDERSTREET FILL:reported on by the city engineer.Both bridge and fill arebasicallycompleted.Cannot complete painting of guard rails due to weather.I Contractor asked to have that portion deleted from the contract.Attorney suggestedifthisbedoneanewcongractandperformancebondbesubmitted.The motion byHilderbrandsecondedbyLawtopresenttothecouncilthefinalvoucheronAlderStreetFillatthenextregularcouncilmeetingJan13th,19§9.Motion carried.
B.E.E ARBITRATIONPROGRESS:was reported on by the City Attorney John Calbom.Stated that six more days should conclude the arbitration,three for the contractoo'scaseandcitiesbecomputedinthreedays.
LOWCOSTHOUSINGCOMMITTEE:report was read,there recommendation that the counciladoptResolutionapprovingapplicationofhousingauthorityofGrantCounty.ThemotionbyHilderbrandsecondedbydietzenthatitbesenttoGrantCountyHousinginsuchform.Motion carried.with Law voting No.The motion by Stark seconded byHolmestoreconsiderfirstmotionrelatingtocommitteesreportonhousing.MotioncarriedwithDietsenvotingNo.

LOUCOST HOUSING CONTINUED:The motion by Stark seconded by Holmes that the motion
referring to the recommendation to Grant County Housing be stricken from-the records
Motion carried with Dietsen voting No.The motion by Hilderbrand seconded by Stark
to refer back to committee for further study of cities authority and countyas direct
aspect of feasibility operation.Motion carried with Dietsen not voting.
MEDICAL CENTER PL&T#1 VACATION:Petition read again and reported on by City Attorney
John Calbom,stated a date for hearing on vacation of plat should be set.His re-
commendation that the date be set for the 27th of January.Engineer has no objection
to vacation of Plat.The motion by Holmes seconded by Law Hearing date be set for
Jan 27th,at 8 P.M.Motion carried.
P.S.H.#18 AGREEMENT:Letter from Attorney General regardsin P.S.H.#18 agreement
was read.City Attorney feels that we should not sign agreement for full amount.
The motion by Holmes seconded by Stark city sign agreement with the State in the
amount of $¼,086.60for repairs on P.S.H.#18.Motion carried.
MONTIAKECROSSING:was reported on by City Attorney.Engineer feels that if you want
a crossing must sign there agreement.Agreement read.The motion by 1Stark seconded
by West that agreement be signed.Motion carried.
CITY ADMINISTRATOR:Recommendation by Mayor Boyle that Mr.Chester L.Waggener be
promoted to the position of City Administrator effective Jan 1,1969.The motion by
West seconded by Krueger,ChesterWaggener be appointed City Administrator Jan 1,1959.
Motion carried.
WHEELERROADSPEED LIMIT:Letter from Engineer Chet Waggener and Chief of Police Bjork
read.The motion by Law seconded by West legal speed limit on Wheeler road be set
at 35 miles per hour.Motion carried.
LETTER FROMTHE CHAMBER OF COMMERCE:regarding property immediately to the North of
the commercial buildings on North side of Broadway between Alder &Ash was read.
Reported on by Mr.Sturmans secretary of the Chamber.The motion byWest seconded by
Krueger matter be referred to the Street Committee for further study.Motion carried.

LAKE CROSSING AT KNOLLSVISTA:Letter from the Chamber of Commerce regards to a
second Lake Crossing at Knolle Vista and Peninsula.The motion by Stark seconded
irr West matter of study and survey road structure and possible venture of road cross-
ing be turned over to the Planning Commission for study.Motion carried.
MOSES LAKE 1999 BUDGETFOR HOUSING:was explained by Harvey Fitts.Comtemplate
moving some buildings.Councilman Krueger reported he had gone over the budget and
found it all in order and his recommendation that the budget be accepted.The motic
by Krueger seconded by Stark Operating Budget for 1999 for Victory Village Moses Lake
be approved.Motion carried.
AUTHORIZATIONFOR GASTANKS&PUMPS:Letter from Mayor Boyle regards to savings on
installing gasoline tank and pump at City shop to dispense regular gasoline was read.
The motion byWest seconded by Hilderbrand authorization be granted in accordance
with the letter and the stipulation that Frank Holmes and Mayor Boyle get cost defrayed
on Pump and installation.Motion carried.
LETTER FROMMAYORBOYLE ON AUTHORIZATIONTO CALL FOR BIDS FOR 1999 GASOLINE &TIRES:
WAS READ.The motion by Law seconded by stark bide be drawn on gas requirements for
1969.Motion carfied.Tires and repairs etc,to be looked into further.
LETTERFROMNORTHERPACIFIC RAILRDAD:in regards to negotiate for land to be develop-
ed for the airport was read.Mr.Lundgren andMr.Nixon will be in Moses Lake on
January 6th,to meet with city officials to further discuss the possibilities of
acquiring the land.Airport committee has hopes in purchasing land,meeting will be
held for further study as city needs more land for airport runways etc.
CITY POLICE JUDGE RECOMMENDATION:Letter from Mayor requesting that Mr.William Gaffney
be appointed to serve as city police judge effective Jan 12th,1969.The motion by -
Holmes seconded by Dietsen that recommendation be recognized.Motion carried.
MECHANIZEDEQUIPMENTCOST CHANGE:Over to Post Budget was explained by Ray McGraw.
Cost of wired panel $180.00.Diagramming panel installation &training $50.00 ledger
tray (used)$22.50 index #12.00 and supply of ledger cards $78.66.
HI-WAY11-G INTERCHANGE:Tenative plans was explained by engineer Chet Waggener.The
motion by Stark seconded by Dietzen plans for the tenative plans of 11-0 interchange
be referred to the street committee for further study.Motion carried.

FERCING-ALONG INTERSTATE NO.90:was explained by the engineer.The motion byStarksecondedbyLawletterbewrittentoMr.Manson district engineer stating wehavefutureplansforfrontageroadinthatareaandfencingshouldallowsuffi-cient room for the road.Motion carried.
DRAINAGE PRDBLEMAT NICHAEL &LAKESIDE:was explained by the city engineer.Mr.Giersdorf has complained that the cities street improvements have caused a drainageproblem.Council feels that it is not cities responsibility.The motion by HolmessecondedbyMr.Stark drainage problem be referred to the street committee andCityAttorneyforinvestigationandreportbacktothecouncil.Motion carried.
