The council met in regular session,the meeting was called to order by Mayor Boyle,councilmen present were Alex Law,Russell Stark,Wm.Hilderbrand,John Dietsen,Fred Krueger,Merle West and Frank Holmes.
The minutes of the last regular meeting of Dec 23rd were read,stand approved as read.Bills were read.The motion by Krueger seconded by West bills be paid and warrantsdrawn.Motion carried.
L.I.D.#10 Bill was read.The motion by Law seconded by Krueger bill be allowed.
Motion carried.
L.I.D.#11 Bill:"It was moved by Law seconded by Krueger,that 165 retainage for
paying on Lark,Juniper and Skyline (extended)in the amount of $3,917.19 for work
performed by Geo.V.Nolte &Company on Contract for Local Improvement District No.11beapproved;that to provide funds for the payment thereof,Warrants be drawn against
the Local Improvement District No.11 fund in favor ofWm.P.Harper &Bon &Co,inthetotalamountof$3,917.19 bearing interest at the rate of §§per annum and dated
January 15th,1959;that the proceeds of said warrants be deposited in the Local
Improvement District No.11 Construction Fund in favor of Geo.V.Nolte &Company in
the payment of work performed.
FRONTAGEROADREQUEST:was presented to the council by Miss Jessica Longston,whe
explained the need for a frontage road was necessary to get on.Marsh Island where
radio station K.S.E.M.location is and would like the City to pass a resolution totheeffectthatitwouldbeusedasafrontageroadandthatthecitycouldconstructitwithinfiveyearsandthestatewouldremovethefenceandputinfill,Mr.Duke
Jones of the State Hi4fay Dept explained it would cost $1,036.00 to remove the fence
also the road thru Montlake Park would have to be públic access within 90 days and if
city wanted this frontage road built would have to agree to the maintenance of frontage
road.The motion byWest seconded by Dietsen we adopt a resolution that the City wouldbuildfrontageroadasstipulatedbytheStateDeptwithinfiveyearsifthefunds
are available,if not,when the funds are available.Stipulations that the road thruMontlakeParkwouldhavetobelpúblicaccesswithin90daysandalsowouldhaveto
agree to the maintenance of the frontage road.It is expressly understood that public
access provided and maintenance of frontage road to be at the expense of Miss Longston
until such time as city of Moses Lake proceeds with construction of said frontage road.Motion carried.
RESOULITON NO.175:request ofr Directo£of Hi-Ways on removal of fence posts was read.The motion by West seconded by Stark city enter into agreement with K.S.E.M,Inc inreturnforallocating$1,036.00 that they poet bond satisfactory to the city Attorney
in that amount and that we agree at such time we build frontage road we reimburseK.S.E.M.$1,036.00 and K.S.E;M.-Increimburse the City of Moses Lake $1,036.00 oncoincidingdateofcitiesobligationinlikeamountandcityattorneybeinstructed todrawthisagreementinaccordancewiththemotion.Motion carried.

access and interchange plans and explained interchange,discussion.Mayor read re-connendations from the planning commissiontand the Chamber of Commerce in regards tointerchangeplanson11-G Access.State has agreed to send letter reviewing construct-ion plans and construction details and desires resolution on limited access.Resolutionread.

REVISION BY-PASS:SIGNING:was explained by Mr.Davidson of the State Hi ay.NewsignebeinginstalledandhopetohavetheminbythefirstofMarch,they have beenapprovedbyHi-Way Commission and Bureau of Public Roads.New signs reading businessloopwithNo.90 on them tould be placed directing public to business district.ThemotionbyDietzensecondedbyHolmesmatterbereferredtothestreetandsidewalkcommitteeforstudywithcityadministratorandchamberofcommerce.Motion carried.
WATERTANK&SWAGE PLANT:reported on by city attorney John Calbom no answer to hisletterasyet.No action taken.

IAKESIDE DRIVE DRAINAGE PROBLEM:was again discussec,feeling of the committ.ee thatthecityisnotobligatedandthatitwassomethingcausedbytheowner.Mr.Giersdorf suggested platting property and setting drainage as it should be and committee
to meet with Mr.Giersdorf at his request.
LAND FOR AIRPORT:Airport committee feels that the Council should acquire land for
new runway..Mr.Cole oflNorthern Pacific was to have met with committee on Jan 6th,but was not able to.Committee Chairman Alex Law met with them in there office inSeattleonJan8th,to discuss the matter.Will have another meeting here at a laterdate.
MONTLAKECROSSING AGREEMENTWAS PRESENTED:one for street and one for water linecrossing,and permit for a permanent water line crossing.The motion by StarksecondedbyLWest,contract be entered into and Mayor &Clerk be authorized to sign.Motion carried.

of the street contained in quit claim deed from Moses Lake School Dist #161 to City
of Ebses Lake,be referred to the Street &Sidewalk coämittee for study and refer

UNIFORM SIGN &BUILDING CODE:Letter from the Building Inspector Jim Wright on
1956 Uniform Sign and Building Codes was read.The motion byWest seconded by Dietsen
that committee be appointed by Mayor to study Uniform Sign Ordinance.Motion carkied.
EMPLOYEESCOST OF LIVING INCREASE:was presented by Mr.Waggener.The motion by
West seconded by Law,that request be granted and authorize attorney to draw up
Resolution allowing $18.00 cost of increase in employees salaries and present to the
council at next meeting.Motion carried.
UNIFORMALIDWANCEI Police and Fire Chief revised uniform allowance was explained
by Mr.Waggener,thmyrequest allowance be raised from $10.00 to $19.00 per month.
