The council met in regular session,the meeting was called to order by Mayor Boyle,councilmen present were:Alex Law,Russell Stark,Merle West,Wm.Hilderbrand andFredKrueger.
The minutes of the previous meeting of January 13th were read,stand approved as redd.Bills were read.The motion by Law seconded by Krueger,bills be paid and warrantsdrawn.Motion carried.

PROPOSEDVACATIONOF MEDICAL PLAT #1:Public Hearing was held.The minutes of thePlanningCommissionofJan6thwereread.The motion by West seconded by Stark thatPetitionersvacationofMedicalCenterPlat,post bond for installing of utilitiesandgravellingandgradingoftherehalfofMadisionandDedicationfollowingthecitiesplattingprocedure.Motion carried.
JOST OF LIVING RESOLUTION NO.179:was read.The motion by Law seconded by HilderbrandResolutionNo.179 be adopted.Motion carried.
I PROPOSED BUSINESS BOUTE-SIGNING:councilman Alex Law said it was the committee's feelingthattheywouldhavetoknowthecostofthesignsbeforeanydecisioncanbeSade,until then report at next meeting.
STREET DEDICATION FROM MOSES LAKE HIGH SCHOOL:Committees feeling that maintenanceofstreetwouldbequiteaproblemasschoolbuseswouldbeusingit.Mr.Hullappearedbeforethecouncilinregardstothestreetandstatedthatcityasked foradedicationof60feet.Committee's recommendation to return it for further studyandreportbacktocouncil.
WATERTANK&SEWAĆEPLANT:City attorney John Calbom gave report on Water Tadk &Sewage Plant.Still no definte reply,also gave report on gas arbitration proceed-ings,date set for April 7,1999 to continue arbitration.Mr.Calbom will investigateandseeifpossibletosettlesomeofthesub-contractors payments.

AIDER STREET BRIDGE:WASREported on by engineer Garth Anderson,said he had
received a certified check in the amount of #350.00 from Hans Skov to be retained
until the bridge rail has been painted and also $1,000.00 is being withheld from
the ohntract for re-surfacing of bridge.
BUSINESS LICENSE:reported on by City Clerk.
CHEROKEETHEATRES:Mayor explained that the matter of Cherokee Theatres Admission
has been tärned over to the City Attorney.The Federal Government has tied up
funds andithey have not been able to pay the admission tax for the past two weeks.
GASOLINE BID AWARD:was read by counáilman West.Low bid was that of the Tesas
Company.Committeers recommendation that the bid of the Texas Oil Co be accepted.
The motion by Law seconded by Krueger bid of Texas Oil Co for the period from
Feb 1,1959 to January 31,1960 be acepted.Motion carried.
STREET PROBLEM:explained by City Administrator Chet Waggener,stated that it has
always been the city policy that dirt streets that have never been graded or gravel-
ed,that it was upt to the property owners to maintain the cost of grading and
gravelling and then the City would maintain the street.Mr.Wm.Duncan,Mr.Brit-
meyer,and Mr.Harold Parnell appeared before the council in regards to there street
(Molaga St)just off Paxson Drive in the Basin Homes area.LSt.ated there street
was falling apart and were unable to drive up to there homes.LFirst problem is
to get street dedication before city can assist them.
POOL HALL IN TURF DAFE:Mr.Jack Zornes appeared bsfore the council in regards to
Pool Hall in the Turf Cafe,and closing of the Pan Game in this establishment
which was closed down by the Police Dept,defined as Professional Gambling.Mayor
explained that it was fseling of the administration that it was not legal.The
motion by Krueger seconded by Hilderbrand to abide with the Police Dept.Motion car.
REFUNDINGOF UTILITY COSTS BY NW PLATTER:Letter from Percy Drias,Hyland Tracts
was read,also letter from City Administrator Chetwaggener with suggested re-
visions.The motion byWest seconded by Starik recommendations of the City Admin-
istrator be accepted and instruct City Attorney to draft a resolutionwith the
two revisione.Motion carried.
LETTER FROMMAYORLAURADAMITZ OF WESTLAKEWASH:for request of the city of Moses
Lake to furnish water through a master meter for Westlake Wash,for an agreed
price was read.The motion by Law seconded by Hilderbrand matter be referred to
the water &sewer committee for a thoroggh study and report back to council.Motio
carried.
POSTMDRTENRESOLUTION NO 180 regarding G.O.Bo #$was read and explained by
City Administrator ChetWaggener.LThe motion by West seconded by Law Resolution
No.180 be adópted.Motion carried.
REGISTEREDWARRANTSFOR THE LIBRARY:was explained by Ray McGraw.The motion by
Stark seconded by Law a proposal as set forth by Ray McGraw that Library be allowed
to go on registered warrants until Tax money comes in.Ebtion carried.
BUSINESS STAYING OPEN ON SUNDAYS:Mr.Hilderbrand brought before the council the
matter of business staying open on Sundays.Had a letter with the Mayor &City
Councilmen signatures stating they hereby go on record as favoring the principle
of Sunday closing of businesses.
