STATUS OF FUNDS ON THE ALDER STREET CAUSWAY:was explained by assistant engineerGarthAnderson,proposed improvements are Traffic Light at Valley &Strafford road,re-surfacing of the bridge and paving valley road to Central Drive,would like immediateauthorizationonlytocallforbidsforatrafficlightatStrafford&Valley road.The motion by West seconded by Stark assistant engineers request for bid on TrafficLightatStrafford&Valley road be granted.Motion carried. ORDINANCEON COUNCIL MEEITNG PROCEDURE:Setting up meeting dates,special meetings,agenda etc,was explained by city administrator,The motion by West seconded by Hilderbrand that the ordinance be read by title only,Motion carried. PETITION REGARDINGOFFENSIVE ODORSFROM THE SEWAGETREATMENTPIANT:was presented andread.Mr.Earl Spry,Box 731 Moses Lake spoke in behalf of the residents.City admin- istrator gave brief report on what had been done to eliminate this condition.Council- man Law felt we should have a report back at a later meetîng.Matter referred to theengineeringdeptandcityadministratortoreportbackatnextcouncilmeeting. REQUEST 10 EXTEND GAS LINE TO MONTLAKEEAST NO.1:Letter from Mr.Snook and GarthAndersonwasread,also minutes of the Planning Commission.Mr.Snook stated allmaterialwasinstockandonlyexpensewouldbeexcavation.The motion by Law secondedbyHilderbrandmainextensionbecarriedtoSharonAveinMontlakeEastNo.1 in theamountof$1,oh8.5o.Motion carried. BUILDING PERMIT FOR SERVICE STATION:Mr.Robert Thoren appeared before the council in regards to a building permit for a Service Station on Strafford Road prior to platting.Letter from the engineer and Planning Commission minutes were read.Discussion.The motion by West seconded by Law building permit be issued subject to approval of thePlanningCommissionandpublichearingonApril23,1999 assuming no objections and acertifiedcheckorbondintheamountofonethousanddollars($1,000.00)be posted until platting procedure is completed,within ä 90 day period.Motion carried with Hilderbrand voting No. The motion byWest seconded by Stark Platting procedure relative to installing sewerandwaterlinesandstreetbewaived,due to the fact that the area is not servicable to sewer lines and water and street requirements have been previously met.Motion carried.
