The Council met in regular session,the meeting was called to order by Bayor Boyle,
councilmen present were:Frank Holmes,Alex Law,Russell Stark,William Hilderbrand,
and Merle West.
Minutes of the July 1hth,1999,Mayor requested on Hi-Way Landscaping to delete the words,
without calling for bids and also the State is spending up to $15,000.00.Minutes
stand approved as corrected.
BILLS:were audited by the council.The motion by Hilderbrand seconded by Law,bills
be paid and warrants drawn.Motion carried,

ENGINEERING FEES WESTVIEbi TRACTS:Letter from City Administrator Chester Waggener inregardstotheplansforwaterandsewerlinesthatAhlerandHinehadmade.HisrecommendationthattherequestforpaymentofengineeringfeesbytheCitybedenied,
as the sub-division Ordinance requires that Utility drawings be provided for each platiandtheproductionofutilitydrawingsisnotanobligationagainstthebond.ThemotionbyWestsecondedbyHolmesrequestbyMr.John Ahlers in regards to payment forUtilityPlansbe,deni,ed.Motion carried.
CENTRAL TRAILER COURTBUILDING DISPOSITION:Letter from Richard L.Simmons,requestingauthorizationtoremovebuildingattheoldCentralTrailerCourtforsalvageincon-junction with the Presbyterian Church was read.No objection from the Council.
-ORDINANCENO.38§FIXING RATESAND CHARGESON NATURALGAS:was read for the secondtime..The motion by Law seconded by Stark Ordinance No.365 on Gas Rates be adoptedandpublished.Motion carried,with Holmes voting No.
MODIFICATION OF AGREEMET WITH CHAMBEROF COMMERCE:was read and explained by AttorneyKenEarl,stated that Standard Insurance Company would grant them a loan of $15,000.00assoonasCitysignsagreementandtheyalreadyhaveabidsubmittedtotheChamber.Councilman Stark wanted revised portion of agreement read again.Discussion.ThemotionbyWestsecondedbyLaw,Modification Agreement between the City of Moses Lake

and Chamber of Commerce be revised in accordance with agreement and Mayor and Clerk be
authorized to sign.Motion carried.
SAGE AND SKED ZONE CKANGE:Minutes of the Planning Commission of July 23,1999,rec-commending a change o£zone from R 2 to H.S.from Hill Ave to Alderwood was read.The
motion byBolmes seconded by Hilderbrand change of zone on Sage &Sand property,Lot 1
Block 1,Columbia Homes Addition from Hill Ave to Service Station on the East side of
the street be referred to the City Attorney to draw up an Ordinance.Motion carried.
FINANCIAL REPORT:was given by City Comptroller Ray McGraw.
CITY CODE REVISIONS:was explained by City Administrator Chester Waggener,stated thattheOrdinanceonUtilityTaxwasbeingrevised,also ordinance on Transporting inflamm-
able products for the Fire Dept,Street Obstruction Ordinance and community standards,
hope to have them in for there first reading at the next council meeting.
SUMMERRECRFATION:and progress over last year was explained by Mr.Lyle Daverin,
Stated that they have 400 children enrolled in the morning program,233 afternoon,
$2 for Tennis and 100 Bowling,have programs going at four playfields,with Leagues
at each.Felt the program is going real good,would like to extend it for two weeks
longer next year.
BURFAUOF RECLAMATIONWARRANTYDEED FOR A PERPETUAL RIGHT OF WAYFASEMENT:was read e
and explained by City Administrator Chester Waggener,his recommendation that the City
sign agreement and accept $282.90.The motion by Stark seconded by Law,Bureau of
ReclamationWarranty Deed for a Perpetual Right of Way and Easement for all thoseportionsoftheNortheastQuarterofSection13,Township Nineteen North,Range 28
East,Williamette Meridian,designated as "Rights of Way for Canals and Drains"on theFourthRevisiontoFarmUnitPlatofIrrigationBlockForty-one,Columbia Basin Project,
Washington as recorded in Grant County on August 10,1999 be accepted,and authorize
Mayor and Council to sign.Motion carried.
