The Council met in regular session,the meeting was called to order by Mayor Boyle,councilmen present were Frank Holmes,William Hilderbrand,John Dietzen and Merle Wedt.
Minutes of the previous meeting of July 28,1999 were approved by the council.
BILLS:were audited by the council.The motion by Holmes seconded by Dietzen,billsbepaidandwarrantsdrawn.Motion carried.

AUTHORI2ATION TO PREPARE FINAL ESTIMATE TO B.E.H.:was explained by city AdministratorChesterWaggener,stated that he had discussed the matter with the City Attorney andtheyproposedtoreviewjobcarefully,in terms of work that must be done to bringjobuptoparanddeductthatamountfromB.E•H.final payment and pay them up in full,i so the City would not be reponsible for Sub-Contractors payments.Asking for author-imation to prepare this statement.The motion by Dietzen seconded by Holmes that theCityAdministratorandCityAttorneybeauthorizedtopreparefinalestimatetoB.E.H.Motion carried.
ORDINANCEFOR CHANGEOF ZONE FROMR-2 20 H.S.:was read for the first time.ThemotionbyWestsecondedbyHilderbrandtoacceptreadingofOrdinanceforthefirsttime.Motion carried.
ORDINANCEON TRANSPORTATIONOF FLAMMABLELIQUIDS:was read for the first time.ThenotionbyWestsecondedbyHilderbrandthatsection"B"of the ordinance be changedtoread:to protect the public and other users of the streets and ways in acoordancewithexistingtrafficlawsandregulations.Motion carried.

ORDINANCEAMENDINGUTILITY TAX REGULATIONS:was read for the first time.The motion
by West seconded by Dietzen to accept the reading of the ordinance for the first time
with the provision that portion pertaining to water be surveyed by the City Adminis-
trator and report back at text meeting.Motion carried.
ORDINANCEREGULATÏNGSTREET PERMITS AND BONDS:was explain ed by Ci y AdministratorChesterWaggener.The motion by West seconded by Dietzen Ordinance be read by titleonlyforthefirsttime.Motion carried.The motion by West seconded by Hilderbrand
to accept the first reading of the ordinance.Motion carried.
CHAMBEROF COMMERCEREQUEST FOR VARIANCEOF BUILDING CODE:Mr.Mark Pence architect,
appeared before the council in regards to variance o£the building code,explained
by Building Inspector Jim Wright and he suggested that block walls be put in adjacent
to side yards.Mark Pence withdrew his request for variance and will work with
building department on acceptable materials.
P.U.D.LETTER:was read in regards to Franchise to the Washington WaterPower Compagy,
expressing there thanks to the Council and citizens of Moses Lake,in retaining a line
between the Pelican Horn Substation and the Larson Substation,which soon will be
dismantled,as they have been able to plan and construct facilities which will provide
the area with sufficient electrical energy for many years.
PROPOSED COMMUNITYSTANDARDSORDINANCE:was explained by Assistant Engineer Garth
Anderson,asked the council to refer this to the City Attorney todraft an ordinance.
The motion by Holmes seconded by Dietsen be referred to the City Attorney to draft
an ordinance.Motion carried.
CIVIC CENTER:Authorization to plant grass and install sprinkler system was explained
by City Administrator ChetWaggener,stated they proposed to take area east of the
Musewum old central court and prepare it for planting in the fall.The motion by
Dietzen seconded by West authorization be granted for preparation and planting of
Civic Center at approximate cost of $1,700.00.Motion carried.
BUDGETSCHEDULE:was explained by City Administrator Chet Waggener,rough drafts
are prepared to be presented at a Special meeting Sept 1,1959.Final hearing on
budget is set for Oct $th,notice of hearing two weeks prior to Sept 21st meeting,
after Oct $th,changes to be made on a day to day basis not exceeding five days.
