LETTER ON CITY LIABILITY INSERANCE:Letter from Seeley &Company General AgentsforNewAmsterdamInsuranceCo,acknowledging city attorney's letter of Eept lhth,and stating the company would give the City three alternatives:(1)accept thepolicyaswrittenandendorsed:(2)the company would be willing to extend the 01Tchargestoathreeyearperiodpaidinadvancepremiumbyachargeof2.7%of thecurrentOLTcharges,additional premium being payable on receipt of the endorse-ment;or (3)the policy could be returned to the company through the Howard K.HoranAgencyforshortratecancellation,was read and placed in filei, Septedber 22,1999 cont'd DISCUSSION OF ZONING STUDIES AND PROCEDURE:was presented by building inspector James Wright,developing a comprehensive plan which involves certain revisions to the soning ordinance and map.Presented a proposed zoning map in a preliminary rough draft,New ordinance will consolidate approximately h0 previous ordinances relat- ing to zone change,annexations,plus the latest thinking on proposed land uses, tying in new arterials to latest neighborhood developments.Additional hearings for the public,plus news release and other public relation work will be started in the next thirty days,hoping final draft will be ready for council approval early in 1960. ADDITION TO PUBLIC SAFETY BUILDING:Letter from City Administrator Chester Waggener stating final plans and specifications for the addition to the public safety building are nearly completed,and requesting authorization to call for bids was.read.Pre- liminary plans were presented by Mr.Harthorne architect and explained.The motion by West seconded by Law to call for bids Friday October 9th at 2:00 P.,.and award bid at a regular council meeting on Tuesday Oct 13th,1999.Motion carried. REPORT ON WELL STEDY:Letter from Assistant Engineer Garth Anderson stating theGeo-Hydrologic research group from Washington State University is in the process of assembling any information that is available about the ground water in and around Moses Lake,so as to avoid unnecessary expense on the part of the City in determining the location of future wells,which he feels is well worth while and will inform the Council of the results when they are available. PROGRESS REPORT CN GAS CONVERSION:was presented by gas manager Mr.Edwin Snook. REGIONAL AND LEGISIATIVE DISTRICT MEETING:to be held in Moses Lake,Thursday evening at Elmers at 7:00 P.M. No persons appeared before the council in regards to the budget. The motion by Stark seconded by Law directing the Clerk to read the 1ÿ60 Budget Ordin- ance by paragraph and departmental totals.Motion carried. LETTER:from City Administrator Chester Waggener,recommending that the preliminary budget as approved by the City Council be changed in the 1960 Current Expense Fund wasread.The motion by West seconded by Holmes to approve changes in the 1960 currentExpenseFundBudgetrevenueincorporatedasstatedherein:Preliminary Budget,City Utility Tax 10,900 to Proposed Final 11,900,P.U.D.Utility Tax Preliminary Budget 20,000 to Proposed Final 21,000 Grant County Housing Payment Preliminary Budget 19,000 to Proposed Final 13,000.Motion carried. LETTER:from James Strong,president of the Moses Lake Library Board in regards to the1960BudgetwasreadandexplainedbyCityAdministratorChesterWaggener,that the Library would like more funds for Books and Periodicals and less for Janitor and laund- ry service.The motion by West to approve change in the 1960 Budget Library Fund expense as Janitor &Laundry Service from 1,062.00 to 988.00 Office Supplies and ex- pense from 1,66h.00 to 1,619.00 Books and Periodicals from 6,360.00 to 7,591.00 and Office Equipment from 1,258.00 to 319.99.Motion died for lack of second.
