1959.10.05_00001September 22,1959 contid DISCUSSION OF ZONING STUDIES AND PROCEDURE:was presented by building inspector James Wright,developing a comprehensive plan which involves certain revisions tothezoningordinanceandmap.Presented a proposed zoning map in a preliminary rough draft.New ordinance will consolidate approximately 40 previous ordinances relat- ing to zone change,annexations,plus the latest thinking on proposed land uses,tying in new arterials to latest neighborhood developments.Additional hearings for the public,plus news release and other public relation work will be started in the next thirty days,hoping final draft will be ready for council approval early in 1960. ADDITION TO PUBLIC SAFETY BUILDING:Letter from City Administrator ChesterWaggener stating final plans and specifications for the addition to the public safety building are nearly completed,and requesting authorization to call for bids was read.Pre- liminary plans were presented by Mr.Harthorne architect and explained.The motion by West seconded by Law to call for bids Friday Cotober 9th at 2:00 P.,.and award bid at a regular council meeting on Tuesday Oct 13th,1999.Motion carried. REPORTONWELL STUDY:Letter from Assistant Engineer Garth Anderson stating theGeo-Hydrologic research group from Washington State University is in the processofassemblinganyinformationthatisavailableaboutthegroundwaterinand around Moses Lake,so as to avoid unnecessary expense on the part of the City in determining the location of future wells,which he feels is well worth while and will inform the Council of the results when they are available. No persons appeared before the council in regards to the budget. The motion by Stark seconded by Law directing the Clerk to read the 1960 Budget Ordin- ance by paragraph and departmental totals.Motion carried. LETTER:from City Administrator Chester Waggener,recommending that the preliminarybudgetasapprovedbytheCityCouncilbechangedinthe1960CurrentExpenseFund wasread.The motion by West seconded by Eolmes to approve changes in the 1960 CurrentExpenseFundBudgetrevenueincorporatedasstatedherein:Prelimina y Budget,CityUtilityTax10,900 to Proposed Final 11,900,P.U.D.Utility Tax Preliminary Budget20,000 to Proposed Final 21,000 Grant County Housing Payment Preliminary Budget 15,000 to Proposed Final 13,000.Motion carried.
