EID ANARDADDITION TO PUBLICSAFETYBUILDING:Was explained by Mr.Harthorne,architect.He presented to the council revised bid proposal with deletions inaccordancewithFairbanksConstructionCompanyletterofOctober13th,1959 andadditionsinaccordancewithplansasrevisedOctober26th,1969,total bid $5,406.60plusWashingtonStateSalesTax.The motion by Holmes seconded by HilderbrandbidbeawardedtoFairbanksConstructionCompanyofMosesLakewiththe£ollowingadditions:1.in galvanized pipe,2.Two inch drain and dry well,3.Air ductwithadjustableregisters,furring and plaster board over existing window opening.6.Door grill to squad room in the total amount o£$5,406.50 plus WashingtonStateSalesTax.Motion carried.
VICTORY VILIAGE,QUARTERLYREPORT:Letter from Harvey Fitts together with copies ofquarterlyreportofoperakionofVictoryYillageProjectinMosesLake,for quarterendingSept30,1959 was read,report was explained by City Administrator ChesterWaggenerandplacedonfile.
GRANTCOUNTYSUPPLEMENT10 AGREFÆNT:Letter from the P.U.D.and Agreement was read.Supplement to agreement is to cover City o£Moses Lake traffic control circuit attadh-ments to the P.U.D.polies near the intersectio of Valley Road and Stratford Road

AIRPORT REQUEST TO IMPROVE HANGAR:Letter £rom City Attorney John Calbom as to theownershipofthebuildingsattheMosesLakeMunicipalAirportwasread,also letterfromtheAirportCommitteeonHangarimprovements.The motion by Dietzen seconded byKruegertoauthorisetheCityAdministratorChesterWaggenertowritetoMr.DuaneAllenstatingthestipulations,that all improvemente are to be made at his rish,withtheCityofMoesLakeofferingnoguaranteeofcontinuedoccupancy,also a bond informsatisfactorytotheCityAttorneyshallbepostedwiththeCitybeforeworkbeginstoinsurepaymentofallbillaandsavingtheCityharmlessfromanyandallclaims,either for payment o£bills or for injuries that occur as a result ofconstruction.Motion carried.

TIE DOWNFEES,REQUESTFOR.VAIVEROF:Mr.Gordon Ebbert and Mr.Robert Partner of the
Civil Air Patrol,appeared before the council,requesting the City waive tie down
fees to thecivil Air Patrol,discussion.The motion by Holmes seconded by Dietsen,
that the Civil Air Patroi he granted a waiver of tie-down fees for the calendar year
of 1999.Motion carried.The motion by Hilderbrand seconded by Holmes that athoroughstudybemadefortie-down £ees or any other facilities and that committee
review it and report back to the council on December Sth,1959,Motion carried.
AIRPORT DEVELOPMENTREVISED FIANS:was explained by City Administrator Chester
aggener,as to bulidings,runways,parking area,etc.No action taken.
ORDINANCETRANSFERRINGFUNDS,POLICE DEPT:was read £or the first time.The motion
by Ëolmes seconded by Stark to accept the first reading of †,he Ordinance.Motion
carried.
BUDGETREPORT REVIW:was given by City Comptroller Ray McGraw.
AUTHORIZATIONTO CALL FOR BIDS ONACCOUNTINGMACHINE:Letter from City Administrater
ChesterWaggener,requesting authorization to call for bids for an accounting machine
on Tuesday November 17th,and award to be made at the regular council meeting November
2hth,so as to insure delivery by January 1,1960 was read.The motion by Holmes
seconded by Krueger authorisation be granted to call for bids on accounting machine.
Motion carried.
USLU CNSOO7N AGREEMENTFOR GAS LINE CROSSING:was read and explained by GasManagerMr.Edwin Snook,proposed line to run Éromthe north side of Wheeler Road toHarmsfeedlot.The motion by Dietsen seconded by Krueger to authorize Mayor &Clerk
to sign Supplemental Agreement for crossing of irrigation works with a natural gaspipelineandalsoResolutionNo.197.Motion carried.
REQUESTTO MOVEBUILDING:Mr.Ed.Dubas appeared bs£ore the council in regards tomovingabuildingfromTexasstreetto1123W.Broadway an H.1.Zone,stated the board
of adjustmetit had approved it.The motion by Holmes seconded by Krueger a public
hearing be set Before the Planning Commission en November Sth,1969.Motion carried.
