Letter from Neil Graham requesting 15ft for loading zone on Germainia..approved by motion of Goodrich 2nd by'Taylor. John Kolve appeared before the Council with a request from the Civil Air Defense to install a shelter for watchers on the hill near thr water tank. The request was taken under advisement. The petition of Jack Penhallurick for rezoning part of Sec lh was referred to the ~ounty Commissioners for action as the land is outside the City limits.The Clerk was instructedto write the Comm ssioners informi tg them of the approval of the Planning Commission. Tne matter of Basin Salvage & Dan Dunn allowing rubish and junk to litter up adjacent property was brought before the Council, Attorney McLean was authorised to write the parties concerned to clean up the messm and advise Fire Chief Simmons to look into the matter also. Ii .A motion by Taylor 2ndT by Goodrich was made and carried to call for* bids for a Dickup for the Water Dept. The Council approved the matter of the water dept paying for work done by the Street Dept in repairing streets where ditches had been dug across them. Ordmance #l1+9,rezoning an area on Section 22 from R-2 to M-l was read the first time,the rules suspended to read the 3d time by title only by motion of Councilman Goodrich 2nd by Taylor and ordered published. Ordinance //150,confirming Assesment roll for L.I.D #2 was read the first time ,the rules suspended by motion of Councilman Taylor 2nd bY Goodrich and to read for the 3d time by title only and order published by motion of Taylor 2nd by Goodrich, A letter from Thorgrimson was read by Atty McLean,requiring certificate of passing Ordinance on L.I D #2 and a copy of minutes confirming ordinance with iaffidavit of publication. Also affidavit of mailing of notice of hearing . T^e hearing on the vacation of 3jt between Broadway &Cea^ral met with no objections and a motion to draw an ordinance to vacate was made by Councilman Goodrich 2nd by Gillett.& carried. Recessed to Dec. 5-50 Clerk J.R.Starr_ Dec.ran Mayor Continuation of recessed meeting of Nov 28th,called to order by Mayor mcCosh with the following members present,J.R Starr, O.D.Goodrich,H,W.Gillett &R.W.Thorenl Meeting called for the purpose of discussion of parking and traffic lights "•on Broadway, with State Engineers Parber &Gray.Mr.Barber submitted a text of arepoet made by Traffic Engineer Dunn to the effect that a traffic light at the intersection of Alder and Broadway would not releive congestion at that point.Mr Barber suggested that a four lane traffic from Alder to Cedar might &&ve some relief. He was also of the opinion that parellell narking on Broadway would work to better advantage Mayor McCosh and Police Chief Bjork exi)Bessed their views to the effect that a traffic stop light at Alder and Broadway is essential.After the subject had been discussed at length Mr.Bather advised that he would hand Mr.Dunn the ideas expressd by the Mayor and ^olice Chief.He alee advised that no paving of Broadway was contemolated at this time.
