I The purpose of the joint meeting was to consider and act onareportsubmittedbyMr.Lloyd Jennings of .the Association ofWashingtonCitiesPlanningCommissioq.assisted.by Cyairman JohnThorenberg. T"e report concerned the proposed exclusion of spme 240 acres from theColumbiaBasinIrrigatiènDistrictaspetitionedbyownersoflandontheintersectionoftheprojectedMosesLakebypassrouteandP.S.H ,U.S #10 comprising farm units No.124 and parts of u aunit143,on sections 25 &36,located approximately one mileSLEtofthopresentCitylimits. Mayor:McCosh explained that over all planning by the Moses LakeCommissionhastodowiththeCountywideplanningincludinglanduseandaccessroads.,and it was necessary to aBugt a pılácywhichwouldtendtogoverntheentireColumbiaBasin. The hearing for the petition for the proposed exclusion is tocomeupnextweekandthewithdrawalofthelandstatedwouldnotbetoothebbestinterestsoftheCityofMosesLake,lying asiitdoes,adjacent to present limits of the City.Mayor McCoshstatedthatitwasinthe.scope.of the Planning CommissionsiDutiestoactonthereportrenderedbyMr.Jennings and thenturnedthemeetingovertoChairmanJohnThornberg. I Chairman _Thornberg asked for a motion to adopt the report madebyMrJenningsandadvisetheBureauofreclamationofthe .Commission's action.A move was then made by CommissionwrShaddock2ndbyCommissionerHumphreytoadoptthereport andadvisetheBureauasstated..E Mayor McCosh then reecommended that the Planning Commission goonrecordtoactonanyfutureproposedprojectsoflike.natureaffectingthefutureofMosesLake,and to take.due cogn&zanceofan¶proposed action. 'gy/May r-McCosh then reconvened the City Council,and requested thee,AA Council to añast the action taken by the.Planning Commission andtohavepaperspreparedforthenextCouncilmeeting.Moved byCouncilmanLowe2ndbyStarrtoadoptthèactionitakehetäprotesthayactiontakentoexcludeanyterritoryfromtheirrigationprojectonthegroundsthatsuchexclusionisunnecesegry.Motion-carried,and to also authorise the Mayor And city Attorneytoprepareandexecutesaidpapers.McCosh Mayor then called on the Planning Commission to work to the endofreactivatingtheCountyPlanningCommission.Mr.Jenningd alsourgedtheCommissiontoadoptallmeanstothesameend.
