Jack Penhallurick brought up the qaastion of leasing the Bureausewerlinetofacilitateusebythecity.The "ayoradvi seuthathehadrecuredareportfromtehBuraagthatthelinecouldbeleasedatanominalsumprovidedthwcityassumefullresposasibAltyforoperation.He furhher Advised that purchase of thesystemshouldDeconsidered.A motion by Gillett 2nd by "oodriogwasmadeandcarriedtonegoolateproceedingforleasing.AimotionbyGillett2ndbyThorentoputtheCouncilonrecord toalsonegociateforpurchasewasalsomadeandcarried.
Gordon Ebbert of the Air Fatrol advised that he had been notifiedbytheauthäritesthatshelterRhouldbeprovidddforanairplaneduringthewinter.The mayor appointed a Committee todiscusthematterwithairportauthorities.Thoren &Goodrich,
reportThereorganazationCommitteewas read by Councilman Starr,andcoveredindetail.Th e State Examiner's report was also takenupanddiscussed.A.number of operating hahgges were reccommendedinthereportofthecommittee,including methods of purcaheel ofsupplies,operating methods in book keeping and personnel.Thereportsuggestedthatafulltimeassistantbeemployedtocollectwatermoniesandthatthepersonbebonded.The newemployeewillbepaidfromthepresentTreasurerclericalhelpfundandpartfromtheeClark's salary now being paid him fromrhwwaterfund,in the amounts of $80.00 and 125,00 respectively.The report was approved tentatively but the Mayor suggestedthatafinalreÿortindetailbemadeatalaterdate.The pro-posedebahgge in employees would take effect as of December lst.Goutc11man Starr also suggested that the Council meet informally
every other Tuesday other than the regular meet ing dates,totakeupanyproblemsthatmaynarise.The Mayor recommended thattheCommitteecontinuetheirstudiesonthewholereport.
