A motion by Starr,Seconded by Thoren to cancel the services of theParamountPestControlCompanyasofJannaxy1,1992. Mk.Harold Eccles and Mr.S.Besselman presented the BesselmanAdditionPlatforconsiderationandapproval.A motion was madebyTaylor,seconded by Starr that the plat be acdepted. Cy Me Lean advised the council that the ruling be followed thatbeforeanewplatcanbeacceptedthat3noticeswiththedescriptionofthepropertyandthattheplatwillbediscussedatapúblichear-ing on a certain date,be posted for 7 days prior to the hearing ,and an affidavit of the-posting be brought in to the hearing. The plats of Crestline Addition and Baker Heights were presented andthedateofhearingwassetforDecember26thfortheiracceptanceandapproval. Mr.Winters talked to the Council about whether he needs a City Licenseornot.He has started a Cross Country bus line on a Greyhound franchise,I his run being from the Greyhound Depot to the Air Base.The councilRequestedthatanaffidavitbepreparedbyCyMeBeanthatheneeds noCitylicense. The following report was made by the Committee to work out a purchaseschedule;The purchase committee of the city met at 7PM December 4,19¶l attheCityHallconsistingofH.W.Gillette,Chairman,CouncilmanClarenceTaylor,Street Supt.Charles Bennett,Water Supt.J.R.Baun,Fire Chief W.P.Simmons,and Chief of Police W.E.Bjork tomakerecommendationstotheCityCouncilonasystmofpurchasingfortheCity. It is recommended that the following system of purchase orders beputtouse; 12(i Page 3 ccCV "Purchase orders in triplicate the same size of the City mouchers and the same color of the different fund vouchers. Current Expense fund white" Water &Sewer fund amber Street Fund -pink Park Fund -Bronze All purchase orders be prenumbered so that an accurate account of all orders may be kept. The current expense fund purchase orders be for the use of Police, Fire and City Hall purchases. A copy of the purchase order recommended is along with thisrecommendation.Heads of the departments have vouchers at their disposal to mail with a copy of-purchase order to a company with which a purchase is made or to supply a company with a voucher at the time of purchase to hasten the payment of these bills on time. It is recommended that the City Council call for bids for 7000 gallons,more or less,of regular gasoline for the year 19¶2 and estimated seasons supply of fuel oil. It is recommended that the City Council call for quatation bids for percentage off of retail price for auto and equipment accessories. To insure better economy in purchasing,the heads of departments should ask for quotations on purchases of $¶0.00 or more,except when purchasing emergency equipment or at times ofemergency. It is recommended that light bulbs,paper towels,toilet paper, sweeping compound,pencils and pens,carbon paper,ink,and other misc.office supplies be purchased by the City Clerk for the useofalldeþts.of the city,thus relieving the dept.heads from buy- ing many small items of this nature." Motion by Goodrich,seconded by Allison to accept the recommendations of the committee. Gillette made a motion,seconded by Allison that bids be called for gasoline and furnace oil for 19¶2.2,¶OO gallons furnace oil and 7,000 gallons regular gasoline more or less. It was recommended that we get a legal opinion on the L.I.D.#1 and get an auditor to straighten it out. Ordinance #168 "An Ordinance Relating To And Regulating Traffic And Travel and Their Incidents Upon The Streets,.Avenues and Public Highways of the Town of Moses Lake,Washington;Prescribing rules of the Road For Vehicular and Other Traffic On The Public Highways; Providing För Conduct in the Event Of Vehicle Accidents,and the Making Reports Thereof;prescribing the Powers and Duties of Police Officers and other Persons In Relation Thereto;defining offenses; Providing Penalties ;Repealing all other ordinances or parts of ordinances in conflict herewith','A motion was made by Goodrich, seconded by T-aylor to be read a second time.A motion by Taylor, seconded by Thoren that it be read the third time by title only.
