The City Council met in regular session..Council members present
were J.R.Starr,Geo.Allison,R.E.Thoren,C.W.Taylor,0.C.Shadduck,and K.W.Œillette.The meeting was called to order by Mayor McCosh.
The minutes of the previous regular meeting and the Special meetingofApril3rdwerereadandapproved.The bills were audited by theauditingcommitteeandorderedpaidbytheCouncil,motion made byTaylor,seconded by Shadduck.

A letter was read from City Engineer,Don Gray,recommending thenumberofservicesrequiredtoamortizethecostofconstruction ,
of a water main on 3rd Ave.extended from Ivy Ave.to the State D'
Highway.The motion made by Starr,seconded by Thoren passed,thatMarshallBurressandMrs.Driggs were to sign an agreement with theCitytoguarantee9connectionsfortheextensionofthe3rdKve.water main from Ivy,Southwesterly to State Highway 10.
Following a discussion by the City Council the motion made by
Gillette,seconded by Taylor passed,that Ëherewould be no changesmadeatthepresenttimeintheregisteringofvoters.
The motion made by Taylor,seconded by Starr passed,accepting theplansforlandscapingaroundtheCityHall,as submitted by Oza Walker.
Following a discussion with the Fire Chief,Ham Simmons,the motion
made by Thoren,seconded by Allison passed,that the present plansforlandscapingaroundtheCityHallbecarriedout.
The motion made by Starr,seconded by Allison passed,directing aresolutionofintentbedrawnupfortheCouncilmeetingApril1¶th,
calling for the formation of L.I.D.#3 with boundries as submitted byHall&Associates report of April 8,1952.
The motion made by Shadduck,seconded by Allison passed,adopting
Resolution No.72,which employs Wm.P.Harper &Son &Co.of Seattle,
Wash.to perform certain services in connection with the issuance and
sale of Certain L.I.D.bonds to be used to finance certain improvements
to the City including pavements,street curbings and sidewalks,and for
the payment thereof.
The motion made by Gillette,seconded by Taylor passed,that the smallCitymaps,scale one inch to 1,000 ft.,be sold for 2¶¢each.
The motion made by Starr,seconded by Gillette passed,adoptingResolutionNo.71 which agrees with the Department of Highways of theStateofWashingtonandtheBureauofPublicRoadsoftheDept.ofCommerceoftheUnitedStatesofAmericathatitwillnot,in the
future,permit encroachments on the right of way of the said above
mentioned streets (Moses Lake-Wheeler Road).
The motion made by Starr,seconded by Shadduck passed,instructing
the City Kttorney to write a letter to the State Land Board thanking
them for their consideration of the City's objections to the withdrawal
of land from the East-Golumbia Basin Irrigation District.
A Vater and-Sewer rate schedule was submitted from Wm.P.Harper &Son
&Co.It was tabled for further study at the next meeting.
The meeting was recessed until Tuesday,April 14,19¶2.II
