The City Council met in regular session.The meeting was called to orderbyMayorMcCosh.Council members present were 0.C.Shadduck,J.R.Starr,H.W.Gillette,C.V.Taylor and Geo.Allison.The minutes of the AprilSthmeetingwerereadandapprovedwiththefollowingsörreótion:"Mrs.Driggs only is to sign the agreement with the City guaranteeing 8 con-nections for the extension of the 3rd Ave.water main."The minutes oftheAprill¶th meeting were read and approved with the following (Presentaddition:"The increase in meter installation charge would not affect thePeninsulaWaterExtensionProject"The bills were audited by theauditingcommitteeandorderedpaidbytheCouncil,motion made byStarr,seconded by Shadduck.

The motion made by Taylor,seconded by Shadduck passed,adopting Res-olution 73 which declared the intention of the City Council to improvecertainstreets,avenues,drives,alleys,etc.by the construction ofbituminouspavement,concrete combined curbs and gutters,sidewalks,and
doing all work necessary in connection therewith,and fixing a timeanddateforthehearingthereon.
Ordinance No.176 was read for the first time.The Ordinance adopted aplanfortheacquisition,construction and installation of certain add-
itions and improvements to and extensions of the combined water and
sewerage system of the city,declaring the estimated cost therof,pro-viding for the issuance of water and sewer revenue warrants in the sumiof$116,000 to provide funds for said purposes,providing the date,form,
terms and maturity thereof and creating a special fund for their pay-ment,and confirming their sale.The motion made by Starr seconded by
Allison,passed,ordering the Ordinance read for the seconËtime.The
motion made by Gillette,seconded by Taylor passed,ordering the rules
suspended and Ordinance No.17¶he read for the third time by title only.
The motion made by Starr,seconded by Allison passed,adopting Ordinance
No.17¶and ordering it published.
Ordinance No.172 was read for the first time.The Ordinance provides
for and requires the numbering of houses and buildings in the City of
Moses Lake,Washington,and repeals Ordinance No.82 and repeals all
other Ordinances or parts of Ordinances in conflict herewith and pro-
vides a penalty for the violation thereof.The motion made by Shadduck
seconded by Starr passed,ordering Ordinance No.172 read for the second
time.The motion made by Gillette,seconded by Allison passed,ordering
the rules suspended and Ordinance No,172 read for the third time by
title only.The motion made by Shadduck,seconded by Gillette passed,
adopting Ordinance No.172 and ordering it published.
Ordinance No.173 was read for the first time.The 6rdinance related to
and regulated traffic and travel and their incidents upon the streets,
avenues and public highways of the City of Moses Lake,Washington;
prescribing rules of the road for vehicular and other traffic on the
i public highways;providing for conduct in the event of vehicle accidents,
and the making reports thereof;prescribing èhe powers and duties of
police officers and other persons in relation thereto;defining offenses;
-providing penalties;repealing all other ordinances or parts of ordinances
in conflict herewith.The motion made by Starr,seconded by Gillette
passed,ordering Ordinance No.173 read for the second time.The motion
made by Gillette,seconded by Shadduck passed,ordering the rules sus-pended and Ordinance No,173 read for the third time by title only.
