The City Council met in regular session.The meeting was called toorderbyMayorMcCosh.Council members present were R.E.Thoren,J.R.Starr,Geo.Allison,H.W.Gillette,G.C.Shadduck,and 0.D.Goodrich.The minutes of the previous meeting were read and approved.The bills were audited by the auditing committee and ordered paid,motion made by Shadduck,seconded by Starr.

A letter was received from the Washington Public Service Comm.offer-Ocingtoregulatethespeedofthetrainsthrutownto25milesperErhour.The motion made by Gillette,seconded by Shadduck passed,
instructing the Clerk to write a letter stating this was not the
solution to our request for signal lights at the crossings.
A letter was received from Mr.McElhinny-requesting his $300 deposit
for the Capistrano Water Survey be returned with interest.The Council
discussed the matter and deelded there had been no mention of interest
being paid.The motion made by Goodrich,seconded by Allison passed,
instructing the Clerk to repay the $300.
A check for $150 was received from the Lady Lions Club and $2¶from
the Junior Womeñ's Club as a donation tothe Park Fund.The motion
made by Starr,seconded by Allison passed,instutting the Clerk towritealetteröfthankstothetwoClubs.
A letter was redd from the Chamber of Commerce suggesting the Council
work out a system to give new settlers free drinking water.The Council
instructed the Clerk to write a letter to Mrs.Fern Henderson,See-
retary of the Block 40 Settlers,telling them there is a faucet in the
City Park they áre welcome to use to get drinking water.
A report on the cost of installing new curbs to grade as required for
the Broadway pating job was submitted by Lem Johnston.The job wasordereddonebyforceaccountatthepriceof$7½8.20.
A report from Dón Gray,City Engineer,was read on the nOffer of Sale"
of the Capistrano Water System.The motion made by Goodrich,seconded
by Shadduck passed,turning down the counter proposal and stating that
the original offer of $4,000 was to,remain.

Gillette,seconded by Goodrich passed,to proceed with the installation
of the pump as þer the engineers recommendations.
Western Cold Storage Co.submitted a price on lime of $40.a ton in
earlots of 18 tons with an additional charge of $2 per ton for handling
when the material was taken out of the warehouse.The motion made
by Gillette,seconded by Starr passed,authorizing Chas.Bennett to
purchase the lime from Western Gold Storage as needed.
The motion made by Starr,seconded by Goodrich passed,that the City
accept the offer from Western Cold Storage Co.to purchase bulk sewage
sludge for $16 per ton and to ask them for an additional offer on the
bagged sludge.
A letter from the Planning Commission was read requesting that no water
permits or meters should be issued until the builder has obtained
and paid for his building permit.The letter was referred to the City
Attorney to be incorporated with the new water ordinance.
A a:oniñg map was presented from the Planning Commission and referred
back to them for further study.
Mr.Van Winkle from the Paramount Pest Control and Mr.Hugh Lingg dis-
cussed with the Council the problem of rats at the City Dump.The
motion made by Starr,seconded by Shadduck passed,that the Paramount
Pest Control resume their baiting program.
Earl Key discussed his problems on obtaining a bond for his plat.The
motion made by Shadduck,seconded by Allison passed,that the questions
await a further report from Don Gray.
Dick Fairbanks requested that something be done about the poor water
pressure on Lakeview Terrace.The matter was referred to Engineer Don Gray.
Mayor McCosh appointed Councilmen Starr and Shadduck as the official
voting delegates to the Assn.of Washington Cities Convention.
The motion made by Starr,seconded by Thoren passed,appointing Richard
Olin to the position of Merchant Police,replacing Mark Leighton.
The motion made by Starr seconded by Allison passed,adopting Resolution
No.75 which prohibits enroachments upon the right of way of the Wheeler
