Osa Walker 212.20 A second letter was received from the Wash.Public Service Commission requesting the Council's opinion on the pronosed speed of trains thru the City of 2¶miles per hour.The Clerk was instructed to write alettertotheCommissionstatingtheCouncil's approval. The motion made by Shadduck,seconded by Starr passed,for the CitytoacceptthetitlefortheDuckfromtheFireDept. The motion made by Starr,seconded .by Allison passed,granting per-mission for the Rural Fire District to add their radio to the polic.e frequency for 1 year,subject to a 30 day cancellation by either party. Ralph Liberty appeared before the Council to ask that a lower rate of license for Auction sales be considered.The Clerk was instructed to write to the Assn.of Wash.Cities asking for sample ordinances from other Cities on auction sales,for the Council to study. Mr.McPherson requested permission to put up a temporary building on his Used Car Lot.The request was referred to the Planning Commission. Eric Peterson and Dick Fairbanks appeared before the Council to dis- euss water and sewer extensions on Lakeview Terrace.The matter wasreferredtotheWaterCommittee. The motion made by Gillette seconded by Taylor passed,adopting Res- olution 76 which prohibits enroachments upon the right of way of the Moses Lake Ephrata road and to maintain the road within the City. limits,the Mayor and Clerk were authorized to sign the Resolution. Ordinance 17¶was read for the first time.The Ordinance provided for the vacatior of a portion of an alley in Parkhill-Scea Addition and declaring an emergency.The motion made by Shadduck seconded by Gillette .passed,ordering Ordinance No.17¶read for the second time. The motion made by Gillette,seconded by Allison passed,ordering the rules suspended and Ordinance No.17¶read for the third time by title only.The motion made by Taylor,seconded by Allison passed,adopt- ing Ordinance 17¶and ordering it published. Ordinance 176 was read for the first time.The Ordinance authorized City Emnloyees to set grade stakes upon lots within the Corporate Limits of the City for the þurpose of establishing the correct grade for the construction of buildings thereon,and protiding a fee-to be paid to said City for establishing said grade and declaring an emergency. The motion made by Taylor seconded by Shadduck passed,ordering-the Ordinance read for the second time.The Motion made by Taylor seconded by Allison passed ordering the rules suspended and Ordinance No.176 read the third time by title only.The motion made by Shadduck,seconded by Taylor passed,adopting Ordinance No.176 and ordering it published. Ordinance 177 was read for the first time.The Ordinance provides for the improvement of certain streets,avenues,drives and alleys by the construction of bituminous pavement,concrete combined curbs and gutters and concrete sidewalks and by doing all other work which may be necessary in connection therewith,all in accordance with a resolution of the City Council passed and ppproved April 22,1992,creating a local improvement diätrict therefor,and providing that the payment for said improvements be made by special assessments upon the property in said district payable by the mode of "paymentby bonds." The motion made by Taylor,seconded by Starr passed,authorizing Jim Baun to hire an extra man for the water dept.for as long as it was necessary.The meeting was adjourned.
