The minutes of the previous meeting of August 12th were read,stand approved as read.Bills were read.The motion by Holmes seconded by West bills be paid and warrantsdrawn.Motion carried.

HOUSING:First item on the agenda was a report on the planned disposal of thehousing.A map was presented to complete the report.Mr.Harvey Fitts of theGrantCountyHousingAuthoritygavecomments.All building should be vacated byspringof1962ifeverythinggoesaccordingtothepresentschedule.Suggested byKruegerthatweauthorizeMr.Fitts to do some necessaë¶painting in the buildingIwithoutfurtherdelay.Motion byDietzen seconded by West that we accept thereport.Motion carried.
SWIMMINGPOOL:Letter was read by the clerk from the Park &Recreation commissionrecommendingthattheCouncil,when financially feasible,have a bond issue for$250,000 for a City swimming pool.$2009000of this issue would be for the swimmingpool,bath house,filter system,etc.in McCosh Park;$39,000 for sprinkler system,lawn andtrees;and $11,000 for the Parking area.Ken Earl,President of the MosesLakeChamberofCommerce,stated the Chamber would like to have an infornal meetingwiththeParkandRecreationCommission,and the Council as soon as possible.ThemotionbyWestsecondedbyKrueger,that the recommendation of the Park .and Recrea-tion Commission be tabled and that we have a meeting with the Chamber of Commerce.and the Park &Recreation Commission to discuss this matter.Motion carried.Meeting was set for Tuesday,Sept 2nd at 12:00 noon.
PELICANHORNDRAINAGE:Committee report on drainage of Pelican Horn given by CityEngineer,ChatWaggener.Mr.Mackin stated that he would like the City to put inthepipingandhewouldbemorethanhappytopayhisshare.The committee reported,however,that they suggest that Mr.Nackin go ahead and carry his piping through theditchathisexpensewiththeunderstandingthatifanL.I.D.does go through in thefuture,he will be credited with that amount against his L,I.D.assessment.MotionbyHolmessecondedbyDietten,that a new committee be appointed by the Mayor toagainreview.this matter of the drainage on Pelican Horn and report back to the nextregularcouncilmeeting.Motion carried.New members of the committee are:RussellStark,William Hilderbrand and Alex Law.
CASCADEPARK:Report given by city attorney,John.Calbom,regarding Cascade Park.The motion by West seconded by Holmes,that the Attorney be instructed to proceedaccordingly.Motion carried.
HI-WAY MEETING:Mayor Boyle gave comments on the Hi-Way commission meeting in OlympiaonWednesday,August 20th,1958.,y
B.E.H.:Report given by City Engineer on B.E.H.and confirmation of an arbitration.The motion by Dietzen seconded by Stark,that the appointment of Mr.Darrell E.Riesasarbitratorbeconfirmed.Motion carried.
DRAINAGEON BROADWAY:Comments given by City Engineer on drainage on the State Hi-WyynearSigmants.We have sent the Hi]May Dept our agreement and it is in Olympia at thepresenttime.

THE OPINION ONWESTVIEWADDITION UTILITIES:by City Attorney was tabled until next
council meeting.
AIRPORT BUILDINGS:Report by City Attorney on buildings at airport was tabled until
next council meeting.
GAS FURNACECONVERSION:Comments given by Ed Snook,Natural Gas Manager,concerning
the Cas furnace conversion bids.Letter read by clerk from Grant County Plumbing &
Heating Company.They would rather not accept an award for less than all three
installations.The motion by Krueger that we review all bids and ask our Natural Gas
Manager to call for all new bids and present them in writing.Motion withdrawn.
Mayor Boy2e will check into this and report back at the next council meeting.
LETTER OF REQUEST FROM LABOR COUNCIL RFAD BY CLERK:The motion by Hilderbrand,
seconded by Dietsen that the Mayor appoint a committee to study this proposal and
report back at the next regular council meeting.Motion carried.Committee members
are:-John Dietzen,Merle West and William Hilderbrand.
WESTERNADDITION:Mr.Darrell Ries reviewed case of ordinance amending zoning in
Western Addition.Mr.Ries'request to Council is that the ordinance be prepared.
Motion by Holmes,seconded byWest,that the City Attorney be instructed to draw up
the ordinance in regard to the zone change in Western Addition.Motion carried.
UTILITIES:Mr.John Moberg,Attorney representing Mr.Wutzke,commented in regard toclaiÀforutilities.Discussion.The motion by West seconded by Holmes,that this
matter be referred to the Moral &Sanitation Committee for further study.Motion car.
FIRE CAPTAINS &FIRE LIEUTERESTâ:Mr.Rector City Supervisor,reported on the credtion
of positions of Fire Captains and Fire Lieutenants for the Fire Department.The motion
by West,seconded by Krueger,that approval be granted and the resolution drawn.Motoar.
JER FOR FIRE ADMINISTRATION:Fire Chief,Chet Rolly,has request a car for the Fire
Administration.The motion by Holmes,seconded by Krueger,that this matter be tabled
until next council meeting.
PATROL GAR:Mr.Rector reported on the disposal and replacement of patrol car.The
motion by Holmes seconded by Dietsen,thatwe call for bids for a new patrol car with
a trade-in and without a trade-in.Motion carried.
CIVIC CENTERGENERÆLPLKR:Mr.Rector stated that the Civic Center General Plan -
should be amended and be presented the proposed amendment map.The motion by West
seconded by Stark that this nag*be adopted as amended.Motion carried.
LETTER OF REQUEST FROMHANS M.SKOV:bridge contractor for the Alder Street Causeway
project,was read.They request a time extension of 31 days.ChetWaggener,city
engineer,recommended that the request be kept om file for future reference.The
Motion byWest seconded by Holmes that the letter be acknowledged and that the engineer's
recommendation be accepted.Métion carried.
WATERINGAT THE FAIñGROUNDS:was introduced by Mr.Rector.The motion by West secon-
ded by nietsen,that the watering at the Fairgrounds be approved.Motion carried.
AUTHORIZATIONFOR PAVING PART OF THE CIVIC CENTER:was presented by Mr.Rector.
Sketches of the proposed work were shown.Estimated cost would be approximately $2600
The motion by Dietzen seconded by West that authorization be given to pave part of
the Civic Center for an estimated cost of $2600..Motion carreid.
LETTER READ BY CLERKON P.U.D.EASEMENTAT TRAVELODGE:Sketches were shown.The motion
by West seconded by Stark,that this be tabled and further study be tiven to it.

Merle West stated that Moses Lake will be hosting the Sheriff's Posse during the
Grant County Fair &Rodeo and they request permission to camp in the Dogwood Park
Area.The motion by Stark seconded by Dietsen that we grant their request.Motion
carried.
