BID OPENING:for L.I.D.#11,City engineer opened and read one bid received thatofGeo.V.Nolte &Co,in the total amount of $27,691.29.Bid to be tabulatedandreportbacklater.
Preliminary Budget reviewed,
i REPORT ON L.I.D.#11 BÍD:engineer stated that figures as listed are correct andlowerthantheengineersestimateandhisrecommendationwastoacceptthebidofGeo.V.Nolte &Co.The motion by Law seconded by Holmes bid of Geo.V.Nolte &Cobeaccepted.Motion carried.
Law and West are appointed to committee with chamber of Commerce for w swimmingpoolfactfindingcommittee.

The minutes of the previous meeting of August 26th were read,stand approved as read.Minutes of the Special meeting of Sept 2nd were read.,stand approved as read.I Bills were read.The motion byWest seconded by Law bills be paid and warrants dradrawn.Motion carried.

B.E.H.CONTRACT:The city attorney gave comments on the third arbitrator,P.H.Winston,
Spokane,reviewed the city's status,report later.
COMMITTEEREPORT ON PELICAN HORNDRAINAGE:Letter from the committee read,discussion.
Mr.Mackin wanted to know if the city would put in the pipe,he would do the fill in,
request denied.The motion by Law seconded by Stark report of committee be accepted.
Law,Hilderbrand,Stark,Krueger for,Dietsen against.Motion carried.
WISTVIER ADDITION:Mr.Krueger gave report on committeels findings.Letter from City
Attorney dated Sept 8th was read.Mrs.Clifford of 1069 Jefferson St,appeared before
the council in regards to her property in the Westview Addition,stated thatthe city
assured her that the Bond was good and would be a couple of months before sewer line
would be put in,at the time they purchased the property,two years ago,Found that
Bond was invalid.Engineer stated that it would cost the city $10,650,for the in-
stallation of utilities.The motion by Dietzen seconded by Krueger,that the city
assume the responsibility of putting in the utilities in the Westview Addition when
it is financially feasible to do so,at an estimated cost of $10,650.Motion carried.
AIRPORT BUILDING REPORT:Letter from the city attorney read,reviewed by attorney
John Calbom.Mr.Cliff Collins spoke in behalf of the Drew Brothers.Mr.Collins
wanted to know if the city felt they owned the buildings.The motion by Krueger sec-
onded by Hilderbrand,to accept the attorney's report and authorize the attorney to
proceed with action to quiet title.Motion carried.
LOWRENT ROUSING:reported on by councilman Dietsen,feels that we are in need of low
rent housing,and recommends that we hold a public hearing oct ihth at the City Hall.
According to survey Moses Lake needs 30 low cost rentals.The motion by Dietzen sec-
onded by Hilderbrand that a public hearing be held Oct lkth at the City Hall.Motion
carried.
ORDINANCENO.367:re-classifying Lot 16 of Western Addition Plat from R1 to M1 was
read.The motion by Krueger seconded by Law,Ordinance No.367 be adopted and Publih-
ed.Motion carried.
WUTZKEREQUEST FOR REIMBURSEMENTON UTILITIES,was explained by councilman Fred Kruegere
The motion by Stark seconded by Law refer matter to the sewer committee for further
study(committee Dietzen,Holmes &Krueger)Motion carried with Dietzen voting against.

RESOLUTIONNO.172:creating position of Fire Captains and Lieutenants was read.The
Motion by Law seconded by Krueger Resolution No.172 be adopted.Motion carried.
P.U.D.REQUEST FOR AN EASF2BNT TO THE TRAVELODGE:was explained by Mr.Rector.The
motion by Krueger seconded by Hilderbrand request be denied.Motion carried.
GAS BIDS:The Mayor stated that on the matter of the gas conversion bids for the three
City Buildings,both parties will talke the bids awarded.
ALDER STREET FILL:reported on by engineer Garth Anderson,stated that they are pro-
gressing satisfactorily.
REQUEST TO PAINT VICTORY VILLAGE:Letter read.The motion by Stark seconded by
Dietzen project be authorized.Motion carried.
REQUEST 10 ESTABLISH POSITION OF COMPTROLLER;,Letter read.The motion by Stark
seconded by Hilderbrand to establish position of comptroller.Motion carried.
Study meeting of RESERVOIR CASE:Friday Sept 12th at Elmer's at 6:30 A.M.
LETTER OF RESIGNATION FROMRALPH KENISON:From the board of Adjustment was read.The
Motion by Hilderbrand seconded by Dietsen to accept Mr.Kenison resignation and send
letter.Mayor submitted the nome of Floyd 0.Swenson to fill the unexpired term of
Ralph Kenison until August 16,1960.The motion3by Hilderbrand seconded by Krueger
that Mr.Svendon be appointed to serve on the board of adjustment for the remainder of
the term of Mr.Kenison.Motion carried.
REQUEST BOR PIAT BONDAMENDMENTAGREEMENTWAS READ:Request tas for release of bond to
Earl Amick &Evelyn Amick of Property in Amick Addition Lots 1,h,5,6,8,9,10 &N.E.60
feet of Lot 7.The motion by Krueger request be denied.Motion lost for kant of second.
The motion by Krueger seconded by Dietsen that the matter be referred to the city
attorney and the engineer for study and refer back to the council.Motion carried.
