Special Meeting for the adoption ofothe 1969 Budget.
The meeting was called to order by Mayor Boyle,councilmen present were Merle WestAlexLaw,Frank Holmes and ihn.Hilderbrand.
Judge Strong appeared before the council in regards to the Library Board's budget
Would like the budget to.be reviewed and changes made in Equipment,Expense and
Supplies and Equipment Building,total amount same.Reguest granted.
ORDINANGE#368:on the adoption of the Budget was read.The motion.by Law

seconded byWest Ord #366 be adopted and published.Motion carried.
Mayor Boyle expressed his thauks to the councilmen and Mr.Rector &others for therehelpand.many hours spent on the budget.
L.I.D.#11:BONDShave not been sold and would like to negotiate..Suggested towriteHarper&Son &Co for a report at next council meeting.

PUBLIC HEARING ON LOWRENT HOUSING:was held,Mr.Jack Lewis asked that committee
give report,Councilman John Dietsen gave brief summary as to cost and who would be
eligible etc.The following people gave there opinions.Mr.Fretwell of Laborers
Union for low rent housing,Carl Hansen,against,might cause slum area.Mr.Ed Ebel
Ivy kve,against,Mr.Howard Peterson against,Winifred Key 2h0 Strafford Road,rep-
resenting waitress and bar maids,for low rent housing,Pat OIDe11 809 Eaß,Rd,
case worker for public assistance,for low rent housing,Steve Monek 630 Peninsula
Dr,no solution to the problem.Mrs.Irene Gone 1302 Juniper Dr,for low rent hons-
ing,Newt Thornton against,Rev.Jackson feels there is a need for low rent housing,
Mr.&Mrs.Zimmerman 910 Earl Road for low rent housing,Rev.Arnold 993 Skyline Dr,
in favor.Wm.Gilman 57§Canterbury lane for low rent housing,Mrs.Ralph Davis is
in favor of low rent housing,Richard Penhallick for,Mrs.John Henry 156 crestriew
Drive opposed to s1mns,feels-that low rent housing will do awaywith slams.The
m.otion byWest seconded by Law study session be set by the council as a whole to
consider the matter further and date be set by the Mayor.Motion carried.
B.E.H.REPORT BY CITY ATTORNEYJOHN CALBOM:would like authorization from the council
to seöure additional legal council in the matter of B.E.H.arbitration.The motion
by Law seconded by Krueger that Mr.Calbom be authorized to secure additional council
în the matter of B.E.H.Arbitration,and submit at next council meeting for confir-
mation.The motion by Holmes seconded by West letter be written to B.E.H.advising
them city will undertake such work-that has not been completed.Motion carried.
PROGRESS REPORT ON CAUSEWAY:was given by city engineer ChetWaggener.
NATURALGAS REPORT:by Mr.Snook,stated that we now have 130 customers,78 are
resident,h6 commercial and 9 municipal and one industrial.Jack Lewis asked if there
would be an increase in gas rates,not to the council's knowledge and it is not under
consideration.
L.I.D.#11 BOND PROPOSAL:Mr.Willard Vadman appeared before the council,brought
a proposal to the conneil which was read.The motion by Holmes seconded by Law to
accept proposal as outlined by Harper &Son &Co.Motion carried.
ORDINANCE:ON THE SALE OF LANÚOWNEDBY CITY READ:The motion by Holmes seconded by
Hilderbrand Ordinance No,c be adopted and published.Motion carried,with Krueger
not voting.Title Ins $2 .CO,1%excise tax,sale price 1660.00 commission 5%.
DON ATKINSON OF KSEM:requested permission from the council to broadcast the next
regular council meeting.The motion by Hilderbrand seconded by Dietzen that per--
mission be granted to broadcast the next council meeting.Motion carried.
LETTER FROM THE STATE HI-WAY COMMISSION:in regards to hearing on Aug 20,1998 per-
taining to that portion of the old primary state Hilday No.18 Loop was read,they
feel that they should not have to retkin this portion of the hi-way and will turn
it back to the city.
LETTER FROMMODERNHOMEBUILDERS:requesting release from Platting Bond of Knolls
Vista No.18 Addition was read.The motion by Holmes seconded by Krueger request
for release be granted.Motion carried.
MAYORBOYLE GAVEREPORT ON 13th DISTRICT CITY LEGISLATIVE MEETING:,Stating that
it is designed to help the cities,by joining together to make their needs and
wishes sknown to the State Legislature and to help them obtain more consideration
in matters pertaining to them.
KNOLLS VISTA FIRE STATION:Bayor Boyle stated that $2,000 had been appropriated for
fire protection in Kno11s Vista and now will need an additional $2,000 to cover
expenses until Nov 1§th,The motion byWest seconded by Dietzen that an additional
$2,000 be granted for Ëire protection in Kno11s Vista.Motion carried.
HEATING POLICE STATION:Mr.Rector reported on heating in the Police Dept,stated
that the pipes have deteriorated beyond repair,and obtained an estimate from Carrillo
Plumbing &Heating in the amount of $262.68 to replace the present pipe with over-
head pipe.The council requested Mr.Rector to obtain further estimates before
going on with the job.
Minutes of the Special meeting of October 6th were read,stand approved as read.
