Mike Mansfield, President of Busby International Inc. and staff agree that that the easement should be abandoned and the ownership of the watermain and fire hydrants should be transferred back to Busby International. This would change the ownership of the on-site water main to private, which complies with MLMC 17.18.020.A.8. Background In 1991, The City accepted an easement, and the onsite watermain and fire hydrants, as shown on the attached drawing. This was the policy at that time. Now, Moses Lake Municipal Code 17.18 .020.A.8 requires all improvements in a binding site plat to be privately held. The property is in the process of being platted with a binding site plan. Fiscal and Policy Implications The City would not be required to maintain the watermain and fire hydrants.
