Motion
Attached is a resolution to adopt the 2017-2022 Six Year Transportation Program.
Background
The City is required to amend their Six Year Transportation Program each year. The Six Year TIP is then
submitted to Regional, State, and Federal planning organizations to form lists of transportation needs.
The Washington State Department of Transportation requires each project to be shown on an individual
sheet, hence the 12 sheets
Fiscal and Policy Implications
Only projects listed in the City's Six Year Transportation Improvement Program are eligible for State and
Federal Funding.

A RESOLUTION TO AMEND RESOLUTION 3537 TRANSPORTATION
IMPROVEMENT PROGRAM FOR 2017-2022
Recitals:
1. Pursuant to the requirements ofRCW 35.77.010 laws of the State of Washington, the
City of Moses Lake has presented an amended Six Year Transportation Improvement
Program for the ensuing six calendar years, 2017-2022.
2. Pursuant further to said law, the City Council of the City of Moses Lake, being the
legislative body of said city, did hold a public hearing on said Transportation
Improvement Program at 7:00 p.m. in the Council Chambers at the Police/Justice Facility
in Moses Lake on July 12th , 2016.
Resolved:
1. The City Council of the City of Moses Lake adopts the amended Six Year Transportation
Improvement Program for the ensuing six calendar years, 2017-2022.
2. A copy of said amended Six Year Transportation Improvement Program for the ensuing
six calendar years, 2017-2022, together with a copy of this resolution shall be filled with
the Director of Highways of the State of Washington.

Community Development has received a request form Chrisjen Enterprises to place a construction trailer on
unplatted property and a request that a building permit be authorized in accordance with MLMC 16.020.040,
Unplatted Areas. Typically a construction trailer, or "job shack", would not requ ire a placement permit. However
this unit has been set-up for a period beyond the construction completion of the commercial greenhouses
Background
A building permit cannot be issued on unplatted property in accordance to MLMC 16.02.040 unless the City
Council finds that the public interest will not be adversely affected by the issuance of such a permit. See
attached.
It should be noted that the parcel is currently in the process of being platted. See attached site plan. Staff has
yet to determine the plat application to be complete due to some minor omissions.

A RESOLUTION ALLOWING CHRISJEN ENTERPRISES, LLC TO BUILD ON UNPLATTED
PROPERTY
RECITALS:
1. Moses Lake Municipal Code 16.02.040 allows for the issuance of a building permit to a proponent
who wishes to build on unplatted property after a resolution from the City Council.
3. Chrisjen Enterprises, LLC requested the City Council to it to build on unplatted property described as
follows:
Wheeler Corridor Business Park Major Plat (preliminary)
RESOLVED:
1. That Christen Enterprises, LLC be allowed to place a temporary construction trailer on unplatted
property located at the corner of Highway 17 and Wheeler Road. The permission granted is personal
to Chrisjen Enterprises, LLC and does not run with the land.
Adopted by the City Council on July 26, 2016.

Ordinance -2016 Budget Adjustment

Council has an opportunity to approve these 2016 budget adjustments modification gives staff
direction to make both minor and capital purchases ..
Background
Council approved the 2016 annual budget with Ordinance 2793 on December 22, 2015 and
subsequent adjustments on February 23, 2016. The current adjustment s cover unanticipated
expenditures and related costs of formally approved budgetary decisions and expenditures. The
adjustments are briefly described below.
1. General Fund:
a. Executive branch had wages and benefits increased with the creation of Deputy City
Manager position.

b. Wages and benefits for Community Development were decreased with the
allocation of the Directors time to the Executive branch.
c. Legal, and Community Development had large increases in professional services for
the Win Co appeal.
d. Transfers from Miscellaneous Services to Special Revenue.
e. Fire department acquired small equipment with the purchase of the new engine.
Medical payments paid on retired firefighters are now being paid from the fire
department and not the fireman's pension fund per state auditors.
2. Budgeted expenditures exceeded revenue. Transfers in from the general fund were
needed to cover fund balance in Street Reconstruction.
3. Storm water anticipates receiving a state grant to cover portion of storm drain projects.
4. Due to a higher than normal rate of claims the expenditures in the Unemployment
Compensation Insurance fund increased substantially.
5. The Equipment Rental fund lease revenue was not booked at the time of the expenditure
budget being approved. The initial payment on the lease was made at the beginning of
the lease year and not at the end of the year.
6. Fireman's Pension fund expenses was reduced by the same amount that the fire
department expenses increase for medical insurance premiums and direct payments.

Driveway Deviation -Lot 2 of S. L. & A. #1 Major Plat

Motion
Western Pacific Engineering & Surveying, Inc., on behalf of their client, requests a deviation to
allow an additional driveway onto Central Drive to serve Lot 2 of the S. L. & A. #1 Major Plat.
Background
Moses Lake Municipal Code 12.10.035 does not allow any additional driveways on Central Drive.
Municipal Code 12.10.035 was created to restrict the driveway on high traffic streets to improve
the safety for motorists and pedestrians. Stratford Road is an example of how the number of
driveways can affect safety and efficiency of a roadway.
When Central Drive was constructed between Valley Road and Grape Drive, staff contracted the
property owners and discussed the number and locations of the driveways and they agreed with
the driveway locations that were constructed. An emphasis was made to limit the number of
access points and to align them with points on the opposite side of the street whenever possible.
The three driveways on the other side of Central Drive that were mentioned in the request, serve
three different parcels that existed at the time of construction. This driveway would not align

with any of the existing driveways. Staff doesn't agree that the additional driveway would reduce
traffic congestion in Central Drive or allow for greater public safety and health.

Dear Planning Commission,
Western Pacific Engineering & Survey, Inc., on behalf of our client, would like to request for variances for
the full width of the Lot 2 S.L. & A. No. l Major Plat Commercial Binding Site Plan.
We would like to request a variance to the curb cuts to allow for one additional curb cut. There is currently
one existing curb cut (see exhibit for approximate locations). The property to the East located directly across
Central Drive has three existing curb cuts for roughly the same size length of street frontage. By allowing the
additional curb cut it would ensure conformity with the existing neighborhood. Additionally, it will help to
reduce traffic congestion by adding a second access point, aid in the fire department's response as they
would be able to pull through the lots versus having to design tum arounds and thereby allowing for greater
public safety and health. The client believes a variance is warranted in this case due to these circumstances.
