The meeting was called to order at 7 p.m. by Mayor Ecret.
PLEDGE OF ALLEGIANCE: Jasmyne DeBeaumont, Moses Lake Business Association Director,
led the Council in the pledge of allegiance.
PRESENTATIONS AND AWARDS
VISION 2020 AWARD
Mayor Ecret presented a Vision 2020 Visionary Award to Washington Trust Bank for their recent
building remodel.
CONSENT AGENDA
Minutes: The minutes of the February 12 meeting were presented for approval.
Approval of Claims, Prepaid Claims, Checks, and Payroll: Vouchers audited and certified by the
Finance Director as required by RCW 42.24.080, and those expense reimbursement claims,
certified as required by RCW 42.24.090 , have been recorded on a listing which has been made
available to the Council for approval and is retained for public inspection at the Civic Center. As
of February 26 ,2013 the Council does approve for payment claims in the amount of $275,831 .99 ;
prepaid claims in the amounts of $158 ,520.39 and $103,238 .01 ; claim checks in the amount of
$1 ,095,778.18; and payroll in the amount of $313,662.48.
Action Taken : Mr. Reese moved that the Consent Agenda be approved , seconded by Mr. Lane,
and passed unanimously.
COMMISSION APPOINTMENTS -None
CONSIDERATION OF BIDS AND QUOTES -None
PETITIONS, COMMUNICATIONS, OR PUBLIC HEARINGS
REQUEST TO USE CITY STREETS -MOSES LAKE BUSINESS ASSOCIATION
The Moses Lake Business Association requested the closure of Third Avenue from Beech to Cedar
and the 200 and 300 blocks of Ash Street on Saturday and Sunday, September 21 and 22 for the
Basin BBQ Bash . The request also includes the use of Sinkiuse Square, a beer garden on Ash
Street, discharge of grey water into the city sewer system, the BBQ team members be allowed to
stay in self-contained vehicles overnight in the Surf n' Slide parking lot, and the City absorb the
dump fees.
Marianne Kirwin, Moses Lake Business Association, stated that the Basin BBQ Bash will be a two
day event again this year and there should be between 5,000 and 8,000 people for the event.
CITY COUNCIL MINUTES: 2 February 26, 2013
Mayor Ecret was concerned about closing the street and felt that a survey of the downtown
businesses affected should be conducted since a number of business owners have indicated that
they lost business last year.
There was some discussion by the Council.
Action Taken: Mr. Lane moved the request be granted, seconded by Mr. Reese, and failed with Mr.
Lane, Mr. Reese, and Mr. Deane in favor and Dr. Curnel, Mr. Avila , Mrs. Liebrecht, and Mayor
Ecret opposed.
The Moses Lake Business Association was requested to survey those businesses who would be
affected by the street closure and provide the results to the City.
ORDINANCES AND RESOLUTIONS
ORDINANCE -AMEND 18.58 -SIGNS -2ND READING
An ordinance was presented which allows for the placement of wayfinding signs.
The ordinance amending Chapter 18.58 of the Moses Lake Municipal Code entitled "Signs" was
read by title only.
Action Taken: Dr. Curnel moved that the second reading of the ordinance be adopted, seconded
by Mr. Avila, and passed unanimously.
ORDINANCE -CREATE 8.27 -COST RECOVERY -1ST READING
An ordinance was presented which states the intent of the City to charge for hazardous materials
and motor vehicle incidents clean up as allowed by state law.
The ordinance creating Chapter 8.27 of the Moses Lake Municipal Code entitled "Cost Recovery"
was read by title only.
Joseph K. Gavinski, City Manager, stated that the reason for the ordinance is to try to relieve the
extraordinary expenses against the general tax payer and to have whoever is responsible pay for
the costs. Most of the costs will be covered by insurance companies.
There was some discussion by the Council on what costs would actually be covered and who would
actually pay for the clean up.
Action Taken : Mr. Deane moved that the first reading of the ordinance be adopted, seconded by
Mrs. Liebrecht, and passed unanimously.
ORDINANCE -AMEND 13.12 -WATER, SEWER, AND STORMWATER RATES _1 ST READING
An ordinance was presented which clarifies language related to joint charging .
The ordinance amending Chapter 13.12 of the Moses Lake Municipal code entitled "Water, Sewer,
and Stormwater Rates" was read by title only.
Action Taken: Mr. Lane moved that the first reading of the ordinance be adopted, seconded by Mr.
Avila, and passed unanimously.
CITY COUNCIL MINUTES: 3 February 26, 2013
RESOLUTION -TRAFFIC GRANT
A resolution was presented which accepts a $1 ,500 grant from the Washington Association of
Sheriffs and Police Chiefs. The funds will be used to replace a traffic radar unit.
The resolution accepting a Washington Association of Sheriffs and Police Chiefs Grant (WASPC)
was read by title only.
Action Taken: Mr. Avila moved that the resolution be adopted, seconded by Dr. Curnel, and passed
unanimously.

GRANT COUNTY ECONOMIC DEVELOPMENT COUNCIL -CONTRACT
Authorization was requested for the City Manager to sign the 2013 Municipal Services Agreement
with the Grant County Economic Development Council.
Mr. Lane, a member of the Grant County EDC, provided information on its activities.
Action Taken: Mr. Lane moved that the City Manager be authorized to sign the contract, seconded
by Mr. Avila, and passed unanimously.

COUNCIL QUESTIONS AND COMMENTS
CITY MANAGER REPORTS AND COMMENTS
AUTOMATED TRAFFIC ENFORCEMENT
Joseph K. Gavinski, City Manager provided a report from the Police Department on the City's
Automated Traffic Enforcement Program.
Chief Mitchell mentioned that the general public supports this program and it allows the police
officers to concentrate on other enforcement activities. He pOinted out that the cameras are a 24-7
enforcement tool and it would require two officers to monitor an intersection and then for only short
periods of time.
iFIBER COMMUNICATIONS -FRANCHISE
Joseph K. Gavinski, City Manager, stated that iFiber Communications has defaulted on its
responsibilities under th.e granted franchise. A public hearing has been scheduled for March 12
before the City Council to determine what sanctions shall be applied as a result of the default.
BUILDING ACTIVITY REPORT
The January 2013 Building Activity Report was presented.

POLICE CHIEF -PLAQUE
Mayor Ecret presented Police Chief Dean Mitchell a plaque for his 34 years of dedicated service
to the City of Moses Lake.
The regular meeting was recessed at 8 p.m. and the Council met in an executive session with the
City Attorney to discuss litigation. The executive session was adjourned at 9 p.m. and the regular
meeting was reconvened. The regular meeting was adjourned at 9 p.m.

SUBJECT: Rathbone Final Major Plat and Findings of Fact
Rathbone Sales, Inc, submitted a one lot final plat of 7.45 acres located at 3860 E,
Broadway Avenue, the site of the current sales facility, The site is zoned Heavy Industrial,
which corresponds with the Comprehensive Plan Land Use Designation of Industrial.
There have been no significant changes from the preliminary plat. The Planning

FINDINGS OF FACT, CONCLUSIONS, AND
DECISION
1. HEARING BEFORE THE PLANNING COMMISSION.
1.1 Date. A public meeting was held upon proper notice before the Commission on February 14,
2013.
1.2 Proponent. Rathbone Sales, Inc. is the proponent of this plat.
1.3 Purpose. The proponent has submitted a final plat application to create one platted lot of
7.45 acres for property which is legally described upon the plat. City staff has confirmed the
property described on the plat is the property submitted for platting.
1.4 Evidence. The Commission considered the following materials in reaching its decision :
A. The final plat submitted December 11 ,2012.
B. Staff report and attachments.
2. FINDINGS OF FACT BY THE PLANNING COMMISSION.
Based upon the evidence presented to them, the Commission makes the following findings of fact:
2.1 The proponent represents the owner of the property.
2.2 The property is zoned Heavy Industrial.
2.3 There were no significant changes between the preliminary plat and final plat.
2.4 Corrections to the drawing are needed, as noted in the Development Engineer's comments.
2.5 The Assessor's office commented that the owner shown on the plat drawing does not match
the Assessor's records.
3. CONCLUSIONS BY THE PLANNING COMMISSION.
From the foregoing findings of fact the Commission makes the following conclusions:
3.1 The Planning Commission of the City of Moses Lake is vested with the authority to determine
approval of plats.
3.2 It is in the best interests and welfare of the city's citizens to plat the property as proposed.
3.3 Conditions are needed to ensure the plat is accurate.
3.4 With conditions, the final plat is consistent with the preliminary plat approval.
4. DECISION OF THE PLANNING COMMISSION.
On the basis of the foregoing findings of fact and conclusions, it is the recommendation of the
Planning Commission that the plat be approved with the following conditions:
4.1 The comments ofthe Development Engineer shall be addressed before the plat is recorded .
4.2 The comments of the Assessor's office shall be addressed before the plat is recorded.

A RESOLUTION ACCEPTING STREET AND UTILITY IMPROVEMENTS FOR
MUNICIPAL USE AS PART OF THE STONE HOLLOW SHORT PLAT
Recitals:
1. Street and Utility improvements, lying in dedicated right-of-way or easements, are in
place and constructed to the City of Moses Lake's street and utility systems as part of the
Stone Hollow Short Plat.
2. Said street and utility improvements have been installed in accordance with the City of
Moses's Lake's Community Standards, such installation being completed in March, 2013.
3. RCW 35.91.030 indicated that public street and utility facilities, which are developer
installed should be accepted by the City of Moses Lake upon completion if the facilities
are built to city standards.
Resolved:
1. The City of Moses Lake accepts the street and utility improvements as facilities of the
City of Moses Lake and as such will charge for use of such facilities as authorized by
ordinance, contingent upon the owners providing a maintenance bond for the street and
utility improvements effective for two years from the date of acceptance of the
improvements by Council.
2. After March 12,2015, all further maintenance and operation cost of said street and utility
improvements, shall be borne by the City of Moses Lake, as provided by city ordinance.

3.3 Excluding a parcel so that itwould be landlocked would be a significant changes between the

4. DECISION OF THE PLANNING COMMISSION.
On the basis of the foregoing findings of fact and conclusions, it is the recommendation of the

We, Petr and Valentina Shaporda, are writing this letter to request your permission to keep a
semi-truck on our property (1112 S. Eastlake Drive) until it is sold. The truck was parked along
the curb by our house until we received a copy of the rules for property within city limits and
then the truck was moved into our driveway, as we understood from the property rules. A few
weeks later, we received another letter asking us to remove the tractor from the property within
10 days. We are currently selling the truck and until it is sold, we are asking permission to keep
it on our property.

The Moses Lake Business Association (MLBA) conducted several surveys, upon the Council's request (Feb. 26th Council
Meeting). The survey pertains to the MLBA request for permission for street closures during our 3rd Annual Basin BBQ Bash
to be held on September 21st and 22nd, 2013. LakeTown Landing merchants that were surveyed for this initial request are
those who would have parking closest to their storefront directly affected by the MLBA event street closures.

2. Permission to close Third Avenue from Beech Street to Cedar Street from 8 am - 6 pm daily but not overnight.
3. Permission to use Sinkiuse Square both days for the purpose of entertainment and judging. I have checked with the Park
and Recreation calendar and this date is available. I have also completed the Moses Lake Parks and Recreation Special
Event Application which was sent Feb. 20th, 2013.
4. Permission to allow a non-profit group to host a beer garden in the 300 block of Ash Street for the public as we have the
last two years without incident.
5. Permission to allow the discharge of grey water into the City sewer system.
6. Permission for dump fees to be absorbed by the City.
7. Permission that the team members be allowed to stay in self-contained vehicles overnight in the Surf'n Slide parking lot
as this is close in proximity to their cooking set up on Third Avenue.
We ask that the Council consider the information received to support MLBA events as supporting the merchants in LakeTown
Landing specifically for the Basin BBQ Bash event street closure request. We would like to add the request as an agenda
item to the next City Council Meeting Tuesday March 12th, 2013 if needed for further discussion.

The events the Moses Lake Business Association and other oganizations put on in LakeTown Landing are
intended to bring people to our downtown shopping district and into your stores. Sometimes this means
hundreds and other times it means thousands of people in LakeTown Landing. Even is they don't shop on
that day they will know your business is there and a seed will be planted for a return visit.
The Mayor has suggested we survey downtown business owners about the issue of closing off the streets

Attached is a proposed ordinance continuing the moratorium on the establishment of
medical marijuana collective gardens.
It is suggested the moratorium be extended because the legislature has not yet resolved
the issues which exist in current state law with regard to collective gardens. Additionally,
there is a significant issue remaining with regard to the effect of federal law which needs
to be resolved.
A public hearing will be scheduled for the March 26 regular City Council meeting.
The proposed ordinance is presented to the Council for consideration . Language has been
added to the ordinance deeming the existence of an emergency and providing for the
passage of the ordinance on a single reading if an emergency is declared and the
ordinance receives the affirmative votes of at least two-thirds of the City Council.

ORDINANCE NO. 2676
AN ORDINANCE OF THE CITY OF MOSES LAKE EXTENDING A MORATORIUM ON THE
ESTABLISHMENT OF MEDICAL MARIJUANA COLLECTIVE GARDENS, DEFINING "MEDICAL
MARIJUANA COLLECTIVE GARDENS"; PROVIDING FOR A PUBLIC HEARING;
ESTABLISHING AN EFFECTIVE DATE, AND PROVIDING THATTHE MORATORIUM, UNLESS
EXTENDED, WILL SUNSET WITHIN SIX (6) MONTHS OF THE DATE OF ADOPTION.
1. On September 27, 2011, the City Council passed Ordinance No. 2630 imposing a moratorium on the
licensing, establishment, maintenance or continuation of any medical marijuana collective garden; and
2. Ordinance No. 2630 defined the medical marijuana collective gardens that were subject to the
moratorium and adopted findings and conclusions supporting the moratorium; and
3. On September 27, 2011 , the City Council conducted a public hearing to take public testimony on the
imposition of the moratorium; and
4. Additional time is needed to allow the City to consider land use regulations to address medical marijuana
collective gardens; and
5. RCW 35A.63.220 and RCW 36. 70A.390 allow the City to extend a moratorium for one or more six-month
periods if a subsequent public hearing is held and findings of fact are made prior to each renewal; and
6. Because the moratorium was set to expire on March 16, 2013, the City Council considered the issue of
whether the moratorium should be extended for an additional six-month period during its regular Council
meeting on March 12, 2013, and ;
7. The City Council desires to enter findings in support of extension of the moratorium;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOSES LAKE, WASHINGTON ORDAINS AS
FOLLOWS:
Section 1. The recitals set forth above are hereby incorporated as findings of fact.
Section 2. The City Council further finds as follows
A. The possession or distribution of marijuana has been and continues to be a violation of state law
pursuant to Chapter 69.50 RCW (Washington's uniform Controlled Substances Act), and federal law,
through the Controlled Substances Act; and
B. In 1998, the voters of Washington State approved Initiative 692, now codified as Chapter 69.51A RCW,
which created a limited defense to marijuana charges under state, not federal law, if the person charged
could demonstrate that he or she was a qualifying patient or deSignated provider as those terms are
defined in Ch. 69.51A RCW; and
C. In 2011 , the state legislature passed Engrossed Second Substitute Senate Bill (E2SSB) 5073 making
significant amendments to the medical marijuana law in Washington; and
D. The Governor signed the E2SSB 5073, but vetoed several portions expressing her reservations about
provisions that involved state employees in activities that could be interpreted as in viola tion of federal
laws; and
E. E2SSB 5073 because effective on July 22, 2011 ; and

F. E2SSB 5073 authorizes "collective gardens" where up to ten qualifying patients may join together to
produce, grow and deliver up to 45 marijuana or cannabis plants for medical use; and
G. Under E2SSB 5073 there is no limit to the number of medical marijuana collective gardens that may be
located at any site nor restrictions as to where collective gardens may be located in relation to other
uses; and
H. Medical marijuana collective gardens are not currently addressed in the Moses Lake zoning code and
under Section 1102 of E2SSB 5073 cities may adopt zoning requirements for collective gardens; and
I. Unless the moratorium imposed by Ordinance No. 2630 is extended, medical marijuana collective
gardens may be located within the City of Moses Lake while the City lacks the necessary tools to ensure
the location is appropriate and that the potential secondary impacts of collective gardens are minimized
and mitigated; and
J. Initiative Measure No. 502, filed July 8,2011 and on the ballot in November, 2012 , proposed to legalize
the production, possession , delivery, distribution and sale of marijuana subject to regulation by the State
Liquor Control Board for both recreational and medicinal use; and
K. Since Initiative 502 was passed by popular vote, the State will issue licenses to marijuana producers,
processors and retailers for locations and operations within city limits, and the State Liquor Board must
adopt rules associated with the regulation of licensed marijuana producers, processors and retailers
within city limits by December 1, 2013; and
L. The City cannot predict what rules the State Liquor Control Board will adopt in response to the passage
of Initiate 502. Therefore, the City cannot presently anticipate what action may be necessary to respond
to the effects of Initiative 502.
M. The City Council deems it to be in the public interest to extend the moratorium imposed by Ordinance
No. 2630 pending consideration of land use regulations to address medical marijuana collective gardens
and the passage of Initiative 502.
Section 3. Pursuant to the provisions of RCW 35A.63.220 and RCW 37.70A.390, the moratorium enacted
by Ordinance No. 2630 prohibiting the licensing, establishment, maintenance or continuation of any medical
marijuana collective garden in the City of Moses Lake is extended for six months. A "medical marijuana
collective garden" is an area or garden where qualifying patients engage in the production, processing, or
transporting and delivery of marijuana for medical use as set forth in the E2SSB 5073 and subject to the
limitations therein.
Section 4. Medical marijuana collective gardens as defined in Section 3 are hereby designated as prohibited
uses in the City of Moses Lake. In accordance with the provisions of RCW 35A.82.020 and Moses Lake
Municipal Code 5.04, no business license shall be issued to any person for a medical marijuana collective
garden, which use is hereby defined to be a prohibited use under the ordinances of the City of Moses Lake.
Section 5. The moratorium set forth in this Ordinance shall be in effect for a period of six months from the date
this ordinance is passed and shall automatically expire on that date unless extended as provided in RCW
35A.63.220 and RCW 36.70A.390, or unless terminated sooner by the Moses Lake City Council.
Section 6. The City Manager is hereby authorized and directed to develop draft regulations regarding collective
gardens. The regulations shall be referred to the Moses Lake Planning Commission for review and
recommendation for inclusion in the Moses Lake Zoning Code.
Section 7. If any provision of this ordinance or its application to any person or circumstance is held invalid, the
remainder of the ordinance, or the application of the provision to other persons or circumstances is not
affected.

Section 8. The City Council declares this is a public emergency ordinance necessary for the protection of
public health, safety, property, or peace and has passed this ordinance on a single reading with a majority plus
one of the whole membership of the Council voting in favor of passage with the ordinance taking effect

AN ORDINANCE CREATING CHAPTER 8.27 OF THE MOSES LAKE MUNICIPAL
CODE ENTITLED "COST RECOVERY"
THE CITY COUNCIL OF THE CITY OF MOSES LAKE, WASHINGTON ORDAINS AS FOLLOWS:
Section 1. Chapter 8.27 of the Moses Lake Municipal Code entitled "Cost Recovery" is created as follows:
8.27.010 Purpose: The purpose of this chapter is to establish the fees to recover the cost of services which
the City of Moses Lake Fire Department provides related to motor vehicle accidents or collisions,
motor vehicle fires, motor vehicle extrications, and hazardous materials spills or discharges.
8.27.020 Fee Schedule: Fees to cover the cost of services provided by this section are as follows:
A. MotorVehicle Accidents: The followi ng fees shall be charged for recovery of costs associated
with motor veh icle accidents or collisions, motor vehicle fires, motor vehicle extrications,
technical rescues, and other incidents on the roadway: The fee for services provided by the
City of Moses Lake Fire Department in connection with the response to motor vehicle
accidents, collisions, fires, extrications, and technical rescues shall be determined on a case-
by-case basis by the Fire Chief, his designee, or a third party billing service in an amount not
to exceed the amount reasonably borne by the City to provide such services, which may
include, but is not limited to, personnel, supplies, and equipment charges. Said fee shall be
charged according to the usual, customary, and reasonable hourly rates and actual costs.
B. Hazardous Materials: Pursuant to RCW 4.24.314, the following fee shall be charged by the City
of Moses Lake Fire Department for the following services: Extraordinary costs for hazardous
materials mitigation and/or clean up shall be determined on a case-by-case basis by the Fire
Chief, his designee, or a third party billing service in an amount not to exceed the amount
reasonably borne by the City to provide such services, which may include, but is not limited to,
personnel, supplies, and equipment charges. Said fee shall be charged according to the
usual, customary, and reasonable hourly rates and actual costs.
C. Persons Subject to Charges: The aforesaid fees shall be charged as determined by the Fire
Chief, his designee, or a third party billing service to any person or persons whose negligent
or willful act is the cause of any motor veh icle accident, collision , fire, or techn ical rescue to any
person or persons who is the owner of or has custody and control over any vehicle involved
in any motor vehicle accident, collision, fire, or to any person regardless of fault are
responsible for the release or discharge of any hazardous material.
Thefee in Moses Lake Municpal Code 8.27.020(A) shall be submitted to the appropriate motor
vehicle insurance carrier as a claim for damages.
In the event services are required as a result of utilities caused safety problems to roadway
areas, and if the area is deemed unsafe by emergency responders, the same billing process
shall apply to the responsible party. All claim costs shall be submitted to the insurance carrier
of the at-fault owner of a vehicle, uninsured responsible party, or the at-fault owner of the
property, contractor, or utility company.
The fee in Moses Lake Municipal Code 8.27.020(B) shall be submitted to the responsible
party.
D. Non-Exclusive Remedies: Nothing in th is section shall preclude the City of Moses Lake from
using any other available method to recover fees or costs as described in this section by any
other means available at law.
Section 2. This ordinance shall take effect and be in force five (5) days after its passage and publication of
its summary as provided by law.

Section 1. Chapter 13.12 of the Moses Lake Municipal Code entitled "Water, Sewer, and Stormwater Rates"
is amended as follows:
13.12.055 Joint Charging: All charges for water, sewer, garbage, ambulance, and stormwater payments due
the city shall be billed jointly on one (1) statement. If water, sewer, garbage, ambulance, and
stormwater charges are billed in conjunction and simultaneously with statements issued by the city
for refuse collection and disposal, all payments received from a customer shall be credited first to
past due garbage charges, then the remainder, if there be any, first to past due sewer charges,
then to past due ambulance charges, then to past due water charges, and then to past due
stormwater charges. Payments on current accounts shall be credited first to garbage charges, the
remainder, if there be any, to sewer charges, then to ambulance ehaAges charges, then to water
charges, then to stormwater charges.
Section 2. This ordinance shall take effect and be in force five (5) days after its passage and publication of
its summary as provided by law.

Staff has received a request from Lind Bingham, AkzoNobel Manager, to amend the Sign
Code in order to allow an increase in the sign area and height for directional signs in the
Industrial Zone. Mr. Bingham feels that the increased sign size area and height would
promote better visibility and safety.
The Planning Commission reviewed the request and determined that directional sign
standards in the commercial zones should differ from the industrial zones and
recommended a change to the standards. The Planning Commission recommended that
a directional sign in the industrial zones be no more than fifty-five (55) square feet per sign
with a maximum height of fifteen (15) feet.
The ordinance amending Moses Lake Municipal Code 18.58, entitled Signs is presented
for Council consideration. This is the first reading of the ordinance .

AN ORDINANCE AMENDING CHAPTER 18.58 OF THE MOSES LAKE MUNICIPAL
CODE ENTITLED "SIGNS"
THE CITY COUNCIL OF THE CITY OF MOSES LAKE, WASHINGTON ORDAINS AS FOLLOWS
Section 1. Chapter 18.58 of the Moses Lake Municipal Code entitled "Signs" is amended as follows:
18.58.030 Sign Regulations:
A Only a sign as defined in Section 18.58.020.00 is subject to the provisions of this chapter.
B. A sign type that is listed "A" in the following table is allowed to be displayed, subject to the
applicable sign regulations listed in this section and in the table.
C. A sign type that is listed "P" in the following table is prohibited from display, unless it is a non-
conforming sign as provided in Section 18.58.090.
D. A sign type that is listed "E" in the following table is exempt from the provisions of this chapter.
E. A sign type that is not listed in the following table is not allowed to be displayed.
F. A sign shall comply with applicable provisions of the State Building Code and Chapter 16.02
of this code entitled Building Permits.
G. A sign is subject to Chapter 8.14 of this code entitled Nuisances.
H. State law (RCW 70.54.090) prohibits the attachment of a sign to a utility pole.
I. No sign is allowed on or over right-of-way except as approved by City Council for city streets.
No sign is allowed within right-of-way of the interstate or primary system where there are no
curbs. A sign may be allowed within right-of-way of the primary system where there are curbs
and other streets, subject to the following conditions and circumstances:
1. A projecting sign is allowed over a sidewalk in right-of-way in the C-1 Zone and in the C-2
Zone where the building is not set back from right-of-way, provided that the sign does not
project more than eighty percent (80%) of the distance between the right-of-way line and
back of curb line, and there is a minimum of eight feet (8') vertical clearance under the sign
2. A political sign is allowed in right-of-way subject to the remainder of the applicable sign
regulations in this section and in the following table.
J. No permanent sign is allowed on or over a public utility easement
K. A permanent sign may be allowed over but not on a municipal easement, upon approval by
the Municipal Services Director.
L. Every sign shall be maintained in a safe and secure manner. A torn, broken, hazardous,
dilapidated, or outdated sign, as determined by the Building Official, shall be repaired,
replaced, or removed.
M. The City Engineer shall review each application for a sign permit for sight distance. The City
Engineer shall consider whether a sign would be located or constructed so as to obscure or
obstruct an official traffic sign, signal, or device, or obstruct a motorist's view of approaching,
merging, or intersecting traffic before approving or disapproving the application.
N. Internal or external sign lighting shall be shaded, hooded, site screened, or directed so that the
light's intensity or brightness shall neither adversely affect adjacent or nearby property, nor
create a public nuisance, nor create a traffic hazard.
O. A sign may be located within the front or exterior yard (as defined in sections 18.06.630 and
1806.650 of this title) but shall not be located in the interior side or rear yard (as defined in
sections 1806.650 and 18.06 .640 of this title).
P. Where electronic signs are allowed, the following conditions apply:
1. The message shall have a static display time of at least two (2) seconds after moving on
to the signboard, with all segments of the total message to be displayed within ten (10)
seconds.
2. Displays may travel horizontally or scroll vertically onto electronic signboards, but must
hold in a static position for two (2) seconds after completing the travel or scroll.
4. Electronic signs requiring more than four (4) seconds to change from one (1) single
message display to another shall be turned off during the change interval.
5. No electronic sign lamp may be illuminated to a degree of brightness that is greater than
necessary for adequate visibility. In no case may the brightness exceed eight thousand
(8 ,000) nits or equivalent candelas during daylight hours, or one thousand (1,000) nits
(illuminative brightness measurement),or equivalent candelas between dusk and dawn .
Signs found to be too bright shall be adjusted as directed by the City of Moses Lake.
6. Minimum height for the sign shall be thirteen feet (13') from grade of the adjacent roadway
to the bottom of sign.
7. The sign background shall not be white in color. White lights shall not be used as the sign
background.
8. Businesses, churches, or schools are allowed changeable signs providing that changeable
displays in residential zones shall be turned off between the hours of 10 p.m. and 7 a.m.
Q . No sign shall be erected or maintained if it is visible from the main traveled way of the
interstate or primary system except as permitted by Washington Administrative Code Chapter
468-66 entitled HIGHWAY ADVERTISING CONTROL ACT or Revised Code of Washington
Chapter 47.42 entitled HIGHWAY ADVERTISING CONTROL ACT -SCENIC VISTAS ACT.
R. Signs constructed of temporary sign materials, as defined in Section 18.58 .010.TT, shall not

Currently the existing sign code for freestanding signs in the Wheeler Road
industrial zone has the same height and square footage as the inner city,
Since my plant is on a larger property, as are several other businesses in the
area, it would seem that the allowable sign area and height for ground signs in
this particular area could be increased. This would provide greater visibility for
commercial drivers to use the appropriate entrance thus increasing site safety.
I would appreciate the opportunity for my representative sign installer, Graybeal
Signs, to present this case to the Moses Lake City Council.

A RESOLUTION ESTABLISHING THE PROCEDURE TO CHOOSE A
MAYOR AND DEPUTY MAYOR
RECITALS:
1. The Moses Lake City Council has determined it is in the best interests of the City to rotate the
position of Mayor and Deputy Mayor among sitting Council members.
2. The City of Moses Lake, as an optional code city, is governed by RCW 35A.13.
3. RCW 35A.13.030 states as follows: "Biennially at the first meeting of the new council the
members thereof shall choose a chair from among their number unless the chair is elected
pursuant to RCW 35A.13.033. The chair of the Council shall have the title of Mayor and shall
preside at meetings of the Council."
4. RCW 35A.13.035 states as follows: "Biennially at the first meeting of a new council, or
periodically, the members thereof, by majority vote, may designate one of their number as
mayor pro tempore or deputy mayor for such period as the council may specify, to serve in the
absence or temporary disability of the mayor; ... "
5. Moses Lake Municipal Code 2.08.025 states as follows: "Election of Mayor and Deputy Mayor:
Biennially, at the first meeting of the new City Council, in odd numbered years, the City Council
members shall choose a chairman and vice-chairman of the City Council from among their
number. The chairman shall have the title of Mayor and the vice-chairman shall have the title
of Deputy Mayor."
RESOLVED:
1. The position of Mayor and Deputy Mayor in the City of Moses Lake will rotate every two years,
after municipal elections held pursuant to state law in odd numbered years, among the sitting
Council members according to seniority and among those City Council members not already
having served as Mayor or Deputy Mayor. Seniority means years serving on the Moses Lake
City Council.
2. If the most senior City Council member, not already having served as Mayor, declines the
position, the next most senior City Council member shall be next in line to serve as Mayor.
3. If the most senior City Council member, not already having served as Deputy Mayor, declines
the position, the next most senior City Council member shall be next in line to serve as Deputy
Mayor.
4. The Mayor and Deputy Mayor will be elected by the City Council pursuant to RCW 35A.13.030
and RCW 35A.13.035.

Staff has received a request from Duane Zamora to build on unplatted property at 410 N
Clover. The request is to allow Mr. Zamora to construct a six-hundred (600) square foot
building for purposes of serving the family park.
The subject request was routed to the appropriate departments for their review and
consideration . Attached is a memo from Russ Brown, Development Engineer, and an
email from Tom Taylor, Fire Chief. The summary of their responses is that Mr. Zamora
should not be required to plat the property or extend municipal utilities given the difficulties
of the site and also the economics of platting the property.
The resolution allowing Duane and Regina Zamora to construct a six hundred square foot
building on unplatted property is attached for Council consideration . The resolution does
not include a requirement to plat the property.

The development and platting of this property will never be financially feasible under current
City regulations because of the great costs to construct the required street and utility
improvements. If the City is going to hold the line with regard to platting then delaying platting
by any amount of time will not make any difference because the platting requirements will never
be met so why go through a useless exercise.
By observation anyone can see the owners have created a small family oasis in the middle of scab
lands and wetlands. To sustain the vegetation there must be some type of well in place to
provide irrigation water. Whether or not the water from the well is potable -fit for human
consumption -is a question to be answered. It is also important to remember water will be
necessary for the septic system to function properly.
If the Grant County Health District will approve an onsite septic system then it is my opinion the
City should waive the platting requirement and allow the proponent to proceed with the
construction of the restroom and storage facilities. To ensure this property does not become a
RV Park, a site for one or more residences, some type of overnight facility, or some other less
desirable use then those rules should be made explicitly clear as a condition of being allowed to
build on unplatted property.
While this request is unusual, I see no harm in allowing the ownership to move forward in
making what appears to be improvements for the favorable use of their property.
My understanding is this property will never be allowed an access onto SR-17 as the WSDOT
owns the access rights. That being the case the property will be on the terminal end of Clover
Drive with Clover Drive providing the ingress and egress to Wheeler Road. I am not aware of
who has the maintenance responsibilities for Clover Drive but now would seem to be a
opportune time to address that issue also.

The Moses Lake Manta Ray Swim Team has requested use of the competitive tank area
at Surf 'N Slide Water Park for their armual swim meet July 19, 20 & 21, 2013. Their
request was reviewed and discussed at the Moses Lake Parks and Recreation Commission
meeting on February 13,2013.
The Commission unanimously recommended supporting their request with the stipulation
that their outstanding 2012 balance be paid in full prior to the event. Their event would
follow the same schedule as in past years with the meet operating after 4 p.m. on Friday,
July 19 and up until 4 p.m. on Saturday, July 20 and Sunday, July 21. As in years past,
the group would also be allowed to camp in an adjacent area of McCosh Park.

Wlanimously approved.
BMX Request -
The Moses Lake BMX Organization is requesting approval to use the BMX track for the 2013 race season and to
be allowed to dry camp in the grass area next to the track for the big June 14-16 race. Discussion held regarding
races, fees and maintenance. This year Rob and Cindy Dahlgren will be taking over the BMX organization. Ms.
Lang moved to recommend to City Council that BMX's request for camping and use of the track be approved.

track for warm-ups, as the material the track is made of will not sustain it. Mr. Grigg will relay this information

reviewed correspondence from the Moses Lake BMX Organization requesting
authorization to utilize the BMX track at the Larsen Recreation Center for 2013 race
season. They are also requesting authorization to allow camping adjacent to the BMX
track during their big June 14-16 weekend races.
Upon review of their request and following discussion, the commISSIOn voted
unanimously to recommend that the city council approve their request to utilize the track
for their 2013 racing season and to allow camping at the BMX facility during the June
14-16 big event.

At the last City Council/staff Retreat, the City Council asked that a draft ordinance be
prepared and presented to the Council regarding the use of helmets when riding a bicycle ,
etc. Attached is a copy of a draft ordinance modeled after the ordinance used in
Ellensburg and Goldendale.
Also attached is a copy of the Grant County Health District's Resolution 12-5 supporting
mandatory bicycle helmet regulations throughout Grant County for all ages and a sample
of the ordinance recommended for usage by the Grant County Health District regarding
bicycle helmets.
The Ellensburg/Goldendale ordinance varies from the Grant County Health District
proposed ordinance in a couple of areas. First of all, the Grant County Health District
ordinance applies to all ages while the Ellensburg/Goldendale ordinance applies to only
those 16 years of age and under.
The second area where the ordinances differ is in the application. The Grant County
Health District ordinance applies only to the usage of helmets when riding bicycle whereas
the Ellensburg/Goldendale ordinance applies not only to bicycles but also to conveyances
such as in -line skates, roller skates, shoe skates, scooters, or skateboards.
The draft ordinance and the information provided by the Health District is presented to the
City Council for information. Direction is requested from the City Council regarding
ordinance language and coverage .

ORDINANCE NO.
AN ORDINANCE CREATING CHAPTER 8.60 OF THE MOSES LAKE MUNICIPAL
CODE ENTITLED "HELMET REQUIREMENTS"
THE CITY COUNCIL OF THE CITY OF MOSES LAKE, WASHINGTON ORDAINS AS FOLLOWS
Section 1. Chapter 8.60 of the Moses Lake Municipal Code entitled "Helmet Requirements" is created as
follows:
8.60.010 Purpose and Policy:
A. This chapter is enacted as an exercise of the authority of the City of Moses Lake to protect and
preserve the public, health, safety, and welfare. Its provisions shall be liberally construed for
the accomplishment of these purposes.
B. It is the express purpose of this chapter to provide for and to promote the health, safety, and
welfare of the general public, and not to create or otherwise es tablish or designate any
particular class or group of persons who will or should be especially protected or benefitted by
the terms of this chapter.
C. It is the specific intent of this chapter to place the obligation of complying with its requirements
upon any person included within its scope, and no provision of, or term used in, this chapter
is intended to impose any duty whatsoever upon the City of Moses Lake or any of its officers
or employees for whom the implementation or enforcement of this chapter shall be
discretionary and not mandatory.
D. Nothing contained in this chapter is intended to be, nor shall be construed to create or to form
the basis for, liability on the part of the City of Moses Lake or its officers, employees, or agents
for any injury or damage resulting from the failure of any person subject to this chapter to
comply with this chapter, or by reason or in consequence of any act or omission in connection
with the implementation or enforcement of this chapter on the part of the City of Moses Lake
by its officers, employees, or agents.
8.60.020 Definitions: As used in this chapter, the following terms shall have the meanings indicated, unless
the context clearly requ ires otherwise:
A. "Approved helmet" means a head covering designed for safety that shall meet or exceed the
bicycle helmet safety standards adopted by the U. S. Consumer Products Safety Commission
(CPSC), 16 CFR Part 1203 Standard 2-90.4 of the American National Standards Institute
(ANSI), the Snell Foundation , the American Society for Testing and Materials (ASTM), or such
subsequent nationally recognized standard for helmet performance as the City may adopt;
provided, however, the applicable safety standard for an approved helmet for skateboarding
shall meet or exceed American Society of Testing and Materials (ASTM) standard F-1492.
The helmet must be equipped with either a neck or chin strap that shall be fastened securely
while the wheeled vehicle is in motion.
B. "Bicycle" means every device propelled solely by human power upon which a person or
persons may ride , having two tandem wheels either of which is eleven inches (11 ") or more
in diameter, or three (3) wheels, anyone (1) of which is more than twenty inches (20") in
diameter. Within this chapter, the term "bicycle" shall include any attached trailers, side cars,
and/or other device being towed by a bicycle.
C. "Electric-assisted bicycle" means a bicycle with two (2) or three (3) wheels, a saddle, fully
operative pedals for human propulsion , and an electric motor.
D. "Guardian" means a parent, legal guardian, adult with custody, or temporary guardian, who
maintains responsibility, whether voluntary or otherwise, for the safety and welfare of a person
under the age of sixteen (16) years.
E. "In-line skates," "roller skates," and "skate shoes" means every device which is attached to the
rider much like a pair of shoes or boots and which has two (2) or more wheels attached in-line
or next to each other beneath, and footwear which has internal or eternal wheels incorporated
as a part of the footwear, which wheels are incorporated either in-line or next to each other on
the bottom of the footwear.
F. "Public area" means city-owned roadways, sidewalks, bicycle paths, parks, rights-of-way, and
other facilities or property owned by the City of Moses Lake.
G. "Scooter" means every device with a platform having two (2) or more wheels beneath it and
a balancing hand post or steering device, which the rider balances on top of, and which is
propelled solely by human power.
H. "Skateboard" means every device with a platform having two (2) or more sets of wheels
beneath it, which the rider balances on top of, and which is either propelled solely by human
power, or propelled by an attached or auxiliary electric or gasoline motor.
8.60.030 Helmet Required :
A. Any person under sixteen (16) years of age riding or otherwise operating any bicycle, electric-
assisted bicycle, in-line skates, roller skate(s), skate shoe(s), scooter, or skateboard, including
any passenger thereon and/or person being towed thereby, on any public area in the City shall
wear an approved helmet, and shall have either the neck or chin strap of the helmet fastened
securely while the device is in motion.
B. No person shall transport another person on or tow another person on a device listed in
subsection A of this section upon any pubic area in the jurisdiction of the City, unless the
passenger is wearing an approved helmet.
C. A guardian is responsible for requiring that a child under the age of sixteen (16) years who is
under the guardian's ca re wears an approved helmet, the neck or chin strap of which is
fastened securely, while upon a devise listed in subsection A of this section in motion, or riding
as a passenger on a device listed in subsection A of this section in any public area in the City.
D. It is an affirmative defense to a violation of this section that the guardian responsible for a child
under the age of sixteen (16) did require the child to wear an approved helmet at all times that
the child was in the guardian's presence.
E. It is an affirmative defense to a violation of this section for a person wearing an unapproved
helmet that the helmet was furnished in conjunction with his or her rental, lease , or use of a
device listed in subsection A of this section by a person or organization engaged in the
business of renting , leasing, or loaning such devices, and that the helmet was fastened
securely while riding.
F. Provisions of this chapter shall not apply to any wheeled devices such as, but not limited to,
electronic scooters or wheelchairs that are designed and being utilized for medically related
reasons.
8.60.040 Special Events, Including but not Limited to Races, Exhibitions, Demonstrations, Parades, and
Events -Helmet Required:
A. Any person or organization managing a race, an organized event involving bicycling, a bicycle
tour, or devices listed in Moses Lake Muncipal Code 8.60.030 (A) which will take place in
whole or in part in any public area in the City shall require that all participants under sixteen
(16) years of age riding on or in tow wear approved helmets, and such persons and
organizations shall reject participants who fail to comply with the provisions of this chapter.
B. The person or organization managing any such event, race , or tour shall include in any
promotional brochures and on registration materials the requirement that participants under
sixteen (16) years of age wear approved helmets.
C. It is an affirmative defense to a violation of this section for a person or organization managing
an event, race, or tour that all participants under sixteen (16) years of age were wearing
approved helmets at the start of the event, race, or tour and were instructed to discontinue
their participation by a person responsible for management of the event, race, or tour at any
point where the participant failed to comply with the requirement of wearing an approved
helmet.
8.60.050 Rent, Lease, or Loan of a Bicycle, Electric-Assisted Bicycle, Skateboard, Roller Blade, Roller
Skate, Skate Shoes, or Scooter -Helmet Required:
A. Any person engaging in the business of renting , leasing, or loaning (e.g. "test ride") any of the
devices listed in Moses Lake MuniCipal Code 8.60.030 (A) for use in any public area in the City
shall supply the persons renting, leasing, or using any of the devices with approved helmet(s)
along with the devices unless the riders and passengers possess approved helmets of their
own , and offer proof thereof, for use with the device and further shall notify such persons of
the requirements of this chapter that persons under sixteen (16) years of age wear a helmet
meeting the safety standards described in Moses Lake Municipal Code 8.60.030 (A).
B The rental, lease, or loan documents (contract, agreement, brochure, or receipt) shall advise
the persons renting, leasing, or using any of the devices listed in Moses Lake Municipal Code
8.60.030 (A) of the helmet requirements of this chapter.
8.60.060 Helmet Sales -Safety Standards:
A. No person shall sell or offer for sale a helmet that does not meet or exceed the safety
standards described in Moses Lake Mun icipal Code 8.60.020.
B. It is an affirmative defense to a violation of this section that the sale or offer for sale was an
isolated sale of used merchandise made by an individual who was not engaged in the business
of selling or repairing recreational equipment, such as a seller at a garage or rummage sale.
8.60.070 Penalties -Civil Infraction:
A. Any person, including any parent or guardian, violating any of the provisions of this chapter
shall have committed a Class C-21 civil infraction.
B. The court may waiver, reduce or suspend the civil penalty and clear the civil infraction as a
warning for a person who has not been cited under this chapter within one (1) year and
provides proof that he or she has acquired an approved helmet at the time of appearance in
court.
C. A guardian may be cited for a separate violation of this chapter for each child under sixteen
(16) years of age riding on or in tow of a device listed in Moses Lake Municipal Code 8.60.030
(A) not wearing an approved helmet,
8.60.080 Enforcement:
A. The Moses Lake Police Department shall be responsible for enforcement of the provisions of
this chapter.
B. For the purpose of this chapter, law enforcement officers may, at their discretion:
1. Enter, during business hours, the premises of a business selling bicycles, skateboards,
skates, scooters, or selling sporting or recreation equipment to determine compliance with
this chapter.
2. Post outside the premises of a business identified in subsection (B)(1) of this section a list
of helmets that do not meet the safety standards of this chapter, so that the public is
informed.
3. Stop a participant in a race or organized event involving any of the devices listed in Moses
Lake Municipal Code 8.60.030 (A) or a tour that takes place in a public area, when there
is a violation of the requirements of this ch apter.
8.60.090 Information and Education:
A Information about the need for helmets, safe helmet use, traffic safety education, and helmet
safety programs are available at the Moses Lake Police Department.
B. The City encourages any person engaging in the business of selling bicycles or any of the
devices listed in Moses Lake Municipal Code 8.60.030 (A) to include information on helmet
safety and the helmet requirements of this chapter with each bicycle or device sold.
C. The City encourages any person engaging in the business of selling helmets to include
information on safe helmet usage with each helmet sold.
Section 2. This ordinance shall take effect and be in force five (5) days after its passage and publication of
its summary as provided by law.

protect the health, welfare, ands!lfety ot'tli~ residents of the City, it is necessary and appropriate
to require, bicycle riders to wearproiective helmets and to establish programs for public
educati6n and low-income subsidies i6 p~omote the use of bicycle helmets. . '.:::.;' .. '
XXXX.020 Definitions. The following definitions are adopted for this Chapter:
A. Bicycle means every d¢vice propelled solely by human power upon which a person or persons
ride, which device has two tandem wheels, either of which is sixteen inches or more in diameter,
or three wheels, any on~ of which is more than twenty inches in diameter.
B. Guardian means a parent, legal guardian, or temporary guardian who maintains responsibility,
whether voluntary or otherwise, for the safety and welfare of a person under the age of sixteen
years.
XX.XX.030 Regulations. Beginning January 1,20, it is unlawful:
A. For a person to operate or ride upon a bicycle on a public roadway, bicycle path, or any right-
of-way under the jurisdiction and control of the City unless wearing a protective helmet of a type
certified to meet the requirements of standard Z-90A of the American National Standards
Institute or such subsequent nationally recognized standard for bicycle helmet performance as
the state patrol may adopt by rule. The helmet must be equipped with either a neck or chin strap
that shall be fastened securely while the cycle is in motion.
B. For a person to transport a person upon, in a restraining seat that is attached to, or in a trailer
towed by, a bicycle on a public roadway, bicycle path, or any right-of-way under the jurisdiction
and control of the City unless the person transported is wearing a helillet that meets the
requirements in subsection A.

C. For the guardian of a person under the age of sixteen years to knowinglYl!llow that person to
operate or ride upon a bicycle on a public roadway, bicycle path, oraiiy.right-of-way under the
jurisdiction and control of the City unless that person is 'wearing a helmet that meets the
requirements in subsection A. . . .....
D. For a person to sell or offer for sale a bicycl~ hdth·ei··that d~;;s not meet the requirements

E. For a person to rent a bicycle for use by a person unless the person possesses a helmet that
meets the requirements of subsection A ..
XX.xX.040 Enforcement ... ,
A. It is a civil infraction for ~y ~~r~on to ~o any act forbidden, or fail to perform any act

(I) A civil infractiOlflihall be processed as set forth 'in Chapter 7.80 RCW and the Washington
Infraction Rules for CO\lrts or-Limited Ju;.i~<iiction.
(2) Any duly commissiom:d police officer of the ____ Police Department is authorized to
enforce this Chapter. .
(3) Any person found to have committed a violation of this Chapter shall be subject to a
monetary penalty of$15.00 for each such violation, not including applicable court costs.
B. In order to educafe·the public concerning the provisions of MC XX.XX during the period
from January 1,20 to January I, 20, a person violating _MC XX.XX will not be subject to a
civil infraction though a written warning of the violation may be issued. After January 1,20, a
violator may be issued a regular notice of civil infraction. If this is the first time a person has
been issued a notice of civil infraction for a violation of ---MC XX.XX and he or she appears in
person before the court and provides evidence that he or she has obtained a bicycle helmet in
order to comply with --MC XX.XX, the court may dismiss the notice of civil infraction without
costs.
XX.XX.050 Implementation Programs. In order to provide an effective means of implementing
a requirement for all bicyclists and their passengers to wear helmets, the City Manager is
authorized and directed to work with other public and private agencies to develop a program of
helmet awareness designed to promote use of helmets by all ages and a program to subsidize use
of helmets by low-income families. Such programs shall be in effect by January 1, 20, provided
that the existence or effectiveness of such programs shall not be a defense to a civil infraction
notice issued under this Chapter.
Section 2 -Severability. If any provision of this Ordinance, or its application to any person or
circumstances, is held invalid, the remainder of the Ordinance, or application of the provisions of
the Ordinance to other persons or circumstances, is not affected. "
Section 3 -Effective Date. This Ordinance shall take effect five days after publication.

WHEREAS, the Grant COlmty Board of Health has supervision over all matters pcrtaining to the
preservati on of the life and health of th e people withi n Grant County; and
WHEREAS, Accordi ng to Seattle Children's [lospi tal most bicycle accidents involve a head
inj ury, so a crash co uld mean permanent brain damage or death for somcone who doesn't wear
one whi le rid ing. In addition, each year about ha if a million kids in the U.S. are seriously inj ured
in bicycle-related acc idents. and mos t of those injuri es could have been avoided if a helmet was
worn .
WHEREAS, in Washington State treatment for non-fatal bicycle injuries among children aged
14 and under costs more than $11 3 million each year, an average 01'$218,000 per injured child;
and
WH EREAS , in Grant Coumy betwee n 2005-2009 th ere were two death s and 18 ho spitalizations
lasting 48 hours or longer from pedal-cycle related incidents; and
WHEREAS, the Grant County Board of Health has founel that head injuries are a m~or cause of
death and di sability associated wi th the operation of bicyc les on public roadways and bike paths.

coo rd inated with educati on programs, provisions for low or no cost helm ets for those who would
find if a hardship to purchase a helmet, and other incentive and encouragement programs: and

Attached is sales tax information for December 2012 sales which the City received on
February 28 ,2013. This report indicates the City received $491 ,341 .62 . The $491 ,341.62
in receipts for February compares with February 2012 receipts of $459,218.16. For the
year, the 2013 receipts are approximately 3% higher than the 2012 receipts for the same
period.
Also provided is the transient rental income report for income the City received on February
28,2013. This report indicates February 2013 income (for December sales) of $19 , 145.26.
This compares with $26 ,277.18 for the same period in 2012. For the year, transient rental
income receipts are approximately 10% higher than the 2012 receipts for the same period .
