A RESOLUTION INCREASING THE CITY OF MOSES LAKE'S REGULAR TAX LEVY UP TO
106%
Recitals:
1. The City Council of the City of Moses Lake has met and considered its budget forthe calendar
year 1998.
.2. The City Council in the course of considering the budget for 1998 has reviewed all sources of
\-s revenue and examined all anticipated expenses and obligations.
3. The City Council has determined that due to a flattening of sales tax revenues to the point
where the City of Moses Lake is receiving a negligible increase in 1997 and is budgeting for no
sales tax increase in 1998 and the fact that the city is experiencing several large increases in
expenditures including an increase in dispatching fees by approximately $140,000,an increase
in electricity costs for street lighting by about $60,000, an increase inthe amount the city must
pay in personnel costs for Police Officers by about $50,000 due to a decrease in federal
grants, an increase in costs for snow plowing due to a request for increased services by the
community, and a potential decrease in street maintenance revenue due to a potential elimina
tion of federal funds of about $106,000, the City of Moses Lake finds that there is a substantial
need to increase regular property tax levy rate above the rate of inflation.
Resolved:
1.The City Council of the City of Moses Lake has determined that the regular property tax levy
for the 1998calendaryear and fiscal year shall be 106%as allowed by lawof the highest
amount of regular property tax that could have been lawfully levied in the City of Moses Lake
in any year since 1985.
2. The property taxes received above the rateof inflation will be used to cover extraordinary
increases in expenditures, the loss of other revenues, and the increase in regular expenditures
which might not be covered because of the flattening in sales tax receipts.
