A RESOLUTION WAIVING THE BIDDING REQUIREMENTS FOR THE PUR
CHASE OF A REPLACEMENT FOR THE BAR SCREEN AND CONVEYOR
BELT FOR THE CITY OF MOSES LAKE SEWER SYSTEM AT THE CENTRAL
OPERATIONS FACILITY
RECITALS:
1. The Moses Lake City Council has authorized the purchase of a replacement forthe bar screen and
conveyor belt forthe City of Moses Lake's sewer system at the Central Operations Facility in the
1998 budget.
2. The equipment desired, after considerable investigation, is manufactured by JWC Environmental
and sold through there Northwest representative Apsco,Inc. as its sole vendor.
3. The replacement forthe bar screen and conveyor belt of the type and specifications desired is
available only through JWC Environmental and sold in the area by its Northwest representative,
Apsco,Inc.as its sole vendor.
4. Under the circumstances,special market conditions exist,as cited above,which allows waiving the
bid requirements set forth by statute forthe purchase of the materials and equipment.
RESOLVED:
1.Because of the special market conditions which exist, the bid requirements for purchasing of
materials and equipment set forth in RCW 35.23.352(6)and RCW 35.23.352(8)are waived with
regard to the purchasing of a grinder and auger combination to replace the bar screen and convey
or belt for the city's sewer system which will be installed at the Central Operations Facility of the
type and specifications desired which is manufactured by JWC Environmental and sold through
Apsco,Inc.
2.The city staff is authorized to negotiate for the purchase of such grinder and auger combination to
replace the bar screen and conveyor belt without regard to the requirements to go to bid.
