A RESOLUTION INCREASING THE CITY OF MOSES LAKE'S REGULAR TAX LEVY UP TO

Recitals:
1.The CityCouncilof the Cityof Moses Lake has met and considered its budget forthe calendar
year 1999.
i^_J 2.The City Council in the course of considering the budget for 1999 has reviewed all sources of
revenue and examined all anticipated expenses and obligations.
3. The City Council has determined thatthere is a substantialneed to increase the regular property
tax above the rate of inflation because the city is experiencing several large increases in expendi
tures including an increase indispatchingfees by approximately $25,000, an increase inelectricity
costs forstreet lighting by about $40,000, an increase inthe amount the citymust pay in person
nel costs forPoliceOfficers by about $56,000 due to a decrease in federal grants, an increase in
costs for snow plowing due to a request for increased services by the community,and the fact
that there are already several unfunded necessary projects needed by the city.
Resolved:
1.The City Council of the Cityof Moses Lake has determinedthatthe regular property tax levy for
the 1999 calendar year and fiscal year shallbe 106%as allowedby lawof the highest amount of
regular property tax thatcouldhave been lawfully leviedinthe Cityof Moses Lakeinany year
since 1985.
2. The propertytaxes received above the rate of inflation will be used to cover extraordinary in
creases inexpenditures,the loss of other revenues,and the increase in regularexpenditures
which might not be covered because of the flattening in sales tax receipts.
