2214RESOLUTION NO.2214 A RESOLUTION INCREASING THE CITY OF MOSES LAKE'S REGULAR TAX LEVY UP TO 106% Recitals: 1.The CityCouncilof the Cityof Moses Lake has met and considered its budget for the calendar year 2000. ^_J 2.The City Council in the course of considering the budget for 2000 has reviewed all sources of revenue and examined all anticipated expenses and obligations. 3. The CityCouncilhas determined that there is a substantial need to increase the regularproperty tax above the rate of inflation because the city is experiencing several on-going significant in creases inexpenditures includingdispatching fees, an amount the city must pay in personnel costs for Police Officers due to an elimination in federal grants, an increase in costs for snow plowing due to a request for increased services by the community, the factthat there are already several unfunded projects needed by the city or requested of the city, and the implicationsas a result of the passage of I-695. Resolved: 1.The City Council ofthe Cityof Moses Lake has determined thatthe regular property tax levy for the 2000 calendaryear and fiscal year shallbe 106%as allowedby lawof the highest amount of regularpropertytax that could have been lawfully levied inthe Cityof Moses Lake inany year since 1985. 2. The property taxes received above the rate of inflation will be used to cover extraordinary in creases in expenditures,the loss of other revenues,and the increase in regular expenditures which might not be covered because of the flattening in sales tax receipts.
